MEMORANDUM FOR RECORD

SUBJECT: Questions and Answers – Solicitation No. 1240LQ21R0014, PSICC Class III Heritage Cultural Resources Inventory (CRI)

1. This document reflects the questions and answers received for the subject solicitation to date.

Please note that any changes referenced in this document are represented in Solicitation Amendment 0001. All documentation of questions and answers received are/will be posted to beta.SAM.gov.

Item Query Raised Reply/Clarification

1. Maps are provided for Base Units 1, 2 and 4, but not 3 and 5. Can the USFS please provide general maps for Base Unit 3 (North Pumas) and Base Unit 5 (Pikes Peak

RD)?

General maps are included for all base items.

2. Campsite management: If survey areas are occupied by campers who may pose a threat to the safety of survey crew, can the contractor identify those survey areas as “not surveyed” following a reasonable number of attempts to visit the location?

No. If there is concern with a site, contact the COR and they will work with local law enforcement to be able to survey the site.

3. Will the BLM be reviewing deliverables other than a Fieldwork Authorization for Base Unit 1?

Yes, the BLM will also review the site forms for those sites on BLM and will review the report for accuracy.

4. On page 11, under 210-Survey Techniques, item 3 states:

“The contractor will conduct a 100% intensive Class III pedestrian survey of the inventory area.” Can the contractor identify areas for Class II survey or no survey in the survey strategy as specified under 210 item 1?

No.

5. We respectfully request an extension to the due date to allow time after the question deadline to incorporate clarifications into our response.

The due date has been extended to 24 September 2021.

6. Contract Specifications state that Base Unit 1 is 2910 acres; however, the map (D2.+Map_TwinLakes.pdf) depicts an area that is roughly 5275 acres. What is the correct area for Base Unit 1?

2910 acres are correct. Shapefiles have been provided.

7. The period of performance presents some challenges.

Much of the survey areas are at high altitude and will likely soon be snow covered. The 120-day requirement to complete the field work likely cannot be meant. If snow covers a large portion of the survey area, field work will most likely need to start in the late spring, which will make it very difficult to finish the project by July. Can the period of performance be adjusted to: a) extend the field work deadline to the end of June 2022 and b) extend the period of performance into August 2022 to allow time to compile the report and site forms?

Correct, we understand that many of the areas will be snow covered soon. When environmental conditions become a factor, the Government will issue a stop work. The remaining contract time will not be charged against the contractor. When a resume work is issued, the performance end date will be adjusted based on the time remaining. The performance period will not automatically be adjusted unless work cannot begin before the end of calendar year 2021.

8. The RFP is not clear what required documents are needed for the proposal. We interpret the RFP as requiring the D.9+proposal form to include the Work Plan and a few other items. This form will be augmented by a technical proposal that addresses other areas of required information. Is this interpretation correct? If not, could you please provide clarification on the required documents and what information is needed in each document?

You are correct in that there is some misleading language due to typos in section E.1. Below is what can be expected in the solicitation amendment that we will be posting. Please note that the proposal due date is being extended to 24 September due to system issues that won’t allow us to get the beta.SAM amendment posted until resolved. See amended items highlighted in green in Section E.1 of the solicitation.

2. The cutoff for questions pertaining to the subject solicitation is Wednesday, 22 September 2021

NLT 1300 MT.

3. Proposals are due by Friday, 24 September 2021 NLT 2359 MT.

4. Should there be any further information/clarification required, email(s) should be sent to klenise.wallace@usda.gov AND lisa.corbin@usda.gov.
