SECTION C DESCRIPTION OF REQUIREMENTS
C-1 SCOPE OF WORK
The intent of this contract is for the awarded contractor to provide routine maintenance of forest roads and administrative use roads of the Tiller Ranger District.
This work includes furnishing labor, equipment, supervision, transportation, operating supplies, and all incidentals necessary to provide maintenance in accordance with drawings and specifications.
Danger Tree felling is NOT required. If contractor locates a tree that is considered a danger to current maintenance activities, it shall be reported to the COR or Inspector immediately. After the tree is felled, cleanup of the resulting slash may be required and will be ordered on a separate procurement.
Maintenance work consists of a variety of road repair activities including but not limited to the following:
• Blading
• Watering
• Compaction
• Ditch maintenance
• Drainage structure maintenance
• Removal and disposal of materials
• Roadside brushing
• Logging out
• Load Haul and place material
Item 0001 811 Surface Maintenance
1. Scarification will be required when ordered, to include breaking of existing potholes and cutting to bottom of washboards if surface depth allows.
2. Watering of roads in conjunction with blading of Primary or Secondary Roads may be required when conditions require increased moisture for proper blading. Watering is incidental to and included with blading if needed. Water sources will be designated by COR. When water is used, it will be applied to loose already bladed or scarified materials to enhance compaction, unless otherwise agreed.
3. Turnouts are typically located and spaced closed enough apart to be intervisible on single lane Primary Roads, and spacing averages between 400 feet and 800 feet apart. Turnout spacing on double lane Primary roads will average between 1000 feet and 1500 feet apart. Turnout spacing on Secondary and Other Roads will average between 500 feet and 1000 feet apart.
4. Some turnouts may not have been routinely bladed in past cycles of road blading, and therefore require more shaping, smoothing, and removal of unsuitable materials than the adjacent traveled way.
5. Turnouts will be shaped and maintained to the full dimensions shown on the Plans wherever practicable.
Item 0002 831 Load, Haul & Place material
This work will require the moving and stockpiling materials to other locations do to other related work such as drainage maintenance.
Item 0003 834 Clean Ditches and drainage structures
Ditch cleaning may be ordered for segments of road that are shorter in length than other ordered work on the same road. For example, a one-mile long road segment may have surface maintenance and cutting of roadway vegetation on the entire length, but have only one or more shorter segments of ditch cleaning.
Item 0004 842 Roadway Vegetation Maintenance
Typically, low volume vegetation roads have been treated within the last seven years, have only moderately or slightly restricted sight distance, or do not have any of the other typical conditions described for high volume vegetation roads for more than ten-percent of the road segment.
Item 0005 842 Roadway Vegetation Maintenance
Typically, high volume vegetation roads have not been treated for more than seven years, have severely restricted sight distance due to vegetation encroachment, may have vegetation encroachment that contacts the sides of standard-sized highway vehicles, and may have small trees growing from within the traveled way.
Item 0006 851 Logging out primary and secondary roads
Logging out includes removing all parts of a tree that extend into or on the road prism. Boles can be placed on cutbank or fill slope so not to roll onto the road or placed in a nearby turnout.
Trees that extend into the travel way from the cutbank are included in this work if they are fully on the ground.
Item 0007 881 Mobilization
Mobilization will be paid once unless all work is stopped due to unforeseen natural occurrences such as a fire closure.
Work and operating schedules will be established for all ordered work prior to commencing work.
C-2 Location and Description
Tiller Ranger Station is located in Tiller, Oregon, 23 miles east of Canyonville, OR
The location of the worksites, access to the areas, methods of work, size of each sub item, and other information pertinent to this contract are contained in the Vicinity and Project Maps, which shall be considered as part of the technical specifications.

SECTION D PACKAGING AND MARKING
INTENTIONAL LEFT BLANK
SECTION E INSPECTION AND ACCPTANCE
811 SURFACE MAINTENANCE
811.01 SERVICE REQUIRED:
Smooth and shape native or aggregate surfaced roads including traveled way, shoulders, turnouts and intersections. Surface maintenance includes reshaping the crown or slope of traveled way, berms, and drainage dips. Scarification, compaction, or both may be required when shown on the
ROAD LISTING.
811.02 PERFORMANCE STANDARD:
A road surface is maintained to standard when the travel way is free of washboards, potholes, or other irregularities. The surfacing material has been thoroughly loosened to no less than 2- inches depth or the depth of potholes or corrugations. The surface is smooth, and compact, without segregation of the surfacing materials. The surface is crowned or cross-sloped as indicated by the character of the existing subgrade, to at least ½-inch per foot of width, but not more than 1-inch per foot of width. Suitable materials have been recovered and incorporated. Crowned or insloped road surfaces allow water to flow directly into ditches. Shoulders beyond the edges of the traveled way and turnouts have been shaped to allow drainage off and away from the road surface. Unsuitable materials have been removed from the traveled way and shoulders, placed outside the roadbed without concentrations and without obstructing drainage ways or structures. When specified in the ROAD LISTING, unsuitable materials have been hauled and placed in designated disposal areas.
When specified in the ROAD LISTING, aggregate surfacing has been scarified to a depth of 4- inches to 6-inches prior to final shaping as described above.
When specified in the ROAD LISTING, water has been hauled and incorporated into the surfacing material to reduce segregation and/or to improve required compaction.
When specified in the ROAD LISTING, aggregate surfacing has been roller compacted following final shaping so that no visual displacement occurs from hauling or spreading equipment.
Shoulders along paved roads are maintained to standard when unsuitable material (soil, moss, gravel, and other debris) has been removed from paved surfaces within 3-feet of pavement edges on both sides of the road. Unpaved shoulders adjacent to paved surfaces have been maintained and shaped to provide a smooth transition from the paved surface and to allow drainage off and away from the road surface or into ditches. Shoulders without ditches are shaped for a minimum of 2-feet, up to 6-feet, from the pavement edge as necessary for drainage. Unsuitable materials have been removed from the shoulders. All unsuitable materials removed from paved surfaces and shoulders have been placed outside the roadbed without concentrations, without obstructing drainage ways or structures, and are not located where erosion can allow sediment delivery to streams. When specified in the ROAD LISTING, unsuitable materials have been hauled and placed in designated disposal areas.
811.03 LOCATION OF WORK:
As specified on roads listed on the ROAD LISTING, SHOWN ON THE PLANS, OR as ordered by the Contracting Officer.
811.04 MEASUREMENT:
Measurement under this Section will be made by the total number of units for each item in the SCHEDULE OF ITEMS completed and accepted.
A. Single Lane Roads: Surface maintenance will be measured along the centerline of the roadway. Turnouts are incidental. Measurement will be to the nearest one-hundredth (0.01) mile.
B. Double Lane Roads: Surface maintenance will be measured along the centerline of the roadway. Measurement will be to the nearest one-hundredth (0.01) mile.
C. Road Mile: Work activity will be measured along the centerline of the road regardless of the number of lanes.
