SOLICITATION 1240BJ22R0007

Questions and Answers for the Wrangell HVAC Phase 2 project:

1. we would like to do our work on night shift as a general rule, to help maintain owner occupancy.

Please ask that owner removes all restriction and special permission requirements for working after 6:00 PM to 6:00AM

Night shift work is acceptable under the following conditions:

A. A well-coordinated inspection and communication schedule will be required.

B. Coordinate closely with the Forest Service Inspector to ensure the Inspector is available when needed to review items in the field with the Contractor’s site superintendent. This means pre-arranging times to meet at the beginning or end of the Inspector’s normally scheduled workday.

C. If issues arise during the night that require input from the Forest Service to resolve, then the Contractor will need to work on something else until the end of their shift or stop work until the issue is resolved during business hours the next day.

D. The janitor cleans after hours and therefore close coordination with the janitor is required to avoid disrupting their operations.

2. regarding building new chases, are we Painting chases only or do we have to do complete wall to match paint?

Paint only the new chases, to match adjacent wall color and texture as closely as possible, or else to complement adjacent wall color. Color to be accepted by the Contracting Officer prior to ordering materials.

3. Radiators have pipes up thru carpet squares, do they have any more carpet squares to match?

Otherwise please provide source to purchase?

The Forest Service does not have matching carpet squares nor product information. The carpet square installer was Pat McMurren.

4. Electrical E201- shows disconnects for each IDU. Can these be located above the dropped ceiling?

Only purpose is to disconnect when working on system.

Placing the disconnects above the dropped ceiling is acceptable.

5. Can existing heating system remain operational until the VRV system is completed? Can we take different pipe routes than indicated on the plans, to facilitate this?

It is acceptable to keep the existing heating system operational while the multi-split heat pump systems are installed. Note that if the Option Item for the ventilation system is awarded, then the heating system must be removed prior to adding the new HRU-1 unit.

6. can we utilize existing building Floor space and Offices to store Furniture that is temporarily moved from renovation areas?

Yes

7. provide the quantity of office spaces that we will be allowed to vacate at any one time? Vacate by department: Fish & Wildlife, Timber, Engineering, Fire, Rec. & Land, Business Management. How many office spaces are actually occupied thru the contract time period? All. Can these occupants be moved around to alternate office locations as we complete our work? Telework as needed, employees can shift around temporarily throughout building.

8. Please find out who's going to remove Office “personal and small items” from each office space to allow us to move major furniture as specified? It would be best if these items were removed by occupant or government, so we do not have to be responsible for them. The Government will move personal belongings, the Contractor will move everything else.

9. the Contract completion date of September 30 2022 is not achievable due to supply chain issues with all trades. Please ask for an additional 6 months to complete this project.

According to the supplier of Daikin VRV heat pump systems: "It looks like pretty much all VRV equipment looks to be available by no later than July with most of it available now." Which equipment or materials are having the supply chain issues that will require the Period of Performance to be extended?

10. please see the following message regarding electrical delivery constraints. We have the same issues with Mechanical equipment. Please reference our RFI-0001 and again request a 6 month time extension on project delivery date.

“I just sent a message along with some of the pages to my most responsive Square D supplier, asking if the timeframe seems even plausible to them. Earlier this morning I had another conversation regarding some service gear that has a 40-50 week lead time… if that’s the guess here, I don’t think I’m going to put the time into it”.

Program is okay with extending Period of Performance through March 31, 2023.
