SECTION C--DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK
C.1 DESCRIPTION/STATEMENT OF WORK
Falls View campground has undergone a sanitation timber sale to address the removal of diseased trees affected by laminated root rot within an approximately 22 acre recreation site. The resulting timber harvest activities have produced numerous piles of non-merchantable woody debris (slash). This solicitation and any resulting contract is for the removal of the slash piles.
C.2 PROJECT LOCATIONS
Location: UNIT - Hood Canal Ranger District / Quilcene. STATE - Washington. COUNTY - Jefferson.
LEGAL - T27N, R2W, Sec 33 and 34. Located within Falls View Campground along Highway 101 approximately 3 miles south of Quilcene, WA.
C.3 SPECIFIC WORK REQUIREMENT
Service requested is the overall removal of the piled slash and concentrated fuel bed with associated rollout from piling that occupies both the south and north loops of the Falls View campground. There are approximately 18 piles of woody slash that are comprised of limb wood, boles, top wood, and various pieces of non-merchantable woody debris and cull. Wood residue within the piles is varying in species, composition, diameter, length, and integrity. Removal of woody slash piles from Forest Service
Administered site may be accomplished through the most economical and efficient means possible which may include;
Removal of piled material in whole;
Mechanically reducing piled woody debris and removing from site;
Mechanical reduction may be accomplished by cutting, splitting, grinding, chipping, mulching, or any other such type of mastication;
Mechanical reduction may be enacted on-site provided that equipment utilized causes no additional site damages to such things as hardened road surfaces or infrastructure and utilities present;
On-site processing debris would also need to be removed from project area in conjunction with the parent material.
Operations shall avoid excessive soil displacement, ditching, rutting, berm creation, or compaction. Excessive is generally characterized as creating cavities 12 inches or greater in the soil profile.
All equipment shall arrive to site clean and weed-free (subject to inspection).
Campground has been recently planted with tree seedlings. There are pin flags marking all planted areas
EXCEPT for the narrow strip between the highway and the road on the northeast edge of the campground (green polygon on planting update map). Red and white polka dot flagging marks the perimeter of plantings in areas near the slash piles. There are some plantings along the road that are not marked with pin flags, but there is polka dot flagging to show where these areas are. There are also a couple of areas we planted that were not marked on the original map, but are clearly marked on the ground with polka dot flagging and pin flags. These additional areas are shown on the planting update map.
No equipment operation (including parking vehicles) where perimeter is marked with red and white polka dot flagging, and/or where there are pin flags.
