BPA Call Order Exceeding $25,000.00 Synopsis Requisition 1119092
The USDA Forest Service (FS), Procurement & Property Services (PPS), Customer Service Area #2 (CSA #2), Northwest Branch is issuing this synopsis as a means of complying with the USDA’s policy in the Contracting Desk Book, SUBPART 413.3—SIMPLIFIED ACQUISITION METHODS, 413.303 Blanket Purchase Agreements (BPAs). The USDA FS intends on awarding a competitive BPA Call Order against multiple award schedule BPAs for Forestry Vegetation Management located at USDA’s Contract Portal, awarded against solicitation number: 1204T018Q0003 for forestry thinning, pruning, piling, and rearrangement of forest vegetation.
Parties having an interest in and the resources to support this requirement for the purpose of this solicitation is to secure equipment and services for mechanical piling of new or old slash, (woody debris on the ground), to accomplish fuels reduction on the Tonasket Ranger District, Colville National Forest. The expected result of the contract is to prepare slash for removal by burning and to provide adequate site preparation for reforestation activities related to commercial treatments.
Contractor shall supply all materials, equipment, supervision, transportation, and labor for machine slash piling services. Units will be located in Okanogan County in Washington State. Services are to be performed during the period of approximately First of June 2024 to Mid-August, 2024. Offeror is strongly encouraged to inspect the site where services are to be performed to determine general and local conditions that may affect the cost of contract performance. Camping on site may only be allowed in certain locations and all on-site camping will be subject to dispersed camping hygiene and trash disposal regulations.

This synopsis notification of intent to award a BPA Call order does not constitute a request for proposals; submission of any information in response to this notification is purely voluntary; the government assumes no financial responsibility for any costs incurred.
If your organization has the potential capacity to perform these contract services, please provide the following information:
1) organization name, address, email address, website address, telephone number, and size and type of ownership for the organization; and
2) tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated to deliver technical capability, address the administrative and management structure of such arrangements.
The government will evaluate market information to ascertain potential market capacity to:
1) provide services consistent in scope and scale with those described in this notice and otherwise anticipated.
2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements.
3) implement a successful project management plan that includes compliance with program schedules, cost containment, meeting/tracking performance, hiring/retention of key personnel, and risk mitigation; and
4) provide services under a performance-based service acquisition vehicle.

The government will not provide feedback or evaluations to companies regarding their submissions in response to this notice. Submission Instructions: Parties who consider themselves qualified to perform the above-listed services are invited to submit a response to this notice by close of business February 23, 2024. Project Areas:
Crawfish Timber Sale, Township 35N, Range 29E From Tonasket follow HWY 20 East to the Aeneas Valley Rd to Crawfish FS 30 Rd.
Contract period: The period of this contract is from date of award to XX/XX, 2024. Estimated start work date is 5 days from the issuance of a written “Notice to Proceed”. Based on start work date of approximately beginning June 1, 2024, a minimum performance production completion rate of 5 acres per 8 hour day or 64 days total. This production rate is inclusive of slash piling and any Industrial Fire Precaution Level shutdown periods.
