Contractor Requests for Clarification Solicitation No. 1202SA22B9201

National CWN Helicopter Services

Is it required to physically mail in the Business proposal and 3 USB drives? Or is it acceptable to email (only) the package as described in the first page of the Notice to Offeror?

We missed editing Section E.2 from the 2019 solicitation when updating for the current solicitation. The instructions on the cover page (to E-mail your complete package) are applicable here. As such, no thumb drives or mailed in proposals are required.

In Section E.6 it asks for Past Performance Information for 2016, 2017 and 2018. Can we revise the document to reflect 2019-2021?

This is another section we missed editing. Please only submit information for 2019 to 2021

Is it advisable to submit Load Calcs for both Tier 1 and Tier 2 performance? Or is this reflective of Type 1 and Type 2 (medium) helicopters?

The Tier 1 and 2 designations correspond to what we define as a Type I or II Helicopter. We would only be expecting one load calculation to be submitted for each helicopter offered.

The pricing sheet has a section for Project Flight Rate. It states that this will not be used in the evaluation of reward. However, it would be ideal to have a number that satisfies the USFS expectations. Is this number typically reflective of the exhibit 12 flight rates?

The Project Flight Rate is typically utilized in situations of very short duration. Examples of some projects could be placement of a repeater on a mountain-top; or placement of bridge materials on a hiking trail. The Daily Availability Rate would not be paid when using the Project Rate. As such, we would expect the Project Rate to be higher than the rates called out on the Hourly Flight Rate Chart.

Is there a specific explanation of required paint schemes outside of what is mentioned in the solicitation?

Discussion of paint schemes (for main rotor blades) is covered under Exhibit 6 of the solicitation.

Is there an estimated time of another CWN contract being offered or is this the only opportunity for the 2022/2023/2024 seasons?

This is most likely the “last” solicitation to be offered to establish Basic Ordering Agreements (BOA’s) for CWN requirements. At some point this year, the Forest Service will be issuing a Multiple Award Task Order Contract (MATOC) solicitation to establish Indefinite Delivery Indefinite Quantity (IDIQ) type contracts.

FAA approved wire cutters are available for the H225, but are more than 1 year on backorder from Airbus. Is there a way to account for the future install of this item?

For agreements awarded from this solicitation, a H225 helicopter would only be utilized in a Restricted environment to perform water-dropping missions. We presently do not require that wire-cutters be installed to perform that mission.

Is this contract contemplated as being Firm Fixed Priced with Cost-Type components; or is intended to be a Cost-Type/Time & Materials contract?

The resulting awards from this solicitation will be “agreements”, not contracts. When a task order is subsequently issued to perform work, it would be on a Fixed Unit Price basis.

During mob and demob, is the flight crew rate of $500 per member fixed, or can this value be negotiated?

The $500 per member is a fixed value. It is not negotiable.

Through coordination with the CO, would we be allowed to flow through any charges for Federal Excise Taxes (Aviation Taxes) that we could potentially incur as a result of operations under the contract?

If you believe that Federal Excise Taxes (FET) would be chargeable for the mission to be performed, you must account for that in the overall pricing (essentially your Daily Availability Rate) that you propose. We will not accept FET charges being segmented out for payment purposes.

On the front page of the solicitation package, the solicitation is referenced as being 1202SA22B9201. However, subsequent pages list the solicitation number as 12024B19R9000.

What is the correct solicitation number?

The correct solicitation number is 1202SA22B9201.
