N. Fk. Blackfoot Trail Bridges

Solicitation Number 12034318R0022

Questions and Answers from Pre-Bid tour on Tuesday, June 26, 2018

1. Outfitter Trailhead Site

Q1.) Can the trailhead be closed during construction?

A1.) The contractor will only be allowed to close the trailhead the days of helicopter operations. All other activities must accommodate outfitter and guide use.

Q2.) What facilities will the contractor be allowed to use at the trailhead?

A2.) The contractor will be provided a designated staging area at the trailhead to facilitate construction and staging of materials. The area will be approved by the Contracting Officer based on contractor’s proposal for construction. The contractor will also be allowed to hold stock at the Forest Service corrals as long as this is coordinated with District.

Q3.) The plans and specification all state the FP-03 will be the standard specification but the statement of work says

FP-14, what are the standard specifications for this project?

A3.) The statement of work is incorrect. The Standard Specifications for this Project are FP-03.

Q4.) Can a list of permitted outfitter and guides for the trail be provided?

A4.) Yes (See Attachment – List of Outfitter and Guides).

Q5.) Can a copy of the Wilderness Rules be provided?

2. Smokes Cabin Bridge Site

Q6.) Can pictures be provided that would show what low stream flows?

A6.) Yes (See Attachment – Smokes Cabin looking upstream and N. Fk. Cabin looking upstream)

Q7.) Can riprap be obtained from the stream channel?

A7.) No, riprap must be gathered outside the stream above the high water elevation.

Q8.) If the helicopter is only used for a short period of time and is shut down due to weather, can an additional day be used?

A8.) No, the contractor will only be allowed two days each year regardless of how much time is used on those days.

Q9.) What is the maximum distance away from the bridge that burn bays will be located?

A9.) The supplemental specifications state that burn pile locations will be approved by the CO. These piles will be within

500 feet of the bridge site.

Q10.) Can materials be staged outside of the Wilderness boundary?

A10.) No, the only staging of materials will be the trailhead and the bridge sites.

Q11.) Will radio communication be provided by the Forest Service?

A11.) The contractor will be required to come up with a communication plan but the Forest Service will check out a radio to the contractor upon request.

Q12.) Can non-motorized wheel tools/bikes/carts be use on the trail?

A12.) No, only the (4) wheeled carts identified in the MRDG will be allowed for use at the bridge sites.

3. N. Fk. Cabin Bridge Site

Q13.) Can the contractor use the Forest Service facilities (ie corals, cabin)?

A12.) No

Q14.) Where will the burn bay locations be located for the N. Fk. Cabin Bridge?

A13.) The contractor shall salvage as much untreated timber as possible for Forest Service to use as firewood. The salvaged material shall be placed in approved location within 100’ of cabin. All other material shall be piled within

500 feet of the bridge.

Q15.) Can the contractor hold stock on site?

A14.) The resource protection measure state that no long term holding of stock will be allowed within the project. Long term storage is defined as no more than one night.

Q16.) Can most recent bridge inspection for existing bridges be provided?

A15.) Yes (See Attachments – Inspection Trail 32 MP 3.5 and Inspection Trail 32 MP 6.8).
