2020 Sitka Ranger District Corner Bay Bridge Replacement The purposes of this Amendment are to:
1) Include Option Items to this solicitation. To do so, Section B from the original Solicitation has been removed and replaced with Section B as attached to this Amendment;
2) Attach the Forest Service Supplemental Specifications (FSSS) for the Option Items;
3) Include FAR clause 52.217-7 Option for Increased Quantity - Separately Priced Line Item (Mar 1989), Fill-in: 30 days before demobilization;
4) Include FAR provision 52.217-5 Evaluation of Options (Jul 1990);
5) Include the statement "...including the Base plus all Options." at the end of M.3 3)Price.
6) Change the Period of Performance Start Date from 6/01/2020 to 6/10/2020, and;
7) Change the Quote due date from 5/26/2020 to 6/3/2020 at 16:00 Local Alaska Time.

Between $25,000 and $100,000.
3) Mobilization does not include on-site construction activities including the movement of personnel, materials, or equipment within the project site.
4) Payment for bond premiums in accordance with (IAW) Federal Acquisition Regulation ((FAR) 48 CFR Chapter 1) Clause
52.232-5 Payments under Fixed-Price Construction Contracts, shall not be in addition to the contract price. Include bond payments under Mobilization.
5) Payment will be made on actual work performed as described in FS-14 109.01 as attached, unless otherwise noted.
6) Payment will be made IAW Section G.2. only for those Items listed on the Schedule of Items above.
303 - Road Reconditioning 303.00_Forest_3_8_2019
Delete Section 303 in its entirety and replace with the following.
Section 303. — ROAD RECONDITIONING Description
303.01 This work consists of reconditioning ditches, shoulders, roadbeds, and aggregate surfaces.
Material
303.02 N/A.
Construction Requirements
303.03 Ditch Reconditioning. Remove all slide material, sediment, vegetation, blowdown, and other debris from ditches and culvert inlets/outlets. Reshape ditches and culvert inlets/outlets to achieve positive drainage ad uniform ditch width, depth, and grade. Dispose of waste material on the downhill side of the road away from any live streams.
303.04 Shoulder Reconditioning. Remove all slide material, sediment, vegetation, blowdown, and other debris from existing shoulders including parking areas, turnouts, and other widened areas. Repair soft and unstable areas according to Subsection 204.07. Reshape shoulders. Dispose of waste material on the downhill side of the road away from any live streams.
303.05 Roadbed Reconditioning. Remove all slide material, sediment, vegetation, blowdown, and other debris from the roadbed. Dispose of waste material on the downhill side of the road away from live streams. Materials dislodged by work activities such as rocks, roots, branches, and trees shall be removed from the roadway and ditches. Pull any trees larger than 2 inches in diameter. Repair holes, soft, and unstable areas according to Subsection 204.07. Compact according to Subsection 204.11.
303.06 Aggregate Surface Reconditioning. Repair soft and unstable areas to the full aggregate surface according to Subsection 204.07. Remove irregularities and shape to a uniform surface. Finish and compact the surface according to Subsection 302.05.
303.07 Roadway Reconditioning. Perform applicable work described in Subsections 303.03 through 303.06.
303.08 Acceptance. Road Reconditioning work will be evaluated under Subsection 106.02. The road will be smooth, uniform appearance, and free from any debris.
Measurement
303.09 Measure the Section 303 pay items listed in the bid schedule according to Subsection 109.02.
Payment
303.10 The accepted quantities will be paid at the contract price per unit of measurement for the Section 303 pay items listed in the bid schedule. Payment will be full compensation for the work prescribed in this Section. See Subsection 109.05.
811 – Surface Maintenance
811.01 Service Required.
Smooth and shape native or aggregate surfaced roads including traveled way, shoulders, turnouts, and intersections.
811.02 Performance Standards.
A road surface is maintained to standard when the surface, including turnouts, is shaped (crowned at least 3%, or sloped to drain, depending on road geometry) and compacted, without segregation of the surfacing materials. The road surface has no ruts, rills or potholes, suitable materials have been recovered and incorporated. Unsuitable materials have been removed. Fine material deposited along the road edges from previous traffic will be incorporated into the road surface.
811.03 Location of Work.
As specified on roads listed on the Road List, shown on the Plans, or as ordered by the Contracting Officer.
811.04 Compaction.
Roads requiring compaction will be included in the Road Listing. Unless Compaction Method B is designated in the Schedule of Items and Road Listing, all traveled ways requiring compaction shall be compacted by Method A. Compaction shall commence immediately following blading. Compaction methods are:
• Compaction Method A: By breaking track while operating equipment on the traveled way.
• Compaction Method B: Operate 7-10 ton pneumatic, steel or equivalent smooth wheel vibratory roller over the full width until visual displacement ceases.
811.05 Measurement.
Measurement under this Section will be made by the total number of units for each item listed in the Schedule of Items completed and accepted.
A. Measurement for blading will be linear mile measured along the centerline of the roadway.
Measurement will be measured to the nearest one-tenth (0.1) mile.
811.06 Acceptable Quality Levels

Side roads open to traffic are graded to ensure smooth transitions a minimum of 100 feet from the intersection
Intersections
Road segments being graded are no longer than 1 mile in length. Roads treated under compaction Method B have less than 3 miles of un-compacted segments. Berms created during grading operations are removed from the roadway prior to the end of each day’s work and not left in place overnight
Working area lengths and overnight conditions
Bridge decks on permanent bridges are clean of rock and dirt generated from grading operations
