STATEMENT OF WORK
Background
The USDA Agricultural Research Service (ARS) operates the Irrigated Agriculture Research and Extension Center (IAREC) in Prosser, Washington, which serves as a hub for research and collaboration in irrigated agriculture, viticulture, soil health, and environmental sustainability. To support expanding research needs, a modular laboratory facility valued at $1 million was procured through federal investment. This unit was intended to provide flexible, modern laboratory space for ongoing and future research projects aligned with federal and state agricultural initiatives.
However, since its delivery, the modular lab has remained non-operational due to the absence of a dedicated electrical distribution system. The lack of power has prevented research staff from utilizing the space, delaying critical research activities and putting the physical integrity of the structure at risk.
To address this gap, a contract is needed to provide the necessary electrical infrastructure that will allow for full activation and use of the modular lab. This work is essential to protect federal assets, meet research milestones, and support the broader agricultural research community.
Objectives The objective of this project is to provide electrical power to a modular laboratory located at the USDA Agricultural Research Service (ARS) facility at the Irrigated Agriculture Research and Extension Center (IAREC) in Prosser, Washington. The modular unit, acquired through a separate $1 million contract, is intended to support critical research in viticulture and soil health.
This contract will deliver and install a fully functional electrical distribution system, enabling researchers to utilize the facility and its equipment to advance federally funded agricultural initiatives. The goal is to make the modular lab fully operational within a timely manner to support immediate and long-term scientific research needs
Scope
The contractor shall furnish all labor, materials, equipment, supervision, permits, and incidentals required to complete the installation of an electrical distribution system. The work includes but is not limited to providing a 120/240V three-phase power system, installing a new meter base, and connecting the power supply to the modular laboratory in full compliance with applicable codes and regulations.
Tasks or Requirements
· Must obtain Developer’s Agreement from the Benton Public Utility District No. 1.
· Conduct an on-site assessment to confirm installation requirements and site-specific conditions
· Design and implement an electrical distribution system that meets the required load for the modular laboratory, providing 120/240V three-phase power
· Install three phase 120/240 volt transformer bank, new meter base, main distribution panel (if required), conduit, grounding system, and other components necessary for safe and functional power distribution
· Obtain and coordinate necessary permits and inspections with local utility and code enforcement agencies
· Ensure compliance with all federal, state, and local electrical codes, as well as USDA ARS site requirements
· Provide qualified, licensed electricians for all electrical work
· Coordinate with USDA ARS facility staff to minimize disruption during installation
· Ensure the system is tested, inspected, and approved prior to final acceptance
· Provide all necessary materials, tools, and equipment
· Ensure site safety and cleanliness during the project
· Maintain communication with the Contracting Officer’s Representative (COR)
· Complete all work within the agreed schedule
· Licensed and bonded electrical contractor with demonstrated experience in commercial or government facility installations
· Familiarity with federal site access protocols and facility standards
Deliverables or Delivery Schedule
· Required Deliverables:
· Completed electrical installation including all hardware and wiring
· As-built drawings showing the completed electrical configuration
· Final inspection and approval documentation from appropriate authorities
· Written certification that the system is safe, code-compliant, and operational
