CONDITIONS OF THE CONTRACT
C. PROJECT-SPECIFIC CONDITIONS
SPECIFIC TERMS
1. DAMAGE TO PRIVATE PROPERTY
If during the course of the Work provided for hereunder, the Contractor damages private property, the Contractor shall be responsible for correcting the damage and restoring the property or correcting the defect upon the written request from the County to correct the defect or damage.
2. CONSTRUCTION SITE RUNOFF, SITE OPERATOR TRAINING
To ensure NPDES compliance, the Contractor must have and maintain at their expense training certificates issued by the Florida Stormwater Erosion and Sediment Control Inspector Training Program, or equivalent program approved by FDEP for all inspectors he/she is planning to use to provide the services contracted herein. Current copies of certificates shall be provided upon demand at any time during the contract period (if applicable).
3. PERMISSIBLE CONSTRUCTION LOCATIONS
As applicable, all construction shall be performed within County-owned rights-of-way, property, or easements, or as otherwise provided by this Bid Package.

SUPPLEMENTAL SPECIFICATIONS
DIVISION I
Division I section numbers are based upon, and modify, corresponding section numbers in the General Conditions.
The Florida Department of Transportation Standard Specifications for Road and Bridge Construction FY 2025-26 (Standard Specifications), as approved and adopted by FDOT, shall govern all work on this Project, except as modified herein. Division I, General Requirements and Covenants, of the Standard Specifications, is deleted and replaced by the Instructions to Bidders and General Conditions Sections of this Contract, as modified by this Division I. All references to sections or articles of the General Requirements and Covenants Division of the Standard Specifications shall be considered as references to parallel sections of the General Conditions Section of this Contract. COUNTY policy or determinations govern.
The Instructions to Bidders, General Conditions, the Construction Details Division of the Standard Specifications, and the Materials Division of the Standard Specifications shall govern all work on this Project except as supplemented and modified in these Supplemental Specifications. The Standard Specifications and Project plans use English units of measure. References in the FDOT Standard Specifications to the DEPARTMENT shall be considered as references to the COUNTY.
Refer to the Special Provisions and Plans sections following the Supplemental Specifications for project-specific modifications to these Supplemental Specifications and Standard Specifications.

SS-5 PROJECT CONDITIONS
SS-5.4 Existing Utilities
5.4.1 Traffic Signals
When working in the vicinity of a traffic signal, notify the COUNTY Traffic Operations Division a minimum of two workdays in advance of excavation.
SS-7 RESPONSIBILITIES OF THE CONTRACTOR
SS-7.1 Supervision and Superintendence
The following paragraphs are added:
The CONTRACTOR shall have a copy of the Contract Documents available on the worksite at all times.
All work performed and all materials furnished shall be in close conformity with the lines, grades, cross sections, dimensions, and material requirements, and shall be within the tolerance indicated in the Contract Documents. The CONTRACTOR shall not deviate from the Contract Documents without prior written authorization from the COUNTY.
SS-7.1.2 Progress Meetings
7.1.2 Progress Meetings
Attend meetings scheduled by the PROJECT MANAGER to discuss Contract progress, near term scheduled activities, including utility relocations, problems, and their proposed solutions. Submit a three-week planning schedule at each weekly meeting, showing the Contract schedule activities completed in the previous week and planned for the next two weeks. Develop the three-week planning schedule in Gantt chart format from the updated Contract schedule, identifying completed, current and planned activities. Designate all activities that are controlling work items as determined by the currently accepted Contract Schedule. Submit a list of controlling work items with descriptions and locations (as requested by FDOT on its Construction Form #700-010-15) at each weekly progress meeting for review and approval by the County Engineer.
SS-7.2 Labor, Materials and Equipment This article is expanded by the following:
It is prohibited as a conflict of interest for the CONTRACTOR to hire a SUBCONTRACTOR to perform CONTRACTOR quality control when the proposed SUBCONTRACTOR is under contract with Pasco County to perform work on any project described in the CONTRACTOR’S Contract with the COUNTY. Prior to approving a SUBCONTRACTOR for CONTRACTOR’S quality control, the CONTRACTOR shall submit to the COUNTY a certificate from the proposed SUBCONTRACTOR certifying that no conflict of interest exists.
Whenever the County Engineer determines that any person employed by the CONTRACTOR is incompetent, unfaithful, intemperate, disorderly, or insubordinate, the County Engineer will provide written notice and the CONTRACTOR shall discharge the person from the work. Do not employ any discharged person on the project without the written consent of the County Engineer. If the CONTRACTOR fails to remove such person or persons, the County Engineer may withhold all estimates that are or may become due or suspend the work until the CONTRACTOR complies with such orders. Protect, defend, indemnify, and hold the COUNTY, its agents, officials, and employees harmless from all claims, actions, or suites arising from such removal, discharge, or suspension of employees.
SS-7.4 Concerning Subcontractors
SS-7.4.1 This paragraph is expanded by the following:
All proposed SUBCONTRACTORS must be approved by the COUNTY prior to the start of their particular work.
SS-7.7 Laws and Regulations
7.7.2 Discovery of Unmarked Human Burials
When an unmarked human burial is discovered, immediately cease all activity that may disturb the unmarked human burial and notify the PROJECT MANAGER. The PROJECT MANAGER shall contact the Medical Examiner’s Office for the Sixth District of Florida. Authorization to resume work will not be authorized by the PROJECT MANAGER until such authorization is received from the Medical Examiner’s Office or the Florida Department of State’s Division of Historical Resources, whichever holds jurisdiction.
SS-7.10 Safety and Protection
7.10.4 The CONTRACTOR shall provide exclusion devices, (ex. temporary construction fencing, barriers, or channelizing devices) and manpower on site during the cure period of concrete to discourage potential injury to passerby and resultant damage to work.
SS-7.12 Submittals and Samples
SS-9 RESPONSIBILITIES OF THE COUNTY
The following paragraph is added:
9.4 The CONTRACTOR shall be issued three (3) sets of plans and specifications at the time of the Pre-construction Conference. If the CONTRACTOR requires more sets, they shall be produced either by the COUNTY or the CONTRACTOR at the CONTRACTOR’S expense.
SS-10 STATUS OF THE PROFESSIONAL DURING CONSTRUCTION
The following paragraph is added before Article 10.1:
This Article is provided to advise the CONTRACTOR of the authority and scope of the PROFESSIONAL’S responsibility. This Article is not all-inclusive. The PROFESSIONAL’S contract with the COUNTY defines the legal contractual responsibility of the PROFESSIONAL.
SS-14 WARRANTY AND GUARANTEE: ACCEPTANCE OF DEFECTIVE WORK
The title of this Article is changed to: WARRANTY AND GUARANTEE
SS-14.1 The last sentence is deleted.
SS-15 PAYMENT AND COMPLETION
SS-15.8 Final Completion.
The following subparagraph is added:
15.8.1.3 The CONTRACTOR shall be responsible for and maintain all work and the Project area in a safe, clean, and neat manner and condition until it has been completed as a whole and the CONTRACTOR has received written final acceptance from the Director.
SS-17 MISCELLANEOUS
SS-17.8 Pesticides, Herbicides and Fertilizer Application
The text is deleted and the following substituted:
17.8.1 Insecticides and Herbicides: Use products found on the following website, http://state.ceris.purdue.edu/, approved by the Florida Department of Agriculture and Consumer Services. The use of restricted products is prohibited. Do not use any products in the sulfonylurea family of chemicals. Herbicide application by broadcast spraying is not allowed.
Procure any necessary licenses, pay all charges and fees, and give all notices necessary for lawful performance of the work.
Ensure that all insecticides and herbicides are applied in accordance with Chapter 5E-9, Florida Administrative Code. Submit a copy of current certificates to the PROJECT MANAGER upon request.
Ensure that employees who work with herbicides comply with all applicable Federal, State, and local regulations.
Comply with all regulations and permits issued by any regulatory agency within whose jurisdiction work is being performed. Post all permit placards in a protected, conspicuous location at the work site.
Acquire all permits required for aquatic plant control as outlined in Chapter 62C-20, Florida Administrative Code, Rules of the Florida Department of Environmental Protection. Contact the Regional Field Office of Bureau of Invasive Plant Management of the Florida Department of Environmental Protection for proper permits and subsequent approval. If application of synthetic organo-auxin herbicides is necessary, meet the requirements of Chapter 5E-2, Florida Administrative Code.
17.8.2 Cogon Grass: The Contractor shall identify and provide a plan to dispose of any Cogon grass within the project limits/COUNTY right of way. The plan shall be in accordance with the COUNTY Public Works Department’s standard operating procedure for handling Cogon grass.
17.8.3 Fertilizer: Ensure that all employees applying fertilizer, possess a current Florida Department of Agriculture and Consumer Services Commercial Applicator license in accordance with Section 482.1562, F.S. Upon request, submit the current certificates to the County Engineer.
SS-23 PROSECUTION OF WORK.
ARTICLE 23 – PROSECUTION OF WORK
Working hours shall be Monday through Friday, exclusive of COUNTY holidays. The normal day shall be between the hours of 8:00 am to 5:00 pm unless stipulated otherwise in the Contract Documents. The COUNTY will deduct all costs for inspection from fees due to the CONTRACTOR for work authorized beyond normal working hours unless due to an emergency not due to CONTRACTOR operations, or as allowed in the Contract Documents.
23.1 Compliance with Time Requirements
Commence work in accordance with the accepted working schedule and provide sufficient labor, materials, and equipment to complete the work within the time limit(s) set forth in the proposal. Should the CONTRACTOR fail to furnish sufficient and suitable equipment, forces, and materials, as necessary to prosecute the work in accordance with the required schedule, the County Engineer may withhold all estimates that are, or may become due, or suspend the work until the Contractor corrects such deficiencies.
23.2 Submission of Working Schedule
Within 21 calendar days after Contract award or at the preconstruction conference, whichever is earlier, submit to the COUNTY a work progress schedule for the project. The County Engineer will review and respond to the CONTRACTOR within 15 calendar days of receipt.
Provide a schedule that shows the various activities of work in sufficient detail to demonstrate a reasonable and workable plan to complete the project within the Contract Time. Show the order and interdependence of activities and the sequence for accomplishing the work. Describe all activities in sufficient detail so that the County Engineer can readily identify the work and measure the progress on of each activity. Show each activity with a beginning work date, a duration, and a monetary value. Include activities for procurement fabrication, and delivery of materials, plans, and equipment, and review time for shop drawings and submittals. Include milestone activities when milestones are required by the Contract Documents. In a project with more than one phase, adequately identify each phase and its completion date, and do not allow activities to span more than one phase.
Conduct sufficient liaison and provide sufficient information to indicate coordination activities with utility owners that have facilities within the limits of construction have been resolved. Incorporate in the schedule any utility adjustment schedules included in the Contract Documents unless the utility owner and the DEPARTMENT mutually agree to changes to the utility schedules shown in the Contract.
Submit a working plan with the schedule, consisting of a concise written description of the construction plan.
The COUNTY will return inadequate schedules to the CONTRACTOR for corrections.
Resubmit a corrected schedule within 15 calendar days from the date of the COUNTY’s return transmittal.
Electronically submit an updated Work Progress Schedule, for COUNTY’s acceptance, if there is a significant change in the planned order or duration of an activity. The COUNTY will review the corrected schedule and respond within 7 calendar days of receipt.
By acceptance of the schedule, the COUNTY does not endorse or otherwise certify the validity or accuracy of the activity durations or sequencing of activities. The COUNTY will use the accepted schedule as the baseline against which to measure the progress.
If the CONTRACTOR fails to finalize either the initial or a revised schedule in the time specified, the CONTRACTOR will withhold all Contract payments until the COUNTY accepts the schedule.
The costs of the initial and all updates and revisions are included in the price for Mobilization-Lump Sum, or if there is no Mobilization pay item, include in the various pay items in the contract.
23.3 Beginning Work
Notify the COUNTY not less than five days in advance of the planned start day of work. Upon the receipt of such notice, the COUNTY may give the CONTRACTOR Notice to Proceed and may designate the point or points to start the work. In the Notice to Proceed, the County Engineer may waive the five-day advance notice and authorize the CONTRACTOR to begin immediately. Notify the County Engineer in writing at least two days in advance of the starting date of important features of the work. Do not commence work under the Contract until after the COUNTY has issued the Notice to Proceed. The COUNTY will issue the Notice to Proceed within 20 calendar days, excluding Saturdays, Sundays, and Holidays, after execution of the Contract.
23.4 Provisions for Convenience of Public
Schedule construction operations so as to minimize any inconvenience to adjacent businesses or residences. Where necessary, the COUNTY may require the CONTRACTOR to first construct the work in any areas along the project where inconveniences caused by construction operations would present a more serious handicap. In such critical locations, where there is no assurance of continuous effective prosecution of the work once the construction operations have begun, the COUNTY may require the CONTRACTOR to delay removal of the existing (usable) facilities.
23.5 Nighttime Operations and Lighting
Do not perform work during nighttime hours unless authorized by the COUNTY.
Night operations will require adequate lighting.

SS-100 CONSTRUCTION EQUIPMENT, GENERAL REQUIREMENTS.
100-3 Experimental Equipment.
This section is deleted.
SS-101 MOBILIZATION.
This article is revised as follows:
101-1 Description.
This article applies to the Project with the addition that mobilization shall include those operations necessary for the movement of incidentals to and from the Project site. The cost of the final cleanup and demobilization shall also be included.
Delete the last paragraph of this section. Payment for the costs of bonds and insurance will be made under Bid Item No. 1000-2, Bonds and Insurance, Lump Sum (see the General Conditions for the bond and insurance requirements of this bid item).
101-2.2 Partial Payments.
This subsection is deleted.
101-2.3 When No Separate Item is Included in the Proposal.
101-3 Mailbox Relocation.
The CONTRACTOR shall provide daily, temporary access to all existing mailboxes or temporarily relocate the mailboxes. Temporary access, temporary relocation, and/or a temporary mail service scheme shall be to the satisfaction of the U.S. Postal Service and the property owner recipient and shall be subject to acceptance by the COUNTY.
Upon completion of the Project, the CONTRACTOR shall place the mailboxes in a permanent location to the satisfaction of the property owner and the U.S. Postal Service. The installation of all mailboxes shall be in accordance with the latest version of the AASHTO publication, "A Guide for Erecting Mailboxes on Highways," and the servicing office of the U.S. Postal Service.
All costs associated with the removal, relocation and installation of mailboxes required under the Contract shall be included in Bid Item No. 101-1, Mobilization, Lump Sum.
101-4 Job Signs.
The COUNTY shall furnish two (2) 4' X 8' job signs for the CONTRACTOR to install at location designated by the PROJECT MANAGER. The CONTRACTOR shall furnish two
(2) 4" X 4" X 12' pressure-treated posts per sign and any and all required labor, materials, and equipment to install each sign. All signs shall be located outside the roadway clear zone and clear-sight triangle. The signs shall be the property of the CONTRACTOR for the duration of the Project and shall be maintained by the CONTRACTOR to the satisfaction of the PROJECT MANAGER. Upon completion of all Contract work, the CONTRACTOR shall return the signs to the COUNTY.
All costs associated with the job sign erection, location, and removal shall be included in Bid Item No. 101-1, Mobilization, Lump Sum.
101-5 Utility Location Confirmation.
The CONTRACTOR shall verify the horizontal and vertical location of any utilities within the roadway right-of-way at locations designated by the PROJECT MANAGER.
The CONTRACTOR shall excavate around each utility by hand digging and shall use due care to protect each utility.
Utility locations will be verified at locations of potential conflict and wherever an existing utility is to remain as directed by the PROJECT MANAGER. Utilities located beneath the traveled roadway will not be verified at each location. The utility locations will be verified within the first month of the Contract. Any utilities damaged by the CONTRACTOR shall be repaired at the CONTRACTOR'S expense.
The CONTRACTOR shall contact the electric provider(s) to obtain all voltages for the facilities and comply with all clearance requirements.
The CONTRACTOR shall notify each utility owner prior to excavation in the vicinity of the utility. The intent of this work is to determine the accuracy of the utility location information provided to the COUNTY by the utility owners and to further evaluate the potential of utility conflicts with proposed construction at the start of construction.
All costs associated with this work shall be included in Bid Item No. 101-1, Mobilization, Lump Sum.
SS-102 MAINTENANCE OF TRAFFIC. (Also refer to the Special Provisions for particular
MOT provisions regarding this Project.)
102-4 Alternative Traffic Control Plan.
This section is deleted and replaced with the following:
The CONTRACTOR shall be responsible for developing and implementing a Maintenance of Traffic (MOT) Plan that shall comply with this section, any documents incorporated by reference, and the requirements of the COUNTY Traffic Operations Manager. The CONTRACTOR shall not begin any work within or near the
Project limits without an approved Right of Way Use Permit and MOT Plan. The MOT Plan shall address each and every phase or stage of the CONTRACTOR'S construction operations.
The COUNTY shall have fourteen (14) calendar days from the date of submittal of the MOT Plan to either approve the plan as submitted or to return the plan to the CONTRACTOR for correction and re-submittal. If the CONTRACTOR wishes to modify an approved MOT Plan that is in use, the CONTRACTOR shall submit a modified MOT Plan which might be subject to the fourteen (14) day calendar review period.
The information to be shown on the MOT Plan shall include, but not be limited to, the construction to be performed, the existing roadway, the limits of any proposed temporary pavement, all intersecting streets, the width of maintained travel lanes, the dimensions and locations of important geometry features, the location and types of all signs, the location and types of striping, and the location and type of all barricades.
102-5.3.1 Number of Traffic Lanes.
Add the following text to this subsection:
All work to be in compliance with the terms and conditions as outlined within the Project’s Right-of-Way Use Permit without any deviations. In the event that the contractor wishes to reduce lane closures down to a single lane; the contractor will be required to submit a revised Maintenance of Traffic (MOT) plans to the PROJECT MANAGER for approval and written authorization from the COUNTY’S Traffic Operations Division. This includes any reduction from the initial Right-of-Way Use Permit for one-lane operations, on-way operations, detours and road closures.
102-5.6 Protection of the Work from Injury by Traffic.
Substitute the terms “damage” and “damaging” for injury and injurious, respectively.
102-6 Detours.
Detours are only allowed with authorization from the COUNTY Traffic Operations Manager. All parties potentially affected by the detour shall be notified in accordance with the COUNTY Traffic Operations Manager’s direction. Proposed detour plans shall meet the requirements of Section 102. Submit proposed detour plans to the PROJECT MANAGER a minimum of sixty (60) days prior to the proposed date of implementation.
Plan, construct, and maintain detours for the safe passage of traffic in all conditions of weather. Provide the detour with all the facilities necessary to meet this requirement. Where pedestrian facilities are detoured, blocked or closed during work, provide safe alternate accessible routes through or around the work zone meeting the requirements of the ADA Standards for Transportation Facilities. When temporary walkway surfaces and ramps are required to be constructed, ensure surfaces are stable, firm, slip resistant, and kept free of any obstructions and hazards such as holes, debris, mud, construction equipment and stored materials.
102-13.1 Maintenance of Traffic (General Work).
Add the following text at the end of this subsection:
Any costs associated with compliance with the provisions of this section shall be included in Bid Item No. 102-1, Maintenance of Traffic, Lump Sum. Partial payments for Bid Item No. 102-1 shall be a pro-rated portion of the lump sum price over Contract time. The COUNTY has the complete discretion to adjust this calculation based on the quantity and quality of work performed.
SS-103 TEMPORARY WORK STRUCTURES.
This article is deleted.
SS-104 PREVENTION, CONTROL, AND ABATEMENT OF EROSION AND WATER POLLUTION.
104-3 Control of CONTRACTOR'S Operations, Which May Result in Water Pollution.
Add the following text to the end of this section:
Stabilized construction entrances shall be constructed to comply with the requirements of the Storm Water Pollution Prevention Plan (SWPPP) at all points of the Project ingress and egress.
104-9 METHOD OF MEASUREMENT.
Add the following subsections:
104-9.1 Permit Compliance.
The CONTRACTOR shall become familiar with Southwest Florida Water Management District (SWFWMD) Environmental Resources Permit (ERP), Florida Department of Environmental Protection (FDEP), National Pollution Discharge Elimination System (NPDES), General Construction Permit (GCP) conditions, and the SWPPP, which the CONTRACTOR shall provide for this Project. The CONTRACTOR shall also become familiar with all the permits and conditions as contained in these Contract Documents and shall be wholly and singularly responsible for compliance with the conditions and terms contained therein. The CONTRACTOR shall further hold the COUNTY harmless from all consequences resulting from any lack of compliance with the permit conditions.
Payment for this compliance and all other necessary work under Section 104 shall be made under Bid Item No. 1000-1, NPDES Permits, Lump Sum.
104-9.2 NPDES Permit and Compliance.
A National Pollutant Discharge Elimination System (NPDES) permit will be required through the Florida Department of Environmental Protection (FDEP) for the issuance of a Construction Generic Permit (CGP) (http://floridadep.gov/water/stormwater/content/construction-activity-cgp). The sediment and erosion control measures are considered to be the minimum requirements to prevent sediment and other pollutants from leaving construction sites significantly impacting water quality.
The contractor will prepare the NPDES permit application and Stormwater Pollution Prevention Plan (SWPPP) for permitting with the FDEP in order to obtain a “Notice of Intent (NOI)”. The Stormwater Pollution Prevention Plan (SWPPP) to be in accordance with the EPA’s 2017 Construction General Permit (CGP) Publication, FDEP Chapters: 62-25, Florida Statue 403.0885, and any other regulatory permits issued for the project. The SWPPP to depict erosion control measures associated with areas within the project limits; limits of demolition, soil disturbance, clearing or grubbing activities, pipe replacement, material storage, etc. The SWPPP shall have a designated area for signatures by each subcontractor acknowledging NPDES permit requirements for construction activities. It will be the Contractor’s sole responsibility to property train subconsultants and obtain signatures prior to their mobilization at the site.
Upon issuance of the NOI, the contractor shall submit two hard copies of the permits and SWPPP plan to the PROJECT MANAGER (prior to mobilization). During construction it will be the CONTRACTOR’S sole responsibility to inspect and reinstall all sediment and erosion control devices on a daily basis ensuring compliance with the NPDES permit requirements. The Contractor is to furnish and install any additional control measures needed in order to prevent sediment from leaving the Project site throughout the course of construction and as required by the FDEP during construction activities. A copy of the permit and SWPPP plan shall be subject to inspection by the County, FDEP, or inspectors at any given time during construction.
Upon completion of construction all disturbed areas shall be sodded. The site shall be cleaned with all stockpiles and materials removed from the site prior to closing out the NPDES permit with the FDEP by obtaining a Notice of Termination (NOT) for construction activities. Prior to applying for the NOT, the contractor shall properly clean the site and remove all stockpiled areas.
Compensation for erosion control devices, SWPPP plan, inspections and all other work required by the NPDES General Permit including, but not limited to, preparation and submission of the documents as well as all labor and materials required for compliance shall be included in Bid Item No. 1000-1 NPDES Permits, Lump Sum.
Payment schedule for work under Bid Item No. 1000-1 will be as follows: The first payment will be thirty (30) percent on the initial pay request contingent upon acceptance of the Storm Water Pollution Prevention Plan (SWPPP). forty-five (45) percent prorated per month for the remainder of the original contract duration, and twenty-five (25) percent with the final pay request accompanied by proof of submittal of the Stormwater Permit NOT to SWFWMD.
SS-105 CONTRACTOR QUALITY CONTROL GENERAL REQUIREMENTS.
105-1 General
105-1.1 Quality Control Documentation The following is added:

105-3 Quality Control Program
Insert the following after the first paragraph:
Utilize Producers and Personnel pre-qualified by FDOT. Should a Producer or Personnel lose FDOT qualification suspend the affected production or construction operation, Notify the PROJECT MANAGER and do not resume operations until the Producer is re-qualified by FDOT or an alternate pre-qualified Producer is approved by the PROJECT MANAGER. Personnel whose qualification expires or is suspended by FDOT shall not be employed on the project until the individual is re-qualified by
FDOT.
105-4 Producer Quality Control Program
Within this subsection, references to “Department” shall refer to the Florida Department of Transportation, notwithstanding any other provision herein. Provide a statement on the Producer’s letterhead stating the producer’s FDOT plant/facility ID and a statement that all products will be produced in conformance with the requirements of FDOT Specification Section 105.
105-5 Contractor’s Quality Control (QC) Plan
105-5.1 General

110-3.2 Trees to Remain: Add the following text to the end of this section:
Any trees and/or shrubbery located within the right-of-way shall be protected and preserved in accordance with the Pasco County Land Development Code unless otherwise indicated in the Plans. Payment for this work shall be included under Clearing and Grubbing.
110-6 Removal of Existing Structures.
The CONTRACTOR shall be responsible for the removal of existing structures within the proposed right-of-way, which have not been removed by the adjacent property owners and are not otherwise addressed in the Contract Documents. Existing Structures to be removed shall include, but not be limited to, signs of any size not covered by other Bid Items, Footings, Foundations, any and all utility connections to the footings or foundations, any and all existing drainage structures or pipes of any type and size, which need to be removed to facilitate the construction of the
Project. Payment shall be included under Bid Item No. 0110-1-1 – Clearing and Grubbing.
110-6.3 Partial Removal of Bridges.
The following subsection is added:
110-8.1 Removal of Traffic Signs, Signals and Lighting
Coordinate with Pasco County Traffic Operations Division prior to removing existing signs, traffic signal and roadway lighting equipment. Pasco County Traffic Operations will identify those items to be salvaged. Carefully remove, protect, and transport signs and equipment to the location designated by Traffic Operations at no additional cost to the County.
SS 110-10 Miscellaneous Operations
110-10.3 Mailboxes

110-10.4 Existing Guardrail Where no provision for relocation of existing guardrail is provided in the Plans, protect existing guardrail from damage or displacement. Whenever guardrail exists within the limits of construction and construction operations necessitate removal to perform other items of work, the PROJECT MANAGER will direct the Contractor to remove, store and reset the guardrail at the original location or at a location designated by the PROJECT MANAGER.
All costs associated with the removal, relocation, and installation and/or re-installation of fencing in the Project area shall be incidental to the work necessitating removal and resetting guardrail.
110-10.5 Relocating Fences
The CONTRACTOR shall relocate existing fences to the new right-of-way line. Where additional fencing is required, the new fencing shall be the same type and material as that which exists or as designated on the plans. Any fences located within the areas of Temporary Construction Easement (TCE) limits shall be relocated to the edge of the TCE and then relocated to the new right-of-way when construction is completed.
All costs associated with the removal, relocation, and installation and/or re-installation of fencing in the Project area shall be included under Bid Item No. 0110- 1-1 - Clearing and Grubbing, Lump Sum.
SS-120 EXCAVATION AND EMBANKMENT.
120-3 Preliminary Soils Investigation.

The CONTRACTOR shall be responsible for determining to his/her satisfaction prior to the submission of his/her bid, the nature and location of the work, the conformation of the ground, the character and quality of the substrata, the types and quantity of materials to be encountered, the nature of the groundwater conditions, the character of equipment and facilities needed preliminary to and during the execution of the work, the general and local conditions, and all other matters which can in any way affect the work under this Contract. The prices established for the work to be done will reflect all the costs pertaining to that work.
Any claims for extras based on the substrata or groundwater table conditions will not be allowed.

425-1 Description.
Constructed elevations for inlets, manholes, and junction boxes shall not vary more than 0.05+ feet from the grades as shown on the plans and shall maintain the designated direction of flow.
425-2 ADJUSTMENTS OF EXISTING INFRASTRUCTURE (APPLIES TO FDOT FUNDED
PROJECTS ONLY)
The work specified under this section includes the adjustments of existing inlets, valves, signal boxes, meter boxes, manholes, junction boxes, conflict boxes, underdrain inspection boxes, testing ports, cleanouts, shoulder gutter inlets, yard drains, lids, back-of-sidewalk drains, French drain outlets, and similar structures to be raised or lowered to the finished plan grade. The work under this Section must be incidental to the scope allowing for adjustment of existing structures shown as part of the Plans ensuring the covers, rims, grates, lids, or infrastructure is flush with final grade or adjacent elevations (i.e., pavement, sidewalk) and for the satisfactory completion of the work. New infrastructure within the project limits must be constructed in accordance with these specifications, COUNTY Public Infrastructure Branch specifications and details, and Florida Department of Transportation specifications and standard construction details.
The work specified under this Section must include the furnishing and placement of all concrete, reinforcing steel and accessory items, gratings, frames, risers, lids, boxes, covers and any other necessary fittings, and providing plugs and openings in existing structures, as shown in the Plans or as directed by the County Engineer or COUNTY, all forms and false work, all excavation and backfilling around the structure, all labor and materials required to raise incidental infrastructure and restore the work site and affected property and facilities to a condition acceptable to the County Engineer, and the disposal of surplus materials not claimed by the COUNTY. Unless otherwise provided for in the contract documents, all materials disposed of by the CONTRACTOR must be disposed of in areas provided by the CONTRACTOR. All other work must adhere to Section 425 of the FDOT Standard Specifications.
Materials and construction must conform to the requirements of Section 425 of the FDOT Standard Specifications as amended herein, and such additional requirements as may be shown on the Plans, applicable standard drawings of the Pasco County Public Infrastructure Branch, and applicable drawings of the FDOT Standard Plans.
Basis of Payment If applicable, the pay quantity for the work specified under this Section to be included under Bid Item No. 425-2, Adjustment of Existing Infrastructure, Per Each (will only appear if applicable).
425-3.2 Gratings, Covers and Frames.
The first paragraph is revised as follows:
Use “Alt. G” grates and frames. Provide structural steel grates that are galvanized in accordance with the requirements of ASTM A123.
425-7.7 Adjusting Structures.
