MULTI-PLATFORM KNOWN DISTANCE RECORD FAMILIARIZATION RANGE
Target Lifter Range Devices (Supply Delivery)
1.0 INTENT
To utilize recently made available resources in land and funding to facilitate training opportunities for specialized weapon crews of the ORARNG by emplacing reactionary targets at extended range to increase lethality skill sets. Oregon Army National Guard is overdue in meeting the training requirements of crew-served weapons training within the state.
2.0 SCOPE
Camp Umatilla requires a long-distance familiarization record target range for enhanced Soldier lethality training of the ORARNG. ORARNG units have crew-served and specialized targeted weaponry but no readily available long-distance ranges to improve rapid-fire and long-distance accuracy skills. Oregon Training Command requires portable reactionary targets emplaced at a known-distance range for record-familiarization training of multiple platforms of assigned crew and special skill weapons.
3.0 MPKDFR Reactionary Target Requirements
3.1 Non-Permanent Emplacement Targetry for the MPKDRFR must be portable in design; meaning, the target lifter mechanism and body will not be permanently affixed to the ground but rather must able to be emplaced or removed by multi-person lift or light material handling equipment, depending on total weight of target lifter. Targetry base components will not be concrete affixed, staked, or otherwise connected to a ground emplacement other than an in-place, set-down, setting. Components of each reactionary target may be separately removed or as a combined component emplacement of the main target base. No ancillary components of the target base will be affixed to the ground but may be an attached component of the target base.
3.2 Reactionary Targetry, whereas able to lift per programmable choreograph sequence or by single command by user-operator of a range control device (paragraph 3.5); and “fall” when impacted by standard Army munition projectile of minimum 5.56mm or larger fired from small-arms weapons to give visual feedback of an affirmative strike of impact from the firer, or fall from the terminus of a timed lift-and-fall pre-determined setting of the range control device.
3.3 Stable Targetry must be durable and secure in non-permanent emplacement (as described in paragraph 3.1) to withstand winds of up to approximately 25 miles per hour (MPH). Targetry must be durable to operate in an austere environment with sand, dust, light rain, moisture, and operate in temperature ranges of 25-125 degrees Fahrenheit, and require minimal maintenance for continuous operation. Targetry must be battery operated and supplied, and have solar (photovoltaic) panel support to supply and sustain battery power operation per target lifter for long-duration operability, approximately 20 hours per day, for an estimated continuous 15 days, including nominal (minimal) cloud cover.
3.4 Radio, or otherwise non-wired connectivity, communication between target lifters and range control device must have strong signal strength to all lifters to at least 2000 meters and must be able to communicate superbly in a dust, wind, and wide-ranging temperature environment (as mentioned in paragraph 3.3). Radio communication must be battery operated and solar (photovoltaic) supported, if needed, to sustain for long-duration operability, approximately 20 hours per day, for an estimated continuous 15 days.
3.5 Range Control Device (RCD) is required to be a late-model device, with components to superbly operate RCD software. RCD is required to seamlessly operate with reactionary target lifters through radio, or otherwise non-wired connectivity, communication. RCD is required to be programmed to a set of sequences as applied by the end user of RCD in individual lifter timed lift, overall duration of total sequence, and specific lift at specific range group, or all targets lifted at one time. RCD is required to record affirmative impact of small arms munitions for shooter score. RCD is required to be able to reproduce shooting sequence scoring via Adobe Acrobat© format to save as a file of this type or reproduced to hard copy (paper) documentation.
3.6 Target Type Requirements:
3.6.1.1 Generic human target silhouette: For Stationary and Double-Stationary Infantry Target; is a generally designed human silhouette unremarkable in definition of human characteristics, basic in outline shape similarly as pictured below. Target silhouettes need not be specifically styled as below but must of standard size and dimension:
Total height – 40.0 in Total width – 19.5 in Head height – 10.0 in Head width – 8.5 in
Non-Proprietary Image, NATO E Style Target Silhouette
3.6.1.2 Generic armored front-view target silhouette: For Stationary Armor Target; is a generally designed armor silhouette unremarkable in definition of an armored vehicle or like characteristics (such as a tank or infantry fighting vehicle, i.e. a Bradley infantry fighting vehicle), basic in a front-view outline shape similarly as pictured below. Target silhouettes need not be specifically styled as below but must of standard size and dimension:
Close Approximate:
Total height – 7.5 ft Total width – 11.0 ft Turret height – 2.5 ft Turret width – 7.5 ft
(Non-Proprietary Image)
3.6.2 Stationary Infantry Target (SIT): The SIT is a single-silhouette (as described in paragraph 3.6.1.1) reactionary (as noted in paragraph 3.2) target lifter.
3.6.3 Double Stationary Infantry Target (DSIT): The DSIT is a double-silhouette (as noted in paragraph 3.6.1.1) reactionary (as noted in paragraph 3.2) target lifter. The DSIT is reactionary individually, whereas, if one silhouette is impacted (as noted in paragraph 3.2), only the impacted silhouette target “falls”, and the second target of the DSIT remains up, unless also impacted (as noted in paragraph 3.2).
3.6.4 Stationary Armored Target (SAT): The SAT is a single-silhouette (as described in paragraph 3.6.1.2) reactionary (as noted in paragraph 3.2) target lifter.
3.7 Quantity of target types with corresponding lifter and target for target type:
Description Quantity each As Described SIT 6 Paragraph 3.6.1.1 and 3.6.2 DSIT 14 Paragraph 3.6.1.1 and 3.6.3 SAT 6 Paragraph 3.6.1.2 and 3.6.4
4.0 TARGET EMPLACEMENT AND TRAINING
4.1 Reactionary target training: Contract awardee will be required to train ORARNG Soldiers of RCD (paragraph 3.5), how to program, use, and be available to answer all questions of operability and capabilities based on known requirements of overall range use. Training should also consist of mitigation and/or fixing of potential problems, errors, or other inoperability problems that could arise during normal and extranormal use.
4.2 Reactionary target set-up and/or installation (emplacement): Contract awardee will be required to, or lead ORARNG Soldiers to, set-up and/or install (emplace) reactionary target lifter and ancillary components listed as required in this document, whichever is least cost and is advantages to the U.S. Government, but as necessary to properly emplace targetry to Known Distance range specifications and range requirements to be operational readiness.
5.0 DELIVERY
5.1 Shipping: Products shall be delivered to:
78798 Ordnance Rd Hermiston, Oregon 97838-9108
5.2 Required Delivery Date: The Known-Distance Familiarization Range must be emplaced, in working order, with trained Oregon Training Command personnel, as soon as possible. Contract awardees must meet described minimum requirements as stated in this document, i.e. emplacement, working order, trained ORARNG personnel, and operational, in the soonest time availability within undisclosed budget parameters.
