The bid due date IS NOT extended. Bids are due August 8, 2018 by 3:00 p.m.
No other changes are made to the terms and conditions of this solicitation.
BIDDERS MUST ACKNOWLEDGE THIS AMENDMENT BY SIGNING THIS SF-30 AND RETURNING IT WITH YOUR BID.

INSTRUCTIONS
Instructions for items other than those that are self-explanatory, are as follows:
Item 1 (Contract ID Code) . Insert the contract type identification code that appears in the title block of the contract being modified.
Item 3 (Effective date).
For a solicitation amendment, change order, or administrative change, the effective date shall be the issue date of the amendment, change order, or administrative change.
For a supplemental agreement, the effective date shall be the date agreed to by the contracting parties.
For a modification issued as an initial or confirming notice of termination for the convenience of the Government, the effective date and the modification number of the confirming notice shall be the same as the effective date and modification number of the initial notice.
For a modification converting a termination for default to a termination for the convenience of the Government, the effective date shall be the same as the effective date of the termination for default.
For a modification confirming the contracting officer's determination of the amount due in settlement of a contract termination, the effec-tive date shall be the same as the effective date of the initial decision.
Item 6 (Issued By). Insert the name and address of the issuing office. If applicable, insert the appropriate issuing office code in the code block.
Item 8 (Name and Address of Contractor). For modifications to a contract or order, enter the contractor's name, address, and code as shown in the original contract or order, unless changed by this or a previous modification.
Item 12 (Accounting and Appropriation Data).
When appropriate, indicate the impact of the modification on each affected accounting classification by inserting one of the following entries:

Item 14 (Description of Amendment/Modification).
Organize amendments or modifications under the appropriate Uniform Contract Format (UCF) section headings from the applicable solicitation or contract. The UCF table of contents, however, shall not be set forth in this document.

Visit Project Site
This meeting is the site visit for Invitation for Bid (IFB) No. 1232SD18B0010 for the Replacement of the existing HVAC systems for Micro-Biology Lab Building 24 in Bushland, TX. All work to be performed at the USDA, ARS, PA, Conservation & Production Research laboratory (CPRL), 2300 Experiment Station Rd., Bushland, TX 79012. No oral remarks or explanations made here today will alter or otherwise qualify the written provisions of the IFB as it now exists. The minutes will be issued as soon as possible, covering the elements known now and those which may be discovered today.
Only a written amendment will officially change or clarify the written provisions of the solicitation package. There has been one amendment issued to date. It is not anticipated that an extension to the bid due date will be issued.

2. Proposal Requirements:
Quoter is reminded of several important items in preparing bids.
1) You must sign the SF-1442 form and sign SF-30 all amendments to the solicitation. There is one amendment to date.
2) You must complete and sign Sections A, the Schedule Form Blocks 14-20c, Section B.3 Schedule of Items, B.4
DUNS Number.
3) A Bid Guarantee is required in the amount of 20% of the total bid price.
4) In the event the successful quote exceeds $35,000, Payment and Performance Bonds (in the amount of 100%) are required on this contract within ten (10) days after award. Forms are included in the solicitation as Attachment III.
5) The Davis Bacon Act applies to the contract. They are included as Attachment II to the solicitation.
6) No exemption is granted for state or local taxes. You should include this expense as part of your quoted price.
7) Bids must be returned in a sealed envelope with the following information on the outside of the envelope:
Solicitation Number, Bid Opening Date, and Bid Opening Time on the outside of sealed envelope.
8) Your bid is to be mailed to USDA, ARS, WBSC, Michael Douglas, Contract Specialist, 1001 Holleman Drive
East, College Station, Texas 77840. Bids must be received no later than 3:00 p.m. August 8, 2018 as set forth in Item 13a of Part I - THE SCHEDULE (SF-1442).
9) There are no liquidated damages on this contract.
10) There will be no retainage withheld unless there has been no performance.
Contractor MUST be registered in the System for Award Management (SAM) prior to the submission of their bid. You can register online at www.sam.gov.
3. Utilities:
A reasonable amount of water and electricity, will be provided to the contractor by the Government at no cost.
The contractor will be expected to maintain their own work site trailer and/or telephone. Use of restroom facilities by contractor's employees, parking areas, storage areas, etc. will need to be discussed today with representatives from the location.
4. Technical Overview of the Project:
The representatives from the location will provide an overview of the technical aspects of the project.
Mr. Lloyd Banghart will now show all prospective bidders around the proposed jobsite and briefly explain the Governments objective.
