Amendment 0001 – Questions and Answers from August 20, 2018 through August 23, 2018
Q1.) Is university or nonprofit organization can be a subcontractor to the vendor?
A1.) You will need to refer to page 27, #20, FAR 2.219-14 Limitation on Subcontracting and review the FAR clause.
Q2.) If subcontractors are hired to perform the services, is any specific percentage of work allocation requirement is required by the vendor?
A2.) At least 50 percent of the cost of contract performance incurred for personnel shall be expended from employees of the concern. This need to be demonstrated by the concern.
Q3.) On page 4, there is a reference to “collection and distribution of remotely sensed imagery”. We do not have an aircraft and sensor of our own (other than a small drone), but have facilitated imagery collection in the past through subcontracts. Is your expectation that these teaming arrangements be in place for our proposal? We believe that it’s not in the government’s best interest to do so, because pre-defined teaming would not allow us to shop for the best value at the time of the request. Your advise would be appreciated.
A3.) It is not expected that these relationships be in place, or that the contractor have the ability to collect data on their own. This is only meant to provide the basis and flexibility of using the contract to arrange for the collection of data when needed.
Q4.) On page 6, services related to the "design, development, and maintenance of web-based applications, databases, and mobile-applications” are defined as contractor-furnished critical items. The geospatial analyst and technician labor categories, however, would not have these skill sets. Indeed, web development and database administration are two different professions themselves. We have these skills on our staff in Salt Lake City, so we would need to draw from that staff and not at the Missoula-based analysts or technician. Was the expectation that all of the required critical items and services be able to be accomplished within the analyst labor rate, or that the competing firms would simply have the capacity to do or subcontract for the work? We are hoping for the later, because if we would need to cover the web and database work under the analyst labor rate, it would require us to increase the analyst rate to cover all possible web development tasks.
A4.) Please delete this section in the solicitation and replace with a revised page 6 (see following page).
Q5.) On page 36, item number 10 has a parenthetical question “(Who will directly be involved in this contract?)”. Is this a question that we should answer? It kind of looks like an editorial comment, but can’t be sure.
A5.) Yes, you as the contractor need to respond to whom in your company will be working on the project and this can be incorporated into the evaluation factors found on the following page.
