SOLICITATION NO. 12305B190001

AMENDMENT NO. 02

SF-30 ATTACHMENT

Amendment No. 02 is issued to provide:

1) Responses to the following questions:

Question 1: Is it intended that additional devices will be expanded off of the existing fire alarm system conduit network? Or, is it expected that the contractor will overlay a complete new conduit and wire network for the new fire alarm system?

ANSWER: All work will be new. All old components will be replaced or become obsolete.

Question 2: Is the existing fire alarm conduit and box system able to be utilized where applicable? If so, is it acceptable to reuse the existing wiring where applicable?

ANSWER: Yes, the existing conduit can be re-used where applicable if room is available.

Question 3: Would it be acceptable to provide a "Fire Watch" for working/occupied times during the transition from the existing fire alarm system to the new fire alarm system? Decommissioning and demolition of the existing system first may aid in a more efficient new system build.

ANSWER: New system must be installed, tested and fully functioning prior to demolition of the existing system.

Question 4: On page 2 of the Solicitation the bid time is listed as 10:00 A.M. EST while the IFB Cover Letter has 1:00 P.M. EST as the bid time. Which is correct?

ANSWER: The IFB cover letter has been corrected to agree with the Solicitation and now reads 10:00 A.M. (EST) on April 22, 2019. However, See Item No. 3 on page 2 of this amendment.

Question 5: Also the response date is gone from the fbo.gov entry for the project. Does this mean it has been cancelled?

ANSWER: No. This is still an active Procurement. See response to Question 4 above.

Question 6: There is conflicting information on the ESTIMATED COSTS on the FBO Presolicitation Notice vs. what appears on the Solicitation. Which is correct?

ANSWER: The Solicitation page 1, has been revised to $500,000 to $1,000,000 and now agrees with the FBO Presolicitation Notice.

Question 7: There is conflicting information on the Work Hours in the Solicitation vs. the Specifications. The solicitation on page 35 states 7:00 a.m. to 5:00 p.m. and the Specifications, Page 011000-5, item 1.12 states 8:00 a.m. to 4:30 p.m.

ANSWER: The Location Hours are revised to 7:30 a.m. to 4:30 p.m. in all documents associated with this procurement.

Question 8: The Specifications Section 1.3 identify Joe Howell as the Location POC. Is this Correct?

ANSWER: No, Adam Grove is the Location POC. He can be reached by email at: Adam.grove@ars.usda.gov.

Question 9: My only concerns, after attending the job walk, were; a) Actual bid date and time;

b) Project bid range; c) The existing spare raceways shown between buildings to be utilized for the new “network communication cables” were not seen during the pre-bid job walk. Are these conduits definitely there? They would be necessary to have the new system up and operational before removing the old system.

ANSWER: a) See Response to Question 4; b) See Response to Question 6; and
c) Yes, the existing conduit is in place between the buildings.

Question 10: I am expecting the questions to be answered as you stated in the amendment. I am concerned about getting you the form by Friday at 1 if the questions come out late and I don’t have enough time to FedEx you the amendment filled out and signed. Can I email you the form or do you have to have the original signed. Or if no change will be made to my proposal do I need to still send in

ANSWER: You may fax a copy of the amendment(s) to 215-233-6434 at least 1 hour before the bid opening time so that the documents are consolidated at time of bid opening. However, you must also mail the Amendment with your original signature to me as well.

2) Provide the list of attendees at the Site Visit. See Attachment #A.

3) The due date for offers has been changed to Monday April 29, 2019 at 2:00 p.m. (EST).

Contractors are required to provide a copy of the signed Amendment(s) with their offer. All other information remains the same.
