SECTION 02 00 00 - SURVEY
PART 1 – GENERAL
A. All survey work shall be performed by a third party Survey Subcontractor retained by the Contractor. All survey work performed shall be under the direct supervision of an Alaskan Registered Professional Land Surveyor working for the Survey Subcontractor.
1.2 QUALITY ASSURANCE
A. It is the Contractor’s responsibility to establish or check all survey control prior to starting any survey activity to ensure the project is properly located and constructed according to the construction documents. If discrepancies are found between the control and the construction documents, the Contractor shall notify the Engineer immediately.
B. The Contractor is responsible for preserving and protection all monuments and reference points. In the event of their loss or destruction, the Contractor shall pay all costs for their replacement.
1.3 SUBMITTALS
A. Submit the name and registration number of the registered surveyor in responsible charge of the survey work.
B. If final location of sewer piping, manholes, and tanks varies from the contract drawings submit a final as‐built survey of the locations of sewer piping, manholes, and tanks.
C. Final as‐built survey, if required, shall be paid for by the contractor.
PART 2 – PRODUCTS
Not Used.
PART 3 – EXECUTION
1.4 SURVEY
A. The Contractor shall provide sufficient control points for all surveys construction of piping, tanks, and manholes.
B. The southwest corner of Lot 3 A.S.L.S 96‐31 U.S. Forest Service will be destroyed during construction. Provide two reference points to facilitate monument replacement following construction.
PART 4 – MEASUREMENT AND PAYMENT
4.1 MEASUREMENT
A. The method of measurement for Construction Survey shall be a lump sum cost item on the bid schedule, to be measured at the completion of this project. The lump sum cost for Construction Survey measurement shall include all project control, staking, reference points, and re‐staking the southwest corner of Lot 3 A.S.L.S 96‐31 U.S. Forest Service.
B. As built survey, if required to as‐built facilities not located where specified by contract drawings, will be paid for by the contractor.
4.2 PAYMENT
A. Payment shall be made under the following units:

SECTION 03 26 23 – MOBILIZATION
PART 1 - GENERAL
1.1 DESCRIPTION OF WORK
A. The Work covered in this section includes mobilization and demobilization.
1.2 COORDINATION
A. It is the Contractor’s responsibility to verify with the Hollis School and Hollis Community Library that the staging area immediately south of the Library is available for storage.
B. Permission from the Hollis School or U.S. Forest Service will be required to stage or store materials outside the designated areas shown in the contract drawings.
1.3 SUBMITTALS
A. Submit for approval a Staging Plan showing the Contractor’s proposed layout of materials and equipment.
PART 2 - PRODUCTS
2.1 MATERIALS
A. Safety fencing.
PART 3 - EXECUTION
3.1 MOBILIZATION
A. Stage materials and equipment according to the approved staging plan.
B. Delineate staging areas with safety fencing.
C. Do not store soil materials at the site immediately south of the Hollis Community Library.
D. Maintain adequate lane width for access between the Hollis Library and US Forest service property.
3.2 DEMOBILIZATION
A. Remove equipment and unused materials from the site immediately south of the Hollis Community Library as soon practicable.
B. Remove all debris and dispose in the Klawock landfill.
C. Restore, re-grade, and seed disturbed areas.
4.1 MEASUREMENT
C. Measurement for mobilization includes costs to mobilize and demobilize all equipment, materials, job trailers, and supplies required to complete the work as specified in the contract documents.
4.2 PAYMENT
B. Payment shall be made under the following units:

SECTION 03 30 00 – CONCRETE
PART 4 - GENERAL
4.1 SUMMARY
A. This Section specifies concrete requirements for the Hubbel Hot Box footing.

4.2 REFERENCES

PART 5 - PRODUCTS
5.1 FORM-FACING MATERIALS
A. Smooth-Formed Finished Concrete: Form-facing panels that will provide continuous, true and smooth concrete surfaces. Furnish in largest practicable sizes to minimize number of joints.
5.2 STEEL REINFORCEMENT
A. Reinforcing Bars: ASTM A 615/A 615M, Grade 60, deformed.
B. Bar Supports: Bolsters, chairs, spacers and other devices for spacing, supporting and fastening reinforcing bars and welded wire reinforcement in place. Manufacture bar supports from steel wire, plastic or precast concrete according to CRSI's Manual of Standard Practice.
5.3 CONCRETE MATERIALS
A. Cementitious Material: Use the following cementitious materials:
1. Portland Cement: ASTM C150, Type I or I/II.
B. Normal-Weight Aggregates: ASTM C33, graded, 1-inch nominal maximum coarse-aggregate size.
1. Fine Aggregate: Free of materials with deleterious reactivity to alkali in cement.
C. Water: ASTM C 94/C94M and potable.
5.4 COLD WEATHER
A. Moisture-Retaining Cover: ASTM C 171, polyethylene film or white burlap-polyethylene sheet.
B. Clear, Waterborne, Membrane-Forming Curing Compound: ASTM C309, Type 1, Class B, nondissipating.
5.5 CONCRETE MIXTURES
A. Proportion normal-weight concrete mixture as follows:
1. Minimum Compressive Strength: 3500 psi at 28 days.
2. Maximum Water: Cementitious Materials Ratio: 0.45.
3. Slump Limit: 5 inches for concrete with verified slump of 2 to 4 inches before adding high-range water-reducing admixture or plasticizing admixture, plus or minus 1 inch.
5.6 CONCRETE REDI-MIX
A. Ready-Mixed Concrete: Measure, batch, mix and deliver concrete according to ASTM C94/C94M and furnish batch ticket information.
PART 6 - EXECUTION
6.1 FORMWORK
A. Construct formwork so concrete members and structures are of size, shape, alignment, elevation and position indicated, within tolerance limits of ACI 117.
B. Bullnose exterior corners and edges of permanently exposed concrete (¾ inch bullnose).
6.2 STEEL REINFORCEMENT
A. General: Comply with CRSI's Manual of Standard Practice for placing reinforcement.
6.3 CONCRETE PLACEMENT
A. Before placing concrete, verify that subbase is smooth and meets the compaction requirements specified in section 31 00 00 Earthwork.
B. Cold-Weather Placement: Comply with ACI 306.1.
6.4 FINISHING FORMED SURFACES
A. Finishing Curbs: Forms shall not be removed until the concrete has set sufficiently to retain its true shape.
Final finish shall be obtained by brooming the surface, including the troweled edge to a gritty finish after all free moisture has disappeared from the surface. Sprinkling of cement or sand for blotting will not be permitted. Unsightly or poorly finished surfaces will be considered grounds for rejection of the Work. The top and face of the finished concrete surfaces shall be true and straight, of uniform width and free of cracks, humps, sags or other irregularities. The finished concrete surface shall not vary more than 0.02 feet from a 4 foot straight edge.
6.5 CONCRETE PROTECTING AND CURING
A. General: Protect freshly placed concrete from premature drying and excessive cold or hot temperatures.
Comply with ACI 306.1 for cold-weather protection and ACI 301 for hot-weather protection during curing.
B. Cure concrete according to ACI 308.1, by one or a combination of the following methods:
1. Moisture-Retaining-Cover Curing: Cover concrete surfaces with moisture-retaining cover for curing concrete, placed in widest practicable width, with sides and ends lapped at least 12 inches and sealed by waterproof tape or adhesive. Cure for not less than seven days.
Immediately repair any holes or tears during curing period using cover material and waterproof tape.
2. Use liquid membrane curing compound in accordance with ADOT Standard Specifications for Highway Construction, Section 501.
6.6 CONCRETE SURFACE REPAIRS
A. Defective Concrete: Repair and patch defective areas when approved by the COR representative. Remove and replace concrete that cannot be repaired and patched to the COR representative’s approval.
PART 7 - MEASUREMENT AND PAYMENT
7.1 MEASUREMENT
A. Measurement includes concrete, finishing, reinforcement and accessories necessary to install the concrete specified in the design documents.
7.2 PAYMENT
A. Payment for concrete shall be lump included in the Electrical Installation bid item.

SECTION 26 05 43 – ELECTRICAL INSTALLATION
PART 8 - GENERAL
8.1 DESCRIPTION
A. Provide all labor, materials, equipment, and incidentals as shown, specified, and required to furnish and install a “Hot Box” fiberglass enclosure with heat cable, underground schedule 80 PVC conduit, XHHW 600 V wire, 4 space 120 V load center and grounding for a low voltage underground electrical system as shown in the contract drawings.
B. Coordinate fiberglass enclosure, underground conduit, and load center installation with UV disinfection unit, junction box and piping, and other underground facilities. Coordinate locations and elevations from those indicated on the drawings and as required to suit field conditions and to ensure that conduit runs drain properly, and as approved by the Contracting Officers Representative (COR).
8.2 REFERENCES
A. Electrical components shall be listed and labeled as defined by the National Electrical Code, NFPA 70, Article 100, by the Underwriters Laboratories (UL) or other testing agencies acceptable to the authorities having jurisdiction, and marked for the intended use.

8.3 SUBMITTALS
A. Submit the Following:
1. The manufacturer’s product data and catalog sheets that show enclosure dimensions and attachment points shall be provided for the “Hot Box” enclosure.
2. The manufacturer’s technical data shall be furnished for each wire and cable type.
3. The manufacturer’s catalog data sheets shall be furnished for each conduit type.
4 . The manufacturer’s product data and catalog sheets that show ratings and support point dimensions shall be furnished for the load center.
1. 5. The manufacturer’s technical data shall be furnished for each grounding cable type.
PART 2 ‐ PRODUCTS
2.1 MATERIALS
A. Hot Box Enclosure
A Hubbell Type HB.1 “Hot Box” insulated fiberglass enclosure shall be furnished for installation above the UV disinfection unit junction box. The nominal dimensions of this enclosure shall be 13” Width, 27” Length and 23” High. The Hubbell catalog number is HF013027023. The “Hot Box” insulated fiberglass enclosure shall be equipped with a factory furnished 60 W, 120 V single phase heat trace cable. In addition, a 15 A GFCI weather resistant outdoor receptacle is required to connect the 60 W heat trace cable to a small junction box that will be located on the back wall of the enclosure. The fiberglass enclosure shall meet the requirements of ASSE 1060 and the receptacle shall conform to UL 943.
B. Low Voltage Electrical Wire and Cable
Single conductor wire and cable used for outdoor circuits shall be Type XHHW insulation with stranded copper conduit per ASTM B8. Specific sizes are noted on the contract drawings. Insulation shall be cross-linked polyethylene XHHW rated 600 V and 90 degrees C in accordance with ICEA S-95-658, NEMA WC 70 and UL 44. Cable shall be UL Listed Type XHHW and shall be sunlight resistant and suitable for wet locations at 75 degrees C. All cables for power wiring shall be color coded. Wire connectors shall be compression type suitable for a wet location and conforming to UL 486.
C. Underground Non-Metallic Conduit and Fittings
Rigid non-metallic conduit shall be Schedule 80 polyvinyl chloride (PVC) electrical conduit rated for underground or outdoor exposed applications with 90 degrees C insulated conductors. PVC conduits shall comply with NEMA Specification TC-2 and shall be UL listed. The PVC compound shall contain modifiers to improve sunlight resistance and weatherability and to minimize heat distortion. PVC fittings and conduit bodies shall be the glued type and shall be fabricated in accordance with NEMA TC 3 and UL 651. Fittings shall be solvent cemented with glue recommended by the manufacturer.
D. Load Center with Molded Case Circuit Breakers
An outdoor 120/240 VAC 40 A 2 Space load center with two 15 A single pole circuit breakers shall be furnished to protect the two 15 A 120 V 3 wire circuits to the UV disinfection unit. The short circuit interrupting rating shall be 10,000 A. The load center shall be equipped with a NEMA 3R rainproof enclosure. The outdoor 120/240 VAC 40 A 2 space load center shall be a Square D QO2L4ORB with two 15 A single pole QO circuit breakers. The load center shall meet the requirements of NEMA PB1.1 and UL 67. The circuit breakers shall meet the requirements of NEMA AB1 and AB3 and UL 489.
E. Grounding Conductor
Equipment grounding conductors used for outdoor circuits in underground conduits shall be copper wire with ASTM B8 stranding and insulated with green colored XHHW insulation per ICEA S-95-658, NEMA WC 70 and UL 44. The grounding shall be the same size as the circuit conductors and shall conform to NEC Article 250.
PART 3 - EXECUTION
3.1 INSPECTION
A. Examine conditions under which the Work will be installed and notify Engineer in writing of conditions detrimental to proper and timely completion of the Work. Do not proceed with the Work until unsatisfactory conditions are corrected.
3.2 INSTALLATION OF “HOT BOX ENCLOSURE
A. Excavation and Concrete Slab Foundation:
1. Provide “Hot Box” HB.1 enclosure where shown on the plan drawing and verify the required location at the site. Orientate the 2 drains to be in line with the natural water runoff.
2. Excavate approximately a 36”x48” flat area around the UV disinfection unit junction box and fill with 4” gravel bedding material to the required vertical base elevation of a 6” slab foundation. Then install side wall forms for a 20” wide by 33” long concrete slab foundation with an internal 8”x21” rectangular opening for the UV unit junction box.
3. Reinforce the concrete slab with two rings of #4 rebar. Then install four 3/8” x 4” anchor bolts that line up with the enclosure internal mounting tabs. Check that completed forms are level, securely braced and tight.
4. Pour 6” of concrete for the slab foundation and bullnose all exposed edges. Cement used shall conform with the Concrete specification 03 30 00.
5. Install “Hot Box “enclosure on concrete foundation and secure to anchor bolts with 3/8” nuts and washers.
3.3 INSTALLATION OF UNDERGROUND CONDUITS AND BOXES
A. Excavation, Conduit Layout, and Backfilling:
1. Excavate trench for underground conduit where shown on the plan drawing and verified at the site. The typical cross section for the trench is shown in the electrical details.
2. Remove large rocks from bottom of trench and backfill with 3” bedding material to insure that the bottom of the trench is smooth, uniform and without voids or sharp objects.
3. Layout the specified ¾” schedule 80 PVC conduit in the bottom of the trench. Avoid large bends except where specified and no more than three 90 degree bends will be permitted.
Glue required joints together with PVC glue approved by the conduit manufacturer. Conduit depth shall be at least 24” measured to top of conduit.
4. Then install 6” bedding material on top the conduit for bedding and hand tamp over and around conduit.
5. Backfill remainder of trench with unclassified fill that does not contain large rocks or organic matter. Install a “Warning” marker tape 6‐12” below finished grade. Tamp the backfill and heap up extra backfill to prevent settlement below grade.
6. Install a pulling string in the conduit and cap at each end to prevent dirt or water from entering conduit.
3.4 INSTALLATION OF CONDUIT JUNCTION BOXES AND RECEPTACLES
A. Conduit Junction Boxes and Receptacles:
1. Install conduit junction and receptacle boxes shown on the one line diagram and the electrical details. The boxes should be attached to the back wall of the “Hot Box” enclosure.
2. A two gang waterproof PVC junction box (Hubbell PDB77550GY) with a sealed screw cover shall be installed in the “Hot Box” enclosure at the end of the underground conduit.
Then, a single gang PVC receptacle box (Hubbell PSB375550GY) with a 15 A weather resistant GFCI receptacle shall be installed above the junction box. The bottom of the receptacle box shall be mounted a minimum of 8” above the slab foundation.
3.5 INSTALLATION OF ELECTRICAL WIRE AND CABLE
A. Installation of Electrical Wire and Cable:
1. The #14 AWG XHHW wiring indicated on the one‐line diagram shall be pulled between the load center and the “Hot box” enclosure.
2. One #14 AWG XHHW circuit shall terminate on the 15 A GFCI weather resistance receptacle in the “Hot Box” enclosure. The other #14 AWG XHHW circuit shall terminate in the junction box for the UV disinfection unit. The contractor shall follow the manufacturer’s instructions provided in the Salcor Model 3G UV Disinfection Unit Installation Manual.
3. All wiring shall be color coded:
a. Phase: Black
b. Neutral: White
c. Ground: Green
4. Wire and cable shall not be pulled at excessive tensions or bent at a radius that is less than the manufacturer’s recommendations for insulated conductors. All power and lighting circuits shall be continuous and shall terminate at the lugs of equipment.
3.6 INSTALLATION OF LOAD CENTER
A. Load Center Installation:
1. Provide a 120/240 V 40 A 2 space load center (SQ D Q02L40RB) next to the service disconnect as shown on the electrical details drawing. The load center shall be installed in accordance with the manufacturer’s instructions.
2. Modify the existing P1000 Unistrut box support by adding two new upright P3300
Unistrut galvanized brackets. These new brackets can be attached to the existing box support with 3/8” bolts and channel nuts. The new load center then can be attached to the brackets with small bolts or screws using the manufacturer’s predrilled holes. The holes should be sealed after installation.
3. Install two 120 V 15 A single pole QO circuit breakers. The two circuits to the “Hot Box” enclosure should terminate on the lugs of these two circuit breakers. The circuit identification should be marked on the panel face.
4. The main lugs of the new load center also should be terminated on the 120/240 V two pole main service disconnect using 3‐#8 XHHW‐2 wire.
5. The contractor shall paint the existing meter/service disconnect box with a rust resistant epoxy gray paint.
3.7 INSTALLATION OF GROUNDING
A. Grounding Requirements
1. The load center and service equipment shall be grounded in accordance with Alaska Power and Telephone requirements and Article 250 of the NEC. The ground wire shall be #4 copper and two ground rods are required. The contractor shall verify if the existing ground wire and ground rods are intact and conform to the AP&T requirements and shall make any necessary changes.
2. A continuous #14 AWG insulated equipment grounding conductor shall be run with each circuit to the “Hot Box” enclosure. Test the operation of the GFCI receptacle for the heat trace and the UV unit lamp per the manufacturer’s instructions.
PART 9 - MEASUREMENT AND PAYMENT
4.1 MEASUREMENT
A. The method of measurement for Electrical Installation shall be a lump sum cost item on the bid schedule, to be measured at the completion of this project. The lump sum cost for Electrical Installation shall include the cost of materials and labor necessary to complete the installation of: underground and above ground conduits; conduit and box supports; brackets; load center; circuit breakers; GFI receptacles; conductor wires; ground rods; junction boxes; above ground Hubbell Hot box; Hot Box concrete foundation; and associated hardware required to complete the installation of the electrical system shown on drawing E-1. Measurement also includes the cost of excavation and backfill.
B. Payment shall be made under the following units:

PART 10 - GENERAL
10.1 SUMMARY
A. Section includes:

10.3 DEFINITIONS
A. Backfill: Material used to fill an excavation.
B. Excavation: Removal of material encountered above subgrade elevations and to lines and dimensions indicated.
C. Unclassified Fill: Soil materials used for backfill in areas not under tanks.
D. Subgrade: Surface or elevation remaining after completing excavation or top surface of a fill or backfill immediately below subbase, drainage fill or topsoil materials.
E. Utilities: Onsite underground pipes, conduits, ducts and cables, as well as underground services within buildings.
F. Base Course: Aggregate base course meeting all the requirements for ADOT&PF grading, D-1, in Section 703 of ADOT&PF (2004).
G. Bedding: Aggregate material for bedding around pipes and tanks.
10.4 SUBMITTALS
A. Gradation Test Reports for Bedding, Aggregate Base Course D-1, and Drain Rock.
B. Submit cut sheet of geotextile fabric.
C. Silt fence and sediment control materials.
D. Seeding cut sheet.
10.5 PROJECT CONDITIONS
A. Existing Utilities: Do not interrupt utilities serving facilities occupied by Owner or others unless permitted in writing by the Contracting Officer’s representative and then only after arranging to provide temporary utility services according to requirements indicated.
PART 11 - PRODUCTS
11.1 SOIL MATERIALS
A. Unclassified material: Non-organic in situ materials excavated from the site that are free of muck, peat, roots, sod or other deleterious matter.
B. Surface Course: D-1 Base Course material shall meet the requirements of ADOT Standard Specifications Section 703-2.03 as follows. Aggregate surface course shall consist of crushed stone or crushed gravel, consisting of sound, tough, durable pebbles or rock fragments of uniform quality, free from clay balls, vegetable matter or other deleterious matters. Aggregate surface course shall meet the requirements of Table 703-1 and 703-2 as follows:

PART 12 - EXECUTION
12.1 PREPARATION
A. Protect pavements and other facilities from damage caused by settlement, lateral movement, undermining, washout and other hazards created by earthwork operations.
B. Prepare subgrade for earthwork operations by removing vegetation, topsoil, debris, obstructions and deleterious materials from ground surface as specified in the contract drawings.
C. Place and maintain erosion and sedimentation controls in areas near roadway ditches, culverts and beaches.
12.2 EXCAVATION SAFETY
A. Follow OSHA safety guidelines provided in publications referenced in section 1.2 of this specification.
12.3 EXCAVATION
A. Unclassified Excavation: Excavate to subgrade elevations regardless of the character of surface and subsurface conditions encountered. Unclassified excavated materials may include rock, soil materials and obstructions.
1. If excavated materials are intended to be used for backfill, and excavated material includes unsatisfactory soil materials, replace unsatisfactory material with satisfactory soil materials.
12.4 EXCAVATION FOR STRUCTURES
A. Excavate to indicated elevations and dimensions within a tolerance of plus or minus 1 inch. If applicable, extend excavations a sufficient distance from structures for installing services and other construction, and for inspections.
12.5 EXCAVATION FOR UTILITIES
A. Excavate trenches to indicated gradients, lines, depths and elevations.
B. Excavate trenches to uniform widths to provide 12 inches of clearance on each side of pipe or conduit unless otherwise indicated on drawings. Excavate trench walls vertically from trench bottom to 12 inches higher than top of pipe or conduit, unless otherwise indicated on the drawings.
C. Prior to laying the pipe or placing structural fill, any seasonally frozen soils or permafrost below the base of the trench shall be allowed to thaw a minimum of 2 feet and the base of the trench uniformly and systematically proof compacted with at least four passes of a large, self-propelled plate compactor.
12.6 SUBGRADE INSPECTION
A. Compact subgrade according to the contract drawings.
1. Reconstruct subgrades damaged by freezing temperatures, frost, rain, accumulated water or construction activities, as directed by the Contracting Officer’s representative.
12.7 STORAGE OF SOIL MATERIALS
A. Stockpile borrow soil materials and excavated satisfactory soil materials without intermixing. Place, grade and shape stockpiles to drain surface water. Cover to prevent windblown dust.
1. Stockpile soil materials away from edge of excavations. Do not store within drip line of remaining trees.
12.8 UTILITY TRENCH BACKFILL
A. Place backfill on subgrades free of mud, frost, snow or ice.
B. Place and compact bedding course on trench bottoms and where indicated. Shape bedding course to provide continuous support for bells, joints and barrels of pipes and for joints, fittings and bodies of conduits.
Direct-bury sewer lines shall be placed on a minimum of 6 inches of compacted material meeting the gradation and compaction requirements for bedding material. Bedding material shall consist of granular material that meets the gradation requirements in Section 2.1.
C. Provide 4-inch thick, concrete-base slab support for water/sewer piping or conduit less than 30 inches below surface of roadways. After installing and testing, completely encase piping or conduit in a minimum of 4 inches of concrete before backfilling or placing roadway subbase.
D. After laying the pipe in the trench and establishing line and grade, the trench shall be backfilled up to the spring line on both sides of the pipe at the same time, with bedding material sufficiently compacted so the pipe does not shift or lift, then backfilled to 6 inches above the top of the pipe with additional bedding material. The surface of the bedding material shall be compacted with a vibratory plate compactor, in a manner that will not damage the pipe.
E. After setting septic tanks and filter tanks, the excavation shall be backfilled according to the manufacturer’s recommended installation procedure, with bedding material sufficiently tamped along the sides.
F. Place and compact final backfill of satisfactory soil to final subgrade elevation.
G. Install warning tape 6 inches above utilities.
12.9 FILL MATERIAL
A. Plow, scarify, bench, or break up sloped surfaces steeper than 1 vertical to 4 horizontal so fill material will bond with existing material.
B. Place and compact fill material in layers to required elevations as follows:
1. Under grass and planted areas, use unclassified material.
2. Under tanks and the distribution box use bedding material.
C. Place Base Course material on the access drive as shown in the contract drawings.
12.10 SOIL MOISTURE CONTROL
A. Uniformly moisten or aerate subgrade and each subsequent fill or backfill soil layer as needed to achieve compaction.
1. Do not place backfill or fill soil material on surfaces that are muddy, frozen, or contain frost or ice.
2. Remove and replace, or scarify and air dry otherwise satisfactory soil material.
12.11 COMPACTION OF SOIL BACKFILLS AND FILLS
A. Place backfill soil materials evenly on all sides of structures to required elevations and uniformly along the full length of each structure.
B. Place geotextile filter fabric as shown in drawings.
C. Lifts shall not exceed 8 inches.
D. Do not use a compactor for bedding materials placed around tank sides, tamp lightly and do not exceed 8 inch lifts.
E. Use only hand driven vibratory plate compactors for compaction pipe bedding within two feet of pipes and for fill materials placed within two feet of tanks.
F. At pavement cut compact unclassified material and structural fill material making three passes with jumping jack compactors (3000 pound impact) or heavy plate compactors (3000 pound compaction force), in 8 inch lifts.
G. At pavement cut compact D-1 material making six passes with compaction equipment.
12.12 GRADING
A. General: Uniformly grade areas to a smooth surface, free of irregular surface changes. Comply with compaction requirements and grade to cross sections, lines and elevations indicated.
B. Site Grading: Slope grades to direct water away from hatches and covers and to prevent ponding. Finish subgrades to required elevations within the following tolerances:
1. Access drive: Plus or minus 1 inch.
2. All other areas: Plus or minus 1 inch.
12.13 SUBBASE AND SURFACE COURSES
A. Place subbase on subgrades free of mud, frost, snow, or ice.
B. On prepared subgrade, place subbase under pavements and walks as follows:
1. Shape subbase to required swale elevations and cross-slope grades.
2. Compact disturbed subbase with vibratory equipment with a minimum three passes.
3. Bottom of excavation, if firm and not disturbed, will not require additional compaction.
C. Spread and shape the surface course material (finish grade of access drive) to the required grade and section. Water or aerate as necessary to provide the approximate optimum moisture content for compaction.
Compact with vibratory compactors or vibratory rollers, making a minimum of four passes.
12.14 PAVEMENT REPAIR
A. Place subbase under paved road areas with material specified in the contract drawings.
B. Saw cut pavement to provide clean cut lines at the edge of the pavement repair.
C. Match thickness of existing pavement.
D. Prepare subgrade to match existing subgrade to plus or minus 1/2 inch, compact per compaction requirements in this section.
E. Prepare D-1 surface to match the bottom of existing pavement to plus or minus 1/2 inch compact per compaction requirements in this section.
F. Place asphalt material and compact with a vibratory roller or heavy plate compactor (3000 pound impact) with no less than 6 passes.
G. Grade smooth to match adjacent pavement to plus or minus 1/4 inch, using a 10 foot long straight edge.
12.15 FINAL GRADING
A. Protecting Graded Areas: Protect newly graded areas from traffic, freezing and erosion. Keep free of trash and debris.
B. Repair and reestablish grades to specified tolerances where completed or partially completed surfaces become eroded, rutted, settled, or where they lose compaction due to subsequent construction operations or weather conditions.
C. Where settling occurs before project completion, remove finished surfacing, backfill with additional soil material, compact and reconstruct surfacing.
D. Restore appearance, quality and condition of finished surfacing to match adjacent terrain and eliminate evidence of disturbance to greatest extent possible.
E. Where grades are not specified in the contract drawings provide minimum 2% slope to eliminate ponding.
F. Restore road ditches to pre-construction condition.
12.16 SEEDING
A. Seed finish graded surfaces immediately following final grading.
12.17 DISPOSAL OF SURPLUS AND WASTE MATERIALS
A. Disposal: Remove surplus satisfactory soil and waste material, including unsatisfactory soil, trash and debris and legally dispose of it off site at approved disposal sites.
PART 13 - MEASUREMENT AND PAYMENT
13.1 MEASUREMENT
A. Measurement for surface course material, bedding material, and asphalt shall be paid by in-place square yard, based on field measurement.
B. Measurement for bedding material and drain rock shall be paid for by the Ton, based on local quarry sales tickets.
1. Contractor shall submit a copy of the sales ticket to the Owner’s representative within five days of receipt.
2. Contractor shall be responsible to replace lost tickets.
C. Payment for seeding and ‘jaw rock’ shall be subsidiary to the Sewer and Piping System pay item (section 33 31 00).
D. Payment for geotextile fabric shall be subsidiary to the Tanks and Manholes pay item (section 33 31 00).

PART 14 - GENERAL
14.1 DESCRIPTION OF WORK
A. The work under this section shall consist of clearing, removing, and disposing of trees, brush, vegetation, stumps, debris, rubbish, miscellaneous structures not covered under other contract items, and other objectionable matter from within the construction areas shown on plans. Clearing shall be performed in accordance with the requirements of these specifications.
B. Contractor is required to protect and preserve existing timber areas to the extent possible.
14.2 COORDINATION
A. Coordinate tree falling and stacking activity with the Hollis School and US Forest Service.

16.1 SAFETY

C. Place temporary safety barricades and control traffic accessing the two roadways traversing the construction area (USFS gravel access road and paved road).

16.2 STACKING
A. Cleared timber shall be retained for the U.S. Forest Service. Contractor shall coordinate placement and location of the log stack with the U.S. forest service prior to clearing.

A. Clear areas required for access to site and required for execution of the Work.
B. Remove stumps from areas to be excavated for piping, tanks and access drive.

SECTION 31 25 00 - EROSION AND POLLUTION CONTROL
PART 1 - GENERAL
1.1 SUMMARY
A. The work under this section consists of providing all labor and materials as required to provide erosion and pollution control during construction. An Erosion and Pollution Control Plan shall be required to demonstrate how the Contractor intends to protect the area surrounding the construction site from spills, contamination, pollution, hazardous materials contamination, erosion, and silt intrusion into the local water bodies. The work includes those items required to comply with State of Alaska Water Quality Regulations 18ACC70 and 19AAC70.010 through 18ACC70.032.
B. Because the disturbed area for this project will be less than one acre a submittal of a Storm Water Pollution Prevention Plan (SWPPP) to the State of Alaska Department of Environmental Conservation will not be required.
C. A submittal of an Erosion and Pollution Control Plan to the Contracting Officer’s Representative for approval will be required.

1.3 SUBMITTALS
A. Ten days prior to any site work other than surveying, the Contractor shall submit an Erosion and Pollution Control Plan for acceptance. The plan shall include details for the prevention of spills, containment, cleanup, and disposal of hazardous waste material (see 40 CFR 117 and 302 for listing), including petroleum products generated by construction activities or equipment. Include a list of quantities and types of equipment and materials available onsite to be used for hazardous substance containment and cleanup. Comply with 18 AAC 75 and Title 46 of the Alaska Statutes. This plan shall, as a minimum, include the following:
1. Plan for installation of temporary erosion and sediment control measures, in accordance with the Alaska Department of Transportation and Public Facility’s Alaska Storm Water Pollution Prevention Guide, including, but not limited to the following activities:
2. Excavation and embankment construction
3. Construction of temporary and permanent drainage features
4. Construction in and around water bodies and wetlands
5. Disposal of waste material.
6. Containment, cleanup, and disposal of such substances as well as the methods to be utilized for disposing of petroleum products or other hazardous substances generated by construction equipment or activities. The plan shall also include a list of the quantities and types of materials available on site to be utilized for hazardous substance containment and cleanup activities.
1.4 CONSTRUCTION REQUIREMENT
A. Limit the surface area of earth material exposed by clearing and earthwork operations. Provide immediate measures to prevent contamination of any adjacent water bodies. Use temporary erosion and pollution control Best Management Practices (BMP’s), when required, to supplement permanent control features on the project.
B. Appropriate protection measures such as silt fences, intercepting embankments jute matting, culvert inlet and outlet protection, seeding, sodding, and emergency oil absorption materials shall be installed and or stationed on site prior to commencing construction. Following construction disturbed areas shall be restored (finish graded and seeded).
C. The Contractor shall be responsible for the containment, cleanup, and disposal of all construction related discharges of petroleum fuels, oil, and/or other substances hazardous to the land and water. Performance of this activity shall comply with the requirements of 18 AAC 75 and Title 46 of the Alaska Statutes.
D. Should seasonal limitations make final stabilization (finish grading and seeding) unrealistic, temporary erosion control measures shall be taken immediately to the extent feasible and justified.
PART 2 - PRODUCTS

PART 3 - EXECUTION
3.1 CONSTRUCTION
A. Contractor is responsible for maintenance of all graded areas for the duration of the project, whether protected or not. Developed or unprotected areas that remain unplanted shall receive erosion control protection.
B. Type and extent of erosion control shall be implemented as specified in the Erosion and Pollution Control Plan.
C. Required erosion control measures shall be established within 48 hours before construction begins. Finish grade shall be free of vehicle ruts or displacement of gravel. Areas subjected to vehicle traffic shall be reworked to the satisfaction of the Contracting Officer’s representative.
PART 4 - MEASUREMENT AND PAYMENT
A. Measurement for this item shall be per lump sum and shall be full payment for all labor, equipment, and materials required for erosion and pollution control, including planning and implementation.

PART 18 - PRODUCTS
18.1 GENERAL
A. All materials shall be new. Alternatives and substitutions shall be in accordance with General Provisions.
18.2 SEPTIC TANKS AND FILTER TANKS
A. Septic tanks and filter tanks shall be manufactured by Premier Tech or approved equal.
B. Model type and number of tanks shall be as indicated in the contract drawings.
C. Septic tanks shall be equipped with risers, covers, and filters as indicated in the contract drawings.
D. Septic tank covers shall have water tight covers which include a mechanism to secure the cover in place (bolted, padlocked, etc.).
18.3 SANITARY SEWER PIPE
A. Pipe shall be Poly Vinyl Chloride (PVC) Pipe:
1. The pipe shall conform to ASTM D3034.
2. PVC pipe shall be SDR 35.
3. The pipe shall be homogeneous throughout and free of visible cracks, holes, foreign inclusions or other injurious defects. It shall be uniform in color, opacity, density and other physical properties.
18.4 FITTINGS
A. All pipe fittings shall have the same or higher-pressure rating and composition and same manufacturer as the pipe.
18.5 MANHOLES
A. Materials used in the construction of manholes shall conform to the requirements of ASTM C-478 and the Standard Details of these specifications.
B. Cement for mortar used in the construction of manholes shall conform to the requirements of ASTM C- 150, Type II. Sand shall conform to AASHTO Specification M-45. The mortar shall be composed of one part cement and three parts sand. The joints shall be constructed to produce a smooth, regular watertight surface. Only enough water shall be added to provide plasticity in placing the mortar.
C. Each precast concrete section shall have a concrete adjusting ring and manhole cover/frame shall be set upon and sealed by use of a plastic gasket joint sealer, as manufactured by Henry Company, Inc., Ram- Nek Sealant Division or an approved equal with pre-molded plastic gasket that shall meet AASHTO M- 198, ASTM C990 or Federal Specification SS-S-210.
D. All manhole joints shall be sealed with MacWrap external joint sealant, manufactured by MarMac Manufacturing Company or approved equal. Seals to be applied per manufacturer’s recommendations.
E. All exterior manhole concrete surfaces shall be coated for damp proofing with Henry Company #794 Synko-Mastic brush grade foundation coating or approved equal, applied per manufacturer’s recommendations.
F. Manholes to be installed with no less than three layers of 8-mil polyethylene encasement on the outside of the manhole.
18.6 CAST IN PLACE RUBBER BOOT CONNECTORS
A. Cast in place rubber boot connectors for manhole inverts shall be watertight flexible connectors.
Connectors shall be Z-Lok connectors manufactured by Alok Products, Inc. or approved equal.
B. Follow rubber boot manufacturer’s installation procedures when installing pipe to manholes.
18.7 MANHOLE COVERS
A. Manhole covers and frames shall be hinged, made of composite fiberglass material manufactured by Virtual Polymer Compounds (VPC) or approved equal.
