The Contractor shall perform all work in a safe and conscientious manner.

B. Description of the Work This work consists of engineering design, fabrication, and delivery for trail bridges over Falls Creek and Lower Ingram Creek on the Iditarod National Historic Trail, located on the Kenai Peninsula in Alaska’s South Central region. These specifications are for design of a fully engineered clear span bridge and shall be regarded as minimum standards for design and construction. Work includes superstructure and substructure design. Fabrication of the substructure and installation of the bridge is not included in this contract.

1. Falls Creek: Estimated length is 105 feet and clear width is 5 feet.

2. Lower Ingram Creek: Estimated length is 75 feet and clear width is 5 feet.

The bridges will be pre-fabricated weathering steel pony trusses with treated timber deck.

This Contract includes all required design, trusses, lumber, hardware, backwalls, rail systems, curbs, decking, and wearing surface.

C. Location. Deliver both bridge packages to the Chugach National Forest locations shown below.

Submit drawings, specifications, and supporting calculations electronically in pdf format; the final submittal will include one (1) paper set of all documents in three-ring binder(s). If drawings are returned for revision, correct and resubmit for acceptance. The CO may request additional specific drawings for unique situations in order to clarify layout, construction details, or methodology. If drawings must be resubmitted, the time for acceptance starts over. During fabrication, obtain written approval before changing or deviating from the accepted drawings.

C. Design Drawings, Specifications, and Calculations. In addition to Sections 903.01 and 964.00.04 from the Standard Specifications for Construction of Trails and Trail Bridges on Forest Service Projects, conform to the following:

Prepare drawings as necessary to construct the work. Drawings include, but are not limited to, plan, elevation, and section views of the bridge superstructure, dimensions of all components, connection details, fabrication details for manufactured items and assemblies, and general and specific notes regarding installation and erection procedures. Design drawings will include the substructure drawings. Show all the drawing dimensions in United States customary units. All design drawings and calculations shall have the signature and seal of a registered professional engineer, registered in the State of Alaska or the state in which the bridge is fabricated.

Drawings shall be 11 by 17 inches. All text shall be legible by field crews constructing the bridge in inclement weather; minimum height of text shall be 0.08 inches; 0.1 inch is preferred. Prepare a complete set of construction drawings and specifications for each bridge so that they can be included in separate construction contracts. Include on each drawing and calculation sheet the following identification information:

Lower Ingram Creek

• Lower Ingram Creek Bridge

• Iditarod NHT Segment 161, MP 0.67

• Girdwood RD, Chugach NF

• Date

• Personnel responsible for the work – designed, checked, drafted

• Company name and contact information

Falls Creek

• Falls Creek Bridge

• Iditarod NHT Segment P365, MP X.XX (will be supplied at pre-work meeting)

• Seward RD, Chugach NF

• Date

• Personnel responsible for the work – designed, checked, drafted

• Company name and contact information

D. Engineering Requirements. In addition to Section 964.00.02 from the Standard Specifications for Construction of Trails and Trail Bridges on Forest Service Projects, conform to the following:

1. Design the bridge for a service life of 50 years.

2. Analyze and design for the controlling load. Pedestrian load and snow load will NOT be concurrent.

3. Seismic

• Lower Ingram Creek Latitude: 60° 49’ 12” N Longitude: 149° 08’ 05” W

• Falls Creek Latitude: 60° 26” 01” N Longitude: 149° 20’ 25” W

4. Deflection – Pedestrian live load deflection shall not exceed L/360. Snow load deflection shall not exceed L/240.

5. Once overburden has been removed, anticipated subsurface material is sedimentary and foliated rock, allowable foundation pressure is 4,000 psf. The Contractor is responsible for substructure design and design of the connection of the superstructure to the substructure. Grade beam sills shall be concrete.

6. Provide detailed bridge erection information, including instructions, special tools, and hours for labor skills and equipment, required to construct the substructure and erect the bridge in the field. Provide enough information so that the Forest Service will be able to construct an Independent Government Cost Estimate for future contracts, using hourly rates applicable at a time in the future.

E. General Features of Design. In addition to Section 964.00.03 from the Standard Specifications for Construction of Trails and Trail Bridges on Forest Service Projects, conform to the following:

1. Truss Type – The bridges shall be designed as pony trusses AS SHOWN ON THE DRAWINGS. No overhead elements will be allowed.

2. Use nuts and bolts compatible with weathering steel, as described in Standard Specifications for

Construction of Roads and Bridges on Federal Highway Projects FP-14 Section 717.01 (e).

3. Safety Rails – Horizontal safety rails shall be placed on the structure so a 6-inch-diameter sphere cannot pass through the bottom 27 inches of the rail, and an 8-inch-diameter sphere cannot pass through the rail above 27 inches. Height of the top rail shall be AS SHOWN ON THE DRAWINGS. The safety rail system shall be designed for 50 pounds per linear foot transversely and vertically, acting simultaneously on each rail.

4. The bridge foundations shall be concrete grade beams as SHOWN ON THE DRAWINGS. The Designer may use the Forest Service design, but is required to assure it is compatible with the bridge superstructure design in regards to dimensions, strength, and attachment location and connection detail. Design of two concrete grade beams are included in this contract package. A concrete leveling pad AS SHOWN ON THE DRAWINGS will be placed in the field; incorporate the concrete leveling pad in the design calculations, drawings, and installation instructions.

5. Locate bolts so that they are accessible for future hands-on condition inspections with no specialized equipment as much as possible.

6. The running planks shall be designed so that they can be removed and replaced by a trail crew using hand tools that they carried to the bridge site.

7. Design considerations will include remote locations along the Seward Highway and access by foot trail only. Lower Ingram Creek is located 54 miles southwest of Anchorage, Alaska’s largest city, and 73 miles north of Seward, which has a deep water port. Falls Creek is 102 miles southwest of Anchorage and 25 miles north of Seward. Each bridge is located approximately one mile along a 3 foot wide foot trail from the Seward Highway.

8. Falls Creek is over a deep gorge with steep banks; temporary supports for construction will not be possible. Lower Ingram Creek is over a stream with flows that can increase substantially during any summer or winter storm; temporary supports for construction are possible within 20 feet of one end of the bridge.

9. The bridge sites are not accessible by road. It is anticipated that the bridges will be delivered to the project sites with a helicopter. Bridge design and installation methods will consider helicopter availability and bundle weights. The bridge sites are at locations where transport of materials across the stream is impractical. Package the bridge components for delivery to each side of the stream, as described in the erection plan.

Helicopter availability in May 2014. Helicopters available in the Big Lake area, north of Anchorage, have a maximum external load lifting capacity of approximately 3600 pounds. Helicopters available in the Anchorage area have a maximum external load lifting capacity up to 2500 pounds. Helicopters available elsewhere in Alaska near the project site, including Girdwood and Homer, have an external load lifting capacity up to 1600 pounds.

F. Material submittals. Submit the following information for materials used in fabrication of the bridge. See Standard Specifications for Construction of Trails and Trail Bridges on Forest Service Projects Sections

963.00.02 and 964.00.07 for further descriptions.
