Statement of Work:

Contractor shall furnish all labor, materials, and supplies to perform the following work for U. S. Department of Agriculture, Agricultural Research Service, Coastal Plains Soil, Water, and Plant Research Center (CPSWPRC), 2611 West Lucas Street, Florence, SC 29501.

All work shall be completed in accordance with all local, state, and federal codes and regulations. All work should meet the manufacturer’s requirements for polyethylene plastic pipes for the appropriate size and application. All work shall also meet the requirements of the ARS Facilities and Design Standards (P&P 242.1). All work shall be accomplished in a professional manner and in accordance with good workmanship and acceptable practice.

Contractor is responsible for inspecting the site and for determining the exact dimensions of the project.

Contractor shall obtain at own expense all permits, licenses, and inspections required by all local, state, and federal authorities. Contractor shall submit written specifications for all materials and supplies to be used and included in the Quote.

Contractor’s working hours shall be scheduled to coincide with the normal working hours (8am-5pm) at the site.

Should it be necessary to schedule working hours other than normal working hours, contractor shall arrange for access to the work area with the Location Monitor (LM) at the site at least three days prior to the need.

Contractor shall notify and schedule utility outages at least 24 hours in advance.

During work, contractor shall maintain a safe work area around the site of repair and clearly mark danger areas with cones and safety tape. All unused and demolition materials shall be removed from the site by the contractor and shall not be placed in the owner’s disposal areas. The contractor will be responsible for replacing at their cost any property damaged at the site during the construction process.

There are eight (8) specific parts of this project:

Part 1: Replace Windows in Building 1

Contractor shall provide all materials, labor, and equipment to replace 15 windows in Building 1 with energy efficient window units. The existing window dimensions are approximately 49-1/2” x 65-1/2”. The existing window is a fixed-over-project-out unit (see Picture 1). The proposed replacement window units shall match the style and finish of the existing windows. The new windows shall have a U-factor of ≤ 0.35, SHGC of ≤ 0.30 and Low-E.

Contractor shall minimize the impact to interior/exterior finishes and shall repair all impacted interior/exterior finishes to a fine finish to match existing. Contractor shall use a long-lasting sealant material around windows that provides a maintenance-free weatherproof seal of the building exterior.

Part 2: Replace Ceiling Tiles in Building 1

Contractor shall provide all materials, labor, and equipment to replace the ceiling tile in all common areas, conference room, lunchroom, hallway offices, main offices and printer room of Building 1 (see Picture 2a, 2b, 2c).

This area is approximately 5650 square feet. Ceiling tile shall be equivalent to Armstrong #1713 white, fine fissured, 24”x24” square lay-in tile warrantied against visible sag, mold and mildew. The contractor shall replace any damaged grid. The contractor shall ensure the new ceiling is completely covered with the existing insulation and replace any missing insulation with R19 Kraft faced or better.

Part 3: Repair the gravel field road

Contractor shall provide all materials, labor, and equipment to refurbish the gravel field road at the Research Center by grading, applying additional 2-3” of ¾” crusher run, and packing. The road shall be slightly crowned to eliminate any ponding of water and shaped such that mowing along the road is not impaired. The existing road consists of approximately 13 ft by 2140 ft of crusher run (see Picture 3).

Part 4: Restroom renovation in Building 2

Contractor shall provide all materials, labor and equipment to renovate the restroom located in Building 2. The restroom is approximately 5.5 feet by 8 feet. Contractor shall remove all plumbing fixtures (toilet and sink), shower partition, VCT tile flooring and ceiling (see Picture 4a, 4b, 4c). Contractor shall replace all plumbing fixtures with commercial duty low-flow fixtures. The new toilet shall be floor mounted, comfort height and white in color with a foot flush valve. The new sink shall be a wall mounted porcelain sink of similar dimensions as the existing sink. All faucets shall be a chrome single lever type with a lever length of at least 4 inches and a chrome finish. Exposed piping shall be polished chrome. Contractor shall provide and install a single mirror of the same width as the sink, a single-roll toilet paper dispenser, a non-touch towel dispenser and a towel hook.

Contractor shall install ceramic tile on all walls from floor to ceiling height throughout the room. The tiles shall be nominally 4” square with appropriate base and bullnose trim. Tile color samples shall be submitted to owner for selection prior to commencement of work.

Contractor shall provide and install a new commercial grade free-standing shower base and surround in the area of the existing shower (Picture 4d). The shower shall be approximately 36”x36”. Contractor shall provide a new shower valve and shower head. Contractor shall install a new 12”x 12” ceramic floor tile. Tile color samples shall be submitted to owner for selection prior to commencement of work.

The contractor shall provide new suspended ceiling consisting of ceiling tile, ceiling grid, and insulation at the height determined by the owner. The ceiling system shall have white 24”x24” sag, humidity, mold and mildew resistant (equivalent to Armstrong #932 white, fine fissured, 24”x24” square lay-in tile). Provide R19 kraft faced insulation above the ceiling. Insulation shall completely cover the tiles and lights.

Contractor shall provide new 2’x4’ LED drop-in lighting, minium 80 cfm exhaust fan, and 2 new switches (1-light, 1-fan in existing double gang box) with stainless steel cover plate.

Existing electrical outlet shall remain in same location, however, contractor shall replace existing outlet with a GFCI outlet and stainless steel cover plate.

Part 5: Replacement of 2 heat pumps in Building 1

Contractor shall provide all materials, labor, and equipment to replace a roof-mount heat pump for the Main Office area in Building 1 and a split heat pump for the hallway offices in Building 1. The new heat pumps shall be ENERGY STAR-qualified or FEMP-designated (R-410a refrigerant; 15 SEER/12.5 EER/8.2 HSPF minimum). The supply voltage shall be 208V. The new HVAC units shall be the same size and capacity as the exiting units and have a factory warranty of at least 1 year for parts and 5 years for the compressor. The contractor shall also provide new duct smoke detectors if required. The heat pumps shall be replaced with units requiring little modification of the existing duct system. The contractor shall provide new programmable thermostats (5+2 day) if the existing thermostats aren’t compatible with new units.

Existing electrical disconnects for both units shall be removed by the contractor. New electrical disconnects shall be provided and installed by the contractor. The contractor may use the existing electrical supply provided it is properly sized for the new unit. Contractor shall provide and install all wiring, conduit, disconnects and breakers in accordance with local, state, and national codes.

Heat Pump for Main Office Area:

The existing heat pump unit is a 2-ton roof-mounted Carrier model #50JZ-024-321TP (serial #4705G12279). The contractor may use the existing roof curb if it is compatible with the new unit. The contractor shall ensure the level installation of the new heat pump.

The new heat pump shall include a 2-stage electrical heat strip. Stage 1 shall be 3 KW, stage 2 shall be 4.5 KW.

Stage 2 shall be used only when heat pump is out of operation in normal temperature control mode. Stage 1 is for supplemental heat, stage 2 is for emergency heat.

Heat Pump for Hallway Office Area:

The existing 10-ton, 3 phase slit system heat pump unit is Carrier model #38ARQ012-501 (serial #3406G20161) condensing unit (Picture 5) and model #40RMQ012-B611HC (serial #3706U23639) air handler unit using R-22 refrigerant. The heat pump shall include a 2-stage electrical heat strip. Stage 1 shall be 9 KW, stage 2 shall be 15 KW. In normal temperature control mode, stage 2 is to be used only when heat pump is out of operation. Stage 1 is for supplemental heat, stage 2 is for emergency heat.

The existing unit has a refrigerant line run of about 100 feet, 15-20 feet of which is buried. The heat pump shall include electrical strip heat appropriately sized for the unit. New refrigerant lines shall be installed with proper insulation and the buried portion of the refrigerant lines shall be installed in Schedule 40 PVC pipe of appropriate size for the copper refrigerant lines and insulation. Conduit shall terminate above ground near the condenser unit concrete pad and within the metal chase mounted on the outside wall of Building 1. The liquid refrigerant line shall include a new solenoid valve to control liquid refrigerant flow.

Part 6: Replace 4 Door Awnings on Building 2 Contractor shall provide all materials, labor, and equipment to replace 4 metal awnings at the entry doors of Building 2 (Picture 6a). The new awnings shall be of the same width and depth as the existing awnings (4’x22’, 4’x21.5’, 4’x6’, 4’x10’). The new awnings shall be a prefabricated extruded aluminum alloy deck pan awning with integral gutter beams and gutter fascia. The awnings shall be designed to take water away from the building and prevent water infiltration into the brick veneer. The awnings shall be wall mounted. Overhead supports may be used if required. The use of the existing internal support structure is preferred by the owner (see Picture 6b and 6c).

The existing supports are built into the building so it would be preferable to use them if possible. If the existing supports cannot be used, the contractor shall remove the old support beams and fill the building penetration with mortar. All metal surfaces contacting brick veneer wall shall be coated with a bituminous paint or elastomeric coating. All wall plates, mounting brackets, and hanging rods shall be aluminum with a silver powder coat finish per ASTM D 3451. Awning color shall be a natural aluminum or silver.

Part 7: Replace lights in Building 4

Contractor shall provide all materials, labor, and equipment to replace all of the high pressure sodium (HPS) light fixtures in Building 4 with LED lighting fixtures (see Picture 7). The contractor shall demolish and properly dispose of the HPS fixtures and bulbs. The contractor shall use the existing wiring, switches and circuits for the new lighting.

The contractor shall install the new lighting in the same locations as the existing lighting to provide proper light in the various work areas except for the location changes shown in Figure 1. The new LED fixtures shall be commercial grade I-Beam solid top LED bay lights of at least 36,000 Lumens and color temperature of 4500-5500K. The new light fixtures shall have a minimum 5-year warranty and 80,000 to 100,000 hour rating. The contractor shall provide all mounting and installation components for the new lighting system. The contractor shall follow the manufacturer’s installation requirements.

Part 8: Paint Exterior doors of Buildings 1, 2, 3, 4, Mobile Offices and Chemical Shed

Contractor shall provide all materials, labor and equipment to repaint 24 exterior doors and frames of Buildings 1, 2, 3, 4, Mobile Offices and Chemical Shed (see Picture 6a). Contractor shall properly clean and abrade the exterior metal surfaces of the doors and frames. All surface rust shall be removed and primed with an appropriate primer compatible with the final coating. Contractor shall apply two (2) coats of an industrial paint coating equivalent to Sherman Williams DTM semi-gloss. The paint color shall be selected by the owner. There are 6 double door units (~88” wide) and 18 single door units (~36” wide). Four of the single door units are located on Mobile Office trailers.

Inspections and Completion:

1. Upon completion of the project, contractor shall ensure proper performance and shall demonstrate the required performance to the LM and/or other owner representatives.

2. Contractor shall remove all excess materials, debris, and equipment from the site.

3. Upon completion of all project requirements and inspections, the LM shall approve payment.

Site Visit:

Quoters are encouraged to visit the site and be escorted by a government representative to confirm locations, dimensions, and conditions of the project before a quote is submitted. The site visit shall be for the purpose of observing firsthand any conditions relevant to the completion of this project. No consideration will be given to claims based on lack of knowledge of existing conditions, except where contract documents make definite provisions for adjustment in cost or extension due to existing conditions not readily foreseeable.

A site visit has been scheduled for Wednesday May 12, 2021 at 10:00 a.m. Eastern. Participants will meet at:

Pre-registration to attend the site visit is required no later than Tuesday May 11, 2021 at 4:00 p.m. Eastern. Pre-register by email notification to Nicholas Langley at Nicholas.Langley@usda.gov. Provide names of personnel to be in attendance, each firm is limited to two individuals. Wearing of face masks and practicing of social distancing is required at the site visit

Utilization of Bio-Based Products:

As required by the Farm Security and Rural Investment Act of 2002 and the Energy Policy Act of 2005 (7 U.S.C.

8102(c) (3)), the Offeror certifies, by signing this offer, that bio-based products (within categories of products listed by the United States Department of Agriculture in 7 CFR part 3201, subpart B) to be used or delivered in the performance of the contract, other than bio-based products that are not purchased by the Offeror as a direct result of this contract, will comply with the applicable specifications or other contractual requirements.

The contractor shall utilize products and material based from bio-based materials as applicable, (e.g. bio-based greases; bio-based hydraulic fluids, bio-based absorbents), to the maximum extent possible without jeopardizing the intended end use of detracting from the overall quality delivered to the end user. All supplies and materials shall be of a type and quality that conform to the applicable Federal Specifications and Standards. All supplies and materials to be used in the performance of work described herein are subject to the approval of the Contracting Officer (CO). Products can be found at: https://www.biopreferred.gov

Recycling:

Contractor shall make best effort to recycle any construction debris created during the contract.

Safety:

The contractor will submit a Site-Specific Safety Plan (SSSP)/Accident Prevention Plan (APP) in industry recognizable format to the Contracting Officer within 14 days of contract award for Government review and approval. The plan shall be approved prior to beginning any construction activities.

Detailed Quote:

Contractor shall provide a detailed Quote, itemized by project, which includes all materials, labor, and equipment in order to fully and successfully complete the Statement of Work described in this document.

Contractor Responsibility:

1. Contractor will verify all dimensions and existing site conditions prior to beginning work.

2. Contractor shall keep work area clean on a daily basis and take measures to control debris while work is being performed.

3. Contractor is required to manage the project and consult with the Government prior to beginning all work phases and to work in a manner that minimizes the impact of the work on Government operations, research, and functions.

4. Contractor will provide daily reports of work performed to the Location Monitor.

5. Contractor shall remove and dispose of all construction related materials from all work areas on a daily basis and remove these waste materials from the site on a weekly basis.

6. All work must be performed in such a manner as to not adversely affect daily operations of the facility, its workers, and the onsite facility operations.

7. Contractor must have a superintendent on the job at all times when working on this project.

8. Contactor will provide their own restroom facility.

Material / Submittals:

The material for the entire work shall be as specified above. Submittals on all material, including shop drawings and specifications, used on this project shall be submitted to the Contracting Officer as noted in this document.

Installation Procedure:

Contractor will verify all dimensions and site conditions prior to beginning work. Contractor will schedule the work within working hours as listed below. Contractor is required to provide labor, specified material, equipment, and other tools required to perform the job fully and completely. No Government equipment will be available for use by the contractor. The contractor shall be responsible for protecting his work at all times and ensuring the safety https://www.biopreferred.gov/ of his crew and ARS employees. Upon completion of the project, the contractor shall remove from the premises all accumulated materials and rubbish caused by the project. Premises shall be left in a clean, orderly, and acceptable condition.

Damage to Property:

Any damage to the Government buildings, utilities, etc. caused as the result of the contractor’s activities shall be repaired or replaced to the satisfaction of the Government at contractor’s own expense.

Inspection and Acceptance:

A government representative shall inspect and approve the work performed on this project. The Contractor shall coordinate final inspection with the Location Monitor.

Project Schedule:

The completion of this project shall not exceed 90 days from date of notice to proceed. A request for time extension must be submitted to the Contracting Officer in writing. Each request must include specific and detailed reasons in support of the schedule alteration.

Work Hours:

Contractor work hours shall be Monday through Friday, eight (8) A.M. to five (5) P.M. with the exception of Government holidays.

Site Access During Covid-19 Recovery:

Contractor shall follow all Covid federal and local protocols at the site.
