About this file

This is a Request for Bid (RFB) document from the Iowa Department of Natural Resources (DNR) for the Loess Hills State Forest (LHSF) FY24 Wildfire Restoration Tree Clearing project. The solicitation seeks contractors to remove trees damaged by the Jones Creek Wildfire, which impacted over 2,400 acres of the state forest property on April 13, 2023. The project is divided into two tasks: Task 1 involves removing 249 acres of damaged trees, and Task 2 involves clearing 102 acres. Contractors can bid on either or both tasks, with each task to be awarded individually. The bid was released on 5/23/2024, opens on 5/25/2024, and closes on 6/14/2024 at 4:00 PM CDT. The primary contact is Philip Payton, who can be reached at philip.payton@dnr.iowa.gov or +1 515-361-0743.

The DNR manages nearly 12,000 acres of land, including 6,000 acres of deciduous forest, 1,000 acres of coniferous forest, 1,500 acres of prairie remnants, 1,000 acres of grasslands, and 2,500 acres of hay and cropland. The tree clearing project aims to restore and manage the wildfire-affected areas in accordance with the forest stewardship plan and improve safety by eliminating standing dead and dying trees. The solicitation does not specify set-asides, incumbent vendors, existing infrastructure, or specific budget ranges. The bid will be conducted using US Dollars, and payment terms follow Iowa Code § 8A.514, which allows the state 60 days to pay submitted invoices. Bidders are required to complete various sections including form of bid, terms and conditions, and payment terms, with the option to submit questions or exceptions through the provided channels.

Background:

This RFB is designed to provide Bidders with the information necessary for the preparation of competitive Bids.

The RFB process is for the DNR’s benefit and is intended to provide the DNR with competitive information to assist in the selection process. It is not intended to be comprehensive. Each Bidder is responsible for determining all factors necessary for submission of a comprehensive Bid.

Loess Hills State Forest is a working forest managed by the Iowa DNR. We are responsible for managing nearly 12,000 acres of land including approximately 6,000 acres of deciduous forest, 1,000 acres of coniferous forest, 1,500 acres of prairie remnants, 1,000 acres of grasslands and 2,500 of hay and cropland used to provide habitat for wildlife.

On April 13, 2023 a large wildfire broke out in our Preparation Canyon unit which impacted over 2,400 acres of Loess Hills State Forest property. The forested portions of this wildfire area received extensive damage from this event which has led to large scale tree mortality. We have inventoried the impacted forested resources in the wildfire area and have determined that the best course of action is to remove the above ground portions of the severely damaged trees that have no economic value. This will allow us to restore and manage these areas in accordance with our forest stewardship plan and increase safety for our users by eliminating standing dead and dying trees.

*Contractors are invited to bid on both tasks, but each task will be rewarded individually, and not as a whole.

This will not exclude the opportunity for one contractor to win both bids.

**All locations provided are subject to change, but total acreage should not. Project manager will communicate any location changes and provide maps if necessary.

It is advised to "Save Progress" often and especially after uploading documents.

NOTE: Anytime the Bidder opens their bid after the initial submission, they MUST certify and resubmit. No information will be lost from the initial submission.

NOTE: Bidder must approve and resubmit their bid after an amendment has been posted by the Issuing Officer. If the bid was submitted before the amendment, all information will be saved. The Bidder only needs to read and acknowledge the amendment.
