AMENDMENT 04—QUESTIONS AND ANSWERS
Question 1: Is it possible to provide pictures of the site/chiller and surrounding area?
Answer 1: See Pictures in separate attachment; “Pictures of Chiller Number 2”.
Question 2: How far is the electrical panel to the chiller?
Answer 2: See separate “Drawing to Determine Distance Attachment” for a diagram you may use to determine distance.
Question 3: Can we use the existing conduit to run to wire or do we have to install new conduits as well?
Answer 3: Any existing wiring, conduits, and components that are to be replaced by new wiring, conduits, and components will be demolished and removed prior to installing the new wiring, conduits, and components.
Question 4: Will new chiller system require new VFD’s?
Answer 4: Yes, they are an integral part of the entire package purchased for the chiller which also includes a new compressor as well as new VFD’s.
Question 5: Will new Cooling Tower require new VFD’s?
Answer 5: Assume you mean Chiller so in that case Yes as stated in the above question. There is no cooling tower involved in this project.
Question 6: Can you please provide photo of the existing MDP for the Chiller Serial number nameplate and full-frontal picture showing all breakers in the panel?
Answer 6: See Attachment “Picture of Nameplate” and also see Attachment “Picture of Chiller 2 Breaker
Question 7: Does this USDA project require Made in America component requirements to be met?
Answer 7: Refer to RFP “Clauses and Provisions” Section I.3
Question 8: SCOPE Calls for “Contractor will install new electrical wiring from the existing electrical panel and connect to the new chiller. Please clarify intent of the above note: Is the referred to panel is the Disconnect at the Chiller unit or Is the referred to panel the MDP servicing the Disconnect at the chiller? If Ampacity draw will remain the same for the new system and the Main Breaker or disconnect size requirements do not increase for the new equipment, will the electrical wiring still require replacement with new same size wiring?
Answer 8: The new chiller installation will require new conduit, wiring and panel breaker components that meets all codes from the main feeder panel through the #2 Chiller disconnect panel to the new chiller. The panel boxes and panels themselves don’t have to be changed out unless a code violation is evident or the component is in obsolete or damaged condition where it will not meet code or in the case that the new chiller package requires a different type of breaker to safely run and disconnect it when needed. If the new chiller package purchased requires upgrades to the existing panels, (for example: breakers), because the specs are different from the requirements of the existing chiller #2 then the prospective Contractor is required to install new components in the main and disconnect panel as well. Contractor is responsible for determining if new chiller has same power requirements as existing chiller and planning accordingly after reviewing equipment specs.
Question 9: SCOPE Calls for “All old wiring, conduit and components will be removed and disposed of by the Contractor. Please confirm intent of the above note: Is to remove the conduits and wiring servicing the chiller directly and its control wiring. The main feeder conduit to the exterior disconnect is in good condition and can be reused and extended or modified to fit the new chiller as needed. Please confirm if this conduit is also required to be replaced with new conduit.
Answer 9: Any existing wiring, conduits, and components that are to be replaced by new wiring, conduits, and components will be demolished and removed prior to installing the new wiring, conduits, and components.
Question 10: Scope calls for “Contractor shall install new chilled water piping from the existing va connect to the new chiller. Is the intent for the contractor to replace piping from the valve to the c the chiller or is the contractor to replace the two existing valves causing a full (temporary) shut down of both chiller units?
Answer 10: Remove the two (2) existing manual isolation valves and install two (2) new isolation valves at the same location as the two existing valves for chiller #2 as shown in the picture ( see Attachment “Picture of Chiller 2 Valves). Install new chilled water piping with appropriate insulation type and levels to protect from Florida heat from the locati two (2) new isolation valves and connect to the new chiller per all applicable codes and industry best practices.
Question 11: Which Siemens BAS is currently installed?
Answer 11: Unknown
Question 12: We will assume the chiller piping isolation valves at the tie points are going to Seal when closed. Please confirm.
Answer 12: The two (2) manual isolation valves will be replaced along with existing piping and insulation and be replaced with new.
Question 13: Existing chiller be set at a nearby location designated by USDA. Chiller will be set on timbers with no other special support considerations. Please confirm.
Answer 13: Correct
Question 14: For storage of existing chiller, will chiller barrel and piping need to be dried and sealed for extended storage, or simply leave open?
Answer 14: Dry and seal
Question 15: Has the existing chilled water been treated with a corrosion inhibitor? If so, When opening the piping system will this water need to be contained and disposed of, or can it be directed to the sewer system?
Answer 15: Unknown. Assumption is that manufacturers recommendations for operation were followed.
Question 16: Will the contractor need to provide mats for heavy machinery to protect landscaping when removing and installing chiller?
Answer 16: All landscaping will be returned to original condition before project is completed.
Question 17: Will any permits from local agencies be required for the work being provided?
Answer 17: Contractor is required to meet all permitting requirements of local, municipal, county, and state authorities. It is Contractor’s responsibility to ascertain and comply with any requirements.
Question 18: Will site utilities such as power, water, and restrooms be provided or will they need to be provided by the contractor?
Answer 18: Reasonable accommodation for power and water related to the installation of the new equipment can be supplied by ARS during the course of the project. Contractor is responsible for providing all restroom, drinking water, safety stations, Covid safety equipment (such as disinfectants) for their crews.
