Below are questions that have been received for this project and the responses that were provided. If contractors have any other questions or comments, please email Luke Silvis at lucas.silvis@usda.gov, or Brian Johnson at brian.johnson3@usda.gov.
• Question – Is the site accessible or is it still snowed in?
Answer - The site is snow free however the county is still maintaining the gated closure on the Mtn. Loop Hwy 2 miles prior to the site. Prospective bidders can walk or ride bicycles on the closed highway to access the site. The county anticipates opening the highway in 1-2 weeks although this depends on how much cleanup they have to do.
• Question – How does the Two-phase design build proposal process work?
Answer – Section M of the RFP contains the information about how the proposals will be evaluated. Phase 1 has two main evaluation factors 1) Technical Competence; 2) Past Performance. In order to meet the requirements for Phase 1, bidders must identify all key participating members of the design-build team and present a very basic design concept.
Phase 2 has four main evaluation factors 1) Preliminary Design; 2) Design and Construction Schedule; 3) Use of Biobased Products; 4) Price. Phase 2 documents received during the Phase 1 evaluation will not receive consideration.
• Question – What is the response date for Phase 1?
Answer – Phase 1 is due May 8th at 1400 hours (Pacific). Although check in regularly on FBO just in case this is adjusted for some reason.
• Question – Does the boardwalk have to be designed for H5 loading?
Answer – The Forest Service is not requiring the boardwalk to be designed for the H5 live loading. The boardwalk does need to be designed for the live loads outlined in Section C.6 and the drawings as well as any anticipated construction loads necessary.

• Question – I’m hoping you can help me find the engineer’s estimate?
Answer – It’s on page 139 of the solicitation.
• Question – We are a supplier and will only complete the RFP for the design phase portion of the project.
Answer – This project is structured as a Two-Phase Design-Build construction contract. The design portion is only a part of the overall construction effort, so if you do not team up with a construction contractor you will have a very difficult time meeting the requirements of Section M --- Evaluation Factors for Award. The builder-designer must work as an integrated team in order to put the Phase I & Phase II proposals together. This is detailed in the RFP and non-compliance with what we’re requiring will cause your proposal to be non-compliant with the RFP requirements. It is your company’s decision, but I suggest working closely with a prime contractor since the designer/supplier will be operating as a subcontractor. In FBO under the “Interested Vendors” tab there is a mix of 29 entities that are interested---in some form or another---in this project.
