BIG FOUR BOARDWALK

PRE-SOLICITATION MEETING NOTES

Solicitation No. 1205M619R0001

NOVEMBER 6, 2018

DARRINGTON RANGER DISTRICT

MT. BAKER-SNOQUALMIE NATIONAL FOREST

The Forest Service wants to say thanks again to all contractors and suppliers that were able to attend the pre-solicitation meeting. For those that were not able to attend, and are still interested in the project, we encourage you to go look at the site on your own. Please keep in mind that the county will close the Mtn. Loop Hwy after the first significant snow fall which occurred in early December last year.

These notes are a summary of some of the questions and discussion items that were raised during the site visit. If contractors have any other questions or comments, please email Luke Silvis at lucas.silvis@usda.go, or Brian Johnson at brian.johnson3@usda.gov.

• Drawings and Design: The drawings provided in the Special Notice available on www.fbo.gov and during the site visit are not the final drawings and should not be used for proposal preparation. The drawings were provided to better illustrate to contractors the lines and grades of the proposed boardwalk and the possible construction materials. We are open to entertaining alternative design concepts and materials given that fit within the parameters of the project.

• Contract Timing and Restrictions: The in-water work window for this project as set by Washington State Fish and Wildlife is July 15th through August 15th annually. We are consulting on this to see if we will be granted an extension. Construction for the boardwalk that does not require being in the water may be completed after the in-water work window. Work hours will be limited to 2 hours after sunrise to 2 hours before sunset for any work activities that generate noise above ambient levels; these details will be provided in the formal solicitation.

• Contract Advertisement: It is anticipated that this contract will be advertised early April with an expected award date no later than May 1st. This will allow ample lead time for ordering materials before the start of the in-water work window.

• Contract Performance Period: 120 days is the planned time allowed for this contract. This covers the time from July 1st – September 30th. The allotted contract performance period may change between now and contract advertisement. If an extension to the in-water work window is not granted, two seasons may be necessary to complete the work.

• Equipment: Motorized equipment on tracks and wheels will have to operate from the existing boardwalk, the new boardwalk, or other temporary structures as approved by the Forest Service. Equipment will not be allowed to operate on any portion of the wetland. Due to mailto:lucas.silvis@usda.go mailto:brian.johnson3@usda.gov http://www.fbo.gov/ unknown conditions of the existing boardwalk substructure, the recommended maximum weight per any single span of the boardwalk is 5000 pounds.

• Erosion Control: Erosion control will be required in an effort to isolate the work zone to prevent wide spread turbid water. The minimum acceptable erosion control measures will be clearly shown on the final contract drawings. The awardee of the contract may propose alternate measures after contract award.

• Staging Area: The Big Four Parking Lot will be made available for staging and camping. We will likely maintain a few parking spaces to allow the public to visit the picnic area.

• Trail Closures: The trail will be closed to the public and the contractor will have to maintain closure/signage at both ends. The trail between the Big Four Parking Lot and the Ice Caves Parking Lot shall remain open to public use. Contractors may use the 0.25 mile trail from the Ice Caves Parking Lot to access the far side of the boardwalk, but will not be permitted to close the trail.

• Project Phasing: There is a possibility that we will not be able to complete the full boardwalk replacement during this phase.

• Existing Boardwalk: The existing boardwalk is 6 ft wide and 760 ft long. All of the existing boardwalk infrastructure is to be removed and hauled off National Forest Lands. There are two layers of boardwalk from Station 1+46 to 5+50. From Stations 0+00 to 1+46 and 5+50 to 7+60 is just a single layer of boardwalk set on concrete mud sills. All of the boardwalk materials need to be removed.

• Paved Path: There is an existing 3 ft wide paved path from Station 0+00 to 4+40 directly underneath the boardwalk. We want to remove all of this path to the extent possible. The sidewalk materials will need to be hauled and disposed of off National Forest Lands.

• Handouts Provided at Meeting: There were three handouts made available at the meeting which included:

- A copy of the draft drawings that were posted on www.fbo.gov.

- Typical construction details for the top layer of boardwalk along with old photos showing the paved path and underlying layer of boardwalk will be added to the FBO notice.

- Information on the soils investigation and helical test piles will be added to FBO notice.
