Upgrades Physical Access Control System (ePACS) Charleston, SC Questions and Answers
1. Per the Upgrade ePACS Security System scope of work document, the ePACS at the ARS Charleston will be integrated to an existing Enterprise ePACS. The scope of work states the following: Page 6 of 35 - “USDA has a Lenel Enterprise access control system with a centralized head end infrastructure that is hosted at a USDA data center. The access control system installed at the USDA ARS U.S. Vegetable Laboratory in Charleston SC shall be integrated and communicate with the USDA enterprise server”. Page 14 of 35 – “The access control system must integrate with USDA’s Enterprise Access Control System (ePACS)”.
a.: Where is the existing Enterprise ePACS that will integrate to the Charleston ARS ePACS and what is the dongle number of the Enterprise system?
Answer: NITC Kansas City b.: Will the Charleston ePACS be its own Region within the USDA Enterprise system, with its own Regional Server, or will it integrate to an existing USDA Region?
Answer: USDA now only has one region. Charleston will have its own segment. The PC workstation required in this contract will suffice for this location. It will be integrated into an existing region.
c.: If the Charleston ePACS will integrate into an existing USDA ePACS Region, where is the Region located and what is the dongle number of the Regional system?
Answer: NITC Kansas City Dongle ID will be provided after contract award.
d.: If the Charleston ePACS will be its own region, does the existing USDA Enterprise system have an available Regional License for the Charleston ePACS and what Database Manager is used at the Enterprise Server?
Answer: See A and B above
2. If the Charleston ePACS is going to be a new Regional Server, who is responsible for the configuration and programming of the new region at the Enterprise Server? If the Charleston ePACS is going to connect to an existing Regional Server, who is responsible for the configuration and programming of the Charleston ePACS at the Regional Server?
Answer: HSPD12 Helpdesk will need to coordinate with installer/contractor.
Charleston will be a segment in an existing Region.
3. Who is responsible for providing the network connectivity, IT network port programming, and Enterprise network configuration for connectivity between the Charleston ePACS and the existing Enterprise ePACS?
Answer: CEC IOD or ARS NOC will program Charleston.
4. During the site visit, it was noted that there is an existing IDS at the Charleston ARS. The site representative indicated that there would be no IDS as part of this project. Per the scope of work, section 3.4, it indicates that there will be arming/disarming key-pads, motion sensors, glass-break detectors, magnetic contacts, etc. associated with an IDS system. However, the scope of work doesn’t provide any details about the configuration of an IDS system, sensor/device locations, zoning, arm/disarm locations, etc. Will there be any IDS associated with the new Charleston ePACS on this project? If so, please provide additional details of the configuration for the IDS. For clarification, we are not inquiring about intrusion alarms that are active 24-hours per day. Only alarm points that would be activated/deactivated via IDS arming/disarming devices (IDS sensors).
Answer: As stated at the site visit, there will be no IDS as a part of this project, the specs have been updated to remove.
5. During the site visit it was noted that there was existing CCTV at the Charleston ARS. Is there any CCTV as part of this project? If so, please provide additional details.
Answer: No CCTV.
6. Are there any Cybersecurity tasks associated with this project to include hardening, scans, policies/updates, etc.? If so, please provide details.
Answer: The win10 workstation procured as part of this contract can be on the USDA domain and applied USDA/ARS GPOs.
7. Is there an ATO associated with the existing USDA Enterprise system that the Charleston ePACS will integrate with? If so, please provide an approved list of software and hardware associated with the approved ATO that we can use for the Charleston ePACS configuration, so as to maintain the ATO system approval.
Answer: There is an existing Enterprise System that has an ATO that Charleston will integrate with. All Lenel hardware and software is approved and ACS peripheral devices (e.g. door strikes, door contacts, etc.) to provide a complete operational Lenel access control system.
8. We assume that the CAC and LincPass credentials are provided by others and we are only responsible for their enrollment in the ePACS system. Is this correct? Yes Approximately how many personnel will require enrollment into the new ePACS at Charleston?
Answer: Approximately sixty (60).
9. Is there a requirement for us to provide any HID Corporate 1000 card stock as part of this project? Is there a requirement to encode the HID Corporate 1000 card stock or are they pre-encoded?
Answer: Specs will be amended to include the following clarification to address non-PIV (non- Lincpass) card holders:
• The contractor shall provide and install one (1) registration, card issuance badging and system administration workstation capable of printing site badges as part of the access control system package. The final location shall be approved by the Contracting Officer’s Representative.
• The contractor shall provide one hundred (100) HID Corporate 1000 proximity/access cards for current, and future, site badges.
10. Is the new ePACS at Charleston required to be FICAM compliant for local PIV certificate authentication?
Answer: Yes, you will use your lincpass authentication certificate to access your segment.
11. During the site visit an existing door with Access Control was found that was not in the scope of work document. This door was located in area HH-2A between GH range A and GH range B. Will this door be added to the scope of work for this project?
Answer: Specs will be amended to include this door as well as several more for a grand total of 29 devices.
12. The ePACS scope of work (section 3.9) states the following “The contractor shall provide and install electronic strike mechanisms wherever possible in favor over magnetic locking devices.
Magnetic locks shall only be used when it is the only type of locking hardware that is compatible with a door set up (i.e. concrete filled jambs, solid glass doors, etc.)”. During the site visit the following details were noted on the existing double magnetic locking doors: (1) there were no Emergency Request to Exit devices on the interior of the magnetic locking doors which does not meet code compliance. (2) Existing magnetic locks are 600 lb. locks which are not sufficient for locking protection on perimeter doors. (3) The magnetic locking double doors do not have center mullions which does not allow them to be equipped with electric strikes. (4) It is our determination that in order to comply with the Government’s direction to eliminate the magnetic locking devices from these doors, new crash bars with surface mount vertical rods would need to be provided and installed on these doors. Does the Government desire this solution or to keep the magnetic locking devices on these doors?
Answer: Door strikes are normally preferred, but it is acceptable to employ magnetic locking devices as a part of this project on doors which already have existing magnetic locking devices. It will be part of this contract to supply hardware and make whatever modifications are necessary to bring these doors into compliance with applicable codes.
13. During the site visit it was noted that some of the doors were equipped with existing automatic door openers/operators. Some of these doors had the entry handicap paddles disabled and the exit handicap paddles were configured as exit buttons to unlock the magnetic lock and allow exit through the door. We could not determine what the operational condition of the existing openers or operators was. It appeared that the handicap operators had been disabled. What is our responsibility associated with the existing automatic openers/operators and paddle assemblies that have been disabled and/or reconfigured?
Answer: It is anticipated that the new ePACS system installed under this project will supply the necessary hardware (readers, sensors, buttons, etc.) to control access at these existing doorways per applicable codes. The Handicapped paddle activated door openers will be a stand alone, parallel system whose only function will be to physically open the door when activated and only after the necessary permissions have been granted by the new ePACS system.
14. During the site visit it was impossible to get a detailed analysis of the quality, integrity, and quantities of the existing cables and wires that are associated with the current security system panels and devices. There were multiple noted issues with the wiring, such as the handicap paddles wired for exit operations, many splices and/or junction terminations of multiple cables at the panel locations, etc. We were also told that there are no drawings on the existing system to determine the cabling and wiring configurations. Based on what we observed, we would recommend that the cable be completely reinstalled with new cable to the new ePACS panel locations and devices. This would ensure the cable is installed correctly and is of good quality and meets current specifications. Because of the noted issues and the difficulty in determining the condition of the existing cable, can the Government provide us the direction on how we should propose the cabling so as to be on equal bidding terms.
Answer: From the Specs… The contractor shall evaluate the following equipment to determine if they are compatible for use with the new Lenel security system and the standard Government issued PIV cards. If the following items are not compatible with the new Lenel system, they shall be replaced with appropriate devices that comply with the codes and standards listed in this document.
• Existing wires and cables
• Ioprox readers
• Mag Locks
• Badge printer
• Computer server with window 10 OS system
The project was formulated based on the assumption that the majority of the existing electrical and communications cabling is suitable for incorporation into the new work. If after evaluation (as mentioned in the Specs), it reveals otherwise, the awarded contractor will immediately notify the COR and CO propose a detailed solution complete with cost estimate.
15. Based on what we have determined to be the scope of work that will be required to perform this project correctly (provide & install new cable, reconfigure door hardware and operations, patch and repair removed panels/component locations, account for Government review times, etc.), we don’t think that the Period of Performance (PoP) in the RFP is realistic. We request that the Government allow a total of 180 days for the PoP on this project.
Answer: The POP should be sufficient considering the clarifications provided in this document.
16. Instead of using separate Biometric Readers in the Crossover doors, would be Government accept an alternate solution that would server the same purpose and allow personnel exit from the crossover area using the PIN/Keypad on the PIV Reader for exit from the crossover? This solution will save the cost of Biometric Card Readers and Biometric licenses.
Answer: The Government is open to an alternate solution that does not include biometric readers. KEYPADS CAN BE USED INSTEAD OF BIOMETRICS.
17. Are there any spare part requirements associated with this solicitation?

24. Clauses Factor 3 states quotes should be sufficiently detailed to demonstrate their reasonableness, this includes, but is not limited to, being broken out to show material & labor costs (both by quantity and unit price), overhead, G&A, etc. Please clarify what is included in the etc. category. For the Government to have comparable quotes, it will want all offerors to provide quotes with the same items broken out. In addition to material, labor, overhead and G&A what else should pricing include?
Answer: The Government is not going to provide line by line requirements for the breakdown, the contractor should be able to discern a reasonable level of detail to provide. You may want to consider breaking down materials further into software, different scanners/readers, workstations, etc. You could breakdown labor into labor categories such as project manager, technician, etc. Additional categories that could be broken out include, travel (this could be further broken down into airfare, hotel, per diem, etc.), taxes (if applicable). The discretion is left to the contractor as to the level of detail to provide in their breakdown.
25. Should travel and ODC’s be listed separately or rolled into Materials and Labor?
