Statement of Work/Specifications
USDA Forest Service White Mountain National Forest Headquarters
71 White Mountain Drive Campton, NH 03223
REV 9 FEB 2018
The purpose of this solicitation is to provide full range of janitorial services and related work for the USDA Forest Service, White Mountain National Forest (WMNF) new headquarters, located at 71 White Mountain Drive, Campton, NH 03223.
THE CONTRACTOR WILL COMMENCE JANITORIAL SERVICES ON OR BEFORE 15 DAYS AFTER NOTICE TO PROCEED FOR THE
BASE YEAR WORK.
The WMNF Headquarters is designed for efficient operations and to provide effective public service. The WMNF Headquarters is built using construction techniques to reduce the carbon footprint, increase sustainability, and achieve a minimum Leadership in Environmental and Energy Design, (LEED) rating of Silver. The headquarters is designed to have more than a 60 percent energy savings through the co-location of three former offices, the physical orientation of the building, and by utilizing sustainable and efficient products such as efficient windows and building materials. The building will take advantage of natural and controlled lighting, utilize composting technology to reduce water usage and wastewater generation, recycle grey water, and minimize site runoff, along with numerous other “green” technologies to save considerable energy. With the heating, cooling, and power requirements reduced by 60 percent, the design further reduces the energy needs by heating the entire complex with wood pellets at one-third the annual cost for fuel compared to heating with oil or propane. In addition, a combined heat and power generating system will use innovative technology of biomass gasification for power and heat. This system will significantly reduce carbon emissions through the gasification process. Additional goals in achieving sustainability are a robust recycling program and initiating steps towards a zero waste facility.
Janitorial services and related work are required for the approximately 24,000 square feet of finished space with an approximate occupancy of 100 – 150 employees, and the 2300 square foot heated warehouse in compliance with the terms, specifications clauses, and provisions. This includes furnishing all labor, equipment, supervision, transportation, and incidentals, except those supplies listed as Government furnished property (GFP) to maintain the premises known as the White Mountain National Forest Headquarters, located at 71 White Mountain Drive, Campton, NH 03223, and the exterior entrance areas of the main building in a clean and acceptable condition.
The main building houses an attached Visitor Information Service (VIS). The VIS will be the first information contact station for those visitors traveling up to the Forest via Route 93, the major artery into the WMNF. Over 5 million people visit the WMNF annually and vast majorities use this Route 93 corridor to gain access to the Forest. Visitor Information Services are provided for the public seven days a week excluding designated holidays. Visitor Information Services provides for a large volume of public visits from the New England states as well as international visitors. Projected counts to the VIS range from approximately 500 visitors each day to 1000 visitors each day during the “peak season” of June 1 – September 30th, the daily average may rise.

The space consists of exposed open truss system of wood beams with rods stretched between to reinforce the structure. The beams and rods are 11 feet off the ground. The space is equipped with track lighting throughout and four small windows located high on the wall (starting at 7’ off the floor). A 22’ long planter is located 9’ off floor at a balcony level which will be visible to the visitor. Other structural features include a window on the west wall (near the main entrance) that starts 3’ from the floor and extends 3’, and a single doorway on the south wall providing access to the interpretive garden and trails.
