About this file
This document is a Single Source or Brand Name Justification under FAR 13 for a contract to provide services to search for larvae of the Taylor's checkerspot butterfly using scent-detection dog teams. The contracting officer has determined that Rogue Detection Teams is the only vendor with the required specialized experience and capabilities to perform this highly technical work. Market research was conducted, but no other vendors were identified that have experience using dogs to find this particular butterfly species. The period of performance is the Base Year of June 22 to July 30, 2024, with an Option Year 1 from June 22 to July 30, 2025. The justification is posted on SAM.gov in an effort to identify any other qualified vendors capable of providing these services. The contract was awarded on May 16, 2024 to an unknown vendor for an unknown amount under Solicitation Number 1240BD24P0042.

SINGLE SOURCE or BRAND NAME JUSTIFICATION (FAR 13 Under the SAT)
1. DESCRIPTION OF THE SUPPLIES/SERVICES REQUIRED
The contractor, Rogue Detection Teams, will provide services to search for larvae of Taylor’s checkerspot butterfly (Euphydryas editha taylori) using scent-detection dog teams.
Periods of Performance—Base Year: June 22 to July 30, 2024 and Option Year 1: June 22 to July 30, 2025.
2. JUSTIFICATION FOR SOLICITING FROM A SINGLE SOURCE
This is highly technical work that requires dog teams trained to smell and find the larvae of a particular butterfly species. Unlike other surveyors, Rogue Detection Teams has experience doing this work and have trained dogs.
3. EFFORTS TO OBTAIN COMPETITION
FAR Part 10—Market Research was performed in 2019, 2020 and 2024 by searching the literature and internet and talking to people to have used scent-detection dogs for conservation. There are virtually no contractors with experience using dogs to find invertebrates, let alone butterflies, let alone this particular species, with the exception of Rogue Detection Teams. This contractor (Rogue Detection Teams, 2011 Clemons Road, Rice, WA, 99127) is the only one that has experience doing this work and has done it on the Olympic National Forest.
The intent of this posting this single source justification on the System for Award Management (www.sam.gov) is to identify other companies in the United States of America that provide these specialized services. At this time the USDA Forest Service Contracting Officer’s Representative (COR) and Contracting Officer (CO) have unsuccessfully identified other resources for this requirement.
4. STEPS TO PRECLUDE FUTURE SINGLE SOURCE AWARDS
As stated in Para. 3 above, the CO will post this determination on SAM in hopes of identifying other specialized vendors capable of performing this work.
5. CONTRACTING OFFICER’S DETERMINATION
I have determined, in accordance with FAR 13.106-1(b) that the circumstances of this contract action deem only a single source is available for the required services.
