About this file

This document is a question and answer (Q&A) file related to a federal contract opportunity for the Woods Creek Fence Removal project. The key details are:

The project involves the removal and disposal of approximately 27,885 feet of range fences on National Forest System lands. The fences consist of 3 or 4 strand barbed wire with either steel or wood posts. Some fencing has been burned or downed trees will need to be removed prior to fence removal. The project start date is May 15th or shortly after. Contractors are responsible for providing a realistic price quote, as the government has not provided a cost estimate or budget. Off-road tracked machinery can be used in some areas, but the Forest Service has concerns about ground disturbance and weed spread, so hand work may be required in certain areas. There are no previous similar contracts available as reference. The contracting agency is the Department of Agriculture Forest Service.

Woods Creek Fence Removal Q&A Is there a cost estimate, budget or ballpark figure for the project listed?

The cost of the project is left up to the company quoting as subject matter experts to give us a realistic price quote.

Is there an actual start date for the project?

The start date will be May 15th or shortly after.

Are any of the materials to be salvaged for re-use?

No, they are to haul out and dispose of all metal (steel posts and wire).

What material are the braces made out of?

The braces are either wood posts or tied to trees.

If there are any wood posts for removal, do we need to haul them away? or can they be cut into chunks and scattered?

All wood posts just need to be scattered. They are pretty much gone anyway.

I assume off-road tracked machinery travel along the fence line is permitted?

Likely not along the entire fence. Forest Service POC will work with contractor for pick/haul out locations but are not cutting roads into or along the fence if we can avoid it. The public loves to follow tracks. Concern with tracked machines is because of the ground disturbance and promoting weed spread. There are areas where it is completely hand work due to the topography.

Can a strip along one side of the fence be cut/cleared for access where possible?

Forest Service POC will work with contractor for pick/haul out locations but are not cutting roads into or along the fence if they can avoid it. The public loves to follow tracks. Concern with tracked machines cutting/clearing and driving is because of the ground disturbance and promoting weed spread. There are areas where it is completely hand work due to the topography.

Are there any metal gates or are they all barbed wire?

They are all wire gates.

Is it possible to see an elevation line for the project area? Or a topographical map of the individual fence segments?

The attached Topo map is of all the fences.

Can we get the exact coordinates to the site?

The northern portions will be at approximately 46.35° N, 111.16° W & the southern portions 46.4935° N, 111.2544° W.

Can you provide Lat/Long for both ends for the two fence lines please?

I don’t have exact Lat/Long for the separate fence locations but the northern portions will be located at approximately 46.35° N, 111.16° W & the southern portions 46.4935° N, 111.2544° W. I attached a Topo Map that may help as well.

Do you have previous contracts we could refer to price fence removal in this rough terrain?

This will be a new contract, so I don't have a previous/similar one.
