About this file
This document includes an amendment to a solicitation for heating, ventilation, and air conditioning (HVAC) maintenance services for multiple locations of the Black Hills National Forest. The amendment provides answers to questions from potential bidders. Services required under the base contract include preventative maintenance and minor repairs for HVAC systems at 15 forest sites. In the first option year, the contract will also include installation of a heat pump and furnace at one dwelling. The solicitation is set aside for small businesses with a NAICS code of 238220 and size standard of $16.5 million. Bids are due by the time and date specified in the solicitation. The award will be made to the responsible bidder whose bid conforms to the solicitation and is most advantageous to the Government considering price and other factors.

Amendment #1
1240LP22Q0032
HVAC Maintenance Black Hills National Forest
MEMORANDUM FOR RECORD February 15, 2022
SUBJECT: Amendment 1, Questions and Answers from potential bidders
The following questions were presented as a result of the solicitaiton. Answers are provided in consultation with FS SME’s, in the format “Q:” = Question, “A:”= Answer
Q1: Section G.2 shows a charge rate of $50.00/hr. and 0.585 cents/mile. Is this a Davis-Bacon wage or set flat rate that is required by the government? Is the milage also a set rate to adhere to?
A1: This is a flat rate required by the government. The milage is a set rate that is adhere to.
Q2: Is there a dollar amount cut off for minor repairs vs. major repairs as this is very vague in the bid language?
A2: Preventative Maintenance and Minor Repairs is spelled out in C-2 of the SOW. Major repairs are everything else. It includes system and/or component failure that are not included in Maintenance and Minor Repairs.
Q3: Is there a list of belts and filters per location already? (As this is an added expense to be taken care of by the service provider per the full-service contract bid).
A3: We don’t have a list of belt types and sizes, or filters for each location. Bidders are expected to familiarize themselves with our systems and supply requirements from the RFQ documentation provided.
Q4: Does the Metasys upgrade during year two fall on the HVAC Service Provider to provide material and labor at the providers cost?
A4: Any and all costs related to the Metasys upgrade will be the responsibility of the contractor.
Q5: After looking through the documents, I do not see a site visit. Will there be a site visit for this project? And what is the Estimated Magnitude of this project?
A5: A site visit was not scheduled for this solicitation because there are 15 different sites that are covered by this requirement, as detailed in the RFQ/att. This is a maintenance (Service; non-construction) requirement, so the magnitude was not applicable to the solicitation.
Q6: Line item 012(a) on the first option year and then all option years to follow asks for an “Emergency Repairs Materials/Parts/Labor” amount and references Note2. I believe putting an arbitrary number in this column is doing the NFS a disservice and can cause issues later in the contract period.
A6: Schedule of Items (lines 12(a)(b)(c)(d)(e)) is now a set dollar amount for all potential bidders to include in their solicitation responses. Place the dollar amount of $25,000.00 as the total amount for each of the line items referencing “Emergency Repairs Materials/Parts/Labor SEE NOTE 2”.
