United States Department of Agriculture Limited Source/Brand Name Justification
FAR 13.106-1(b)(1) – Simplified Acquisitions
1. Identification of the agency and the contracting activity.
Requesting Agency:
USDA WS C/O PR AG LAB
RD 693 KM 4.0
INT BO HIGUILLAR
DORADO 00646
Contracting Activity:
USDA APHIS MRPBS AAMD
250 Marquette Ave Minneapolis, MN 55401
2. Description of supply or service required to meet the agency’s needs.
Two outboard marine engines and mounting hardware are needed to retrofit an existing 25’ Boston Whaler Challenger model vessel located in Puerto Rico. This vessel is intended for use in the Urban Feral Swine Project underway in Puerto Rico and the U.S.
Virgin Islands as a means of accessing and transporting equipment and personnel to remote areas of the islands otherwise inaccessible by land travel.
3. The rationale or circumstances for limiting competition.
The vessel, once retrofitted, is expected to be used by the program on a daily basis. As such, the anticipated wear-and-tear on the engines and mounting equipment will require regular maintenance and immediate availability of replacements parts and certified repair services on or near the islands. At this time, the outboard engine suppliers and mechanics within the vicinity of the islands only service Yamaha and/or Suzuki brand engines.
4. A description of the market research conducted and the results or a statement of the reason market research was not conducted.
The program received a quote for Yamaha products meeting the specifications from a small business in July 2022. The quote included a fuel/water separator that the program no longer needs and does not include shipping costs to Puerto Rico. Additionally, the quote states that the engines are back ordered for 12 months from the date of order.
Several Yamaha and Suzuki brand engines meeting the minimum specifications and price estimates were found listed on GSA Advantage! However, the mounting hardware and other equipment needed for retrofitting were not available through the same Multiple Award Schedules as the engines, and some pieces were not listed at all.
As the estimated price is above $25,000 and less than $250,000 and there are multiple products commercially available meeting the specification that at least one small business is able to provide, a Request for Quotes will be solicited as a total small business set aside.
5. Estimated price, including all options, if applicable.
One time purchase order priced between $35,000 - $50,000, not including installation/retrofitting services.
6. Recommended source(s).
Interested contractors that can deliver to Puerto Rico and are able to supply products meeting the specifications are encouraged to submit a quote.
Central Florida Yamaha submitted a quote in July (referenced above), and if interested, will need to submit a new quote meeting the published requirements.
