The following are the Government’s answers to questions submitted for solicitation 1204R419Q0038.

Question 1: In regards to Page 12 of 28 / Task 3 Table 1 (Target Value Ranges for Subbase & Base Gradation) our Crushed aggregate is too clean, and even with our “Blend Calculator”, blending different types of crushed rock together we still cannot meet the No.200 Sieve. The only way we can meet that No. 200 Sieve is to blend Crushed rock with Dirt. That just doesn’t seen correct. We do produce an ODOT ¾”-0” & 1½”-0” and I would like to respectfully request acceptance of our ODOT ¾”-0” or our 1½”-0”, to be used on this project, to replace the current aggregate specification in Task 3 Table 1.

Answer 1: As allowed in solicitation provision 52.212-1(III) (b), the quoter may present a quote for an alternative commercial item, terms, and/or conditions. In this circumstance, the quoter may submit a quote for one or both of the ODOT specified rock. Please remember to provide the specifications that would replace the current aggregate specification under Task 3 Table 1.

Question 2: Does the standard USFS spec for this aggregate apply? I attached it for reference, see pages 496-498.

Trying to clarify percent of fractured faces and then if the percent passing the no. 200 (75 µm) sieve can be lowered if the Plasticity index (PI) is greater than 0 – per footnote on table 703-3

Answer 2: The engineer has replaced the language in PWS 3.2.2 with the following, which should provide an answer for question 2.

3.2.2 Task 3: Surface course aggregate: Deliver the following after COR inspection acceptance of tasks 1 and 2:

• Build aggregate stockpiles in layers not to exceed 36 inches in thickness and maximum height of 15 feet. Make the side slopes of each layer no flatter than 1V:1.5H. Spread aggregates with trucks or other approved pneumatic-tire equipment. Complete each layer before depositing aggregates on the next layer. Do not allow aggregates from the layer being built to run down over lower layers. Do not drop aggregates from a bucket or spout in one location to form a cone-shaped pile. Do not push aggregates into piles. Make the stockpiles neat and regular in shape.

o Use plank runways or other suitable methods to avoid tracking dirt or other foreign matter onto the stockpiled material when operating trucks on stockpiles.

o Space stockpiles far enough apart or install partitions to prevent the mixing of aggregate gradations

• 1 ½ inch minus- 1,600 cubic yards Grading Designation F. see Task 3 Table 1

• Furnish hard, durable particles or fragments of crushed stone, crushed slag, or crushed gravel conforming the following:

(1) Gradation Table 1

(2) Liquid limit, AASHTO T 89 35 max.

(3) Plastic Index, AASHTO T 90

a) If the percent passing the No. 200 sieve is less than 12% 2 to 9

b) If the percent passing the No. 200 sieve is greater than 12% Less than 2

(4) Los Angeles abrasion, AASHTO T 96 40% max.

(5) Sodium sulfate soundness loss (5 cycles), 12% max.

AASHTO T 104

(6) Durability index (coarse), AASHTO T 210 35 min.

(7) Durability index (fine), AASHTO T 210 35 min.

(8) Fractured faces, ASTM D 5821 75% min.

(9) Free from organic matter and lumps or balls of clay

Do not use material that breaks up when alternately frozen and thawed or wetted and dried.

Do not furnish material that contains asbestos fibers.

Obtain the aggregate gradation by crushing, screening, and blending processes as necessary. Fine aggregate, material passing the No. 4 sieve, shall consist of natural or crushed sand and fine mineral particles.
