SOLICITATION PR 10817085

QUESTIONS/RESPONSES

Version 1 (Inclusive of all questions so far w/ corrections) Issued August 22, 2016

Corrections are in bold red.

QUESTION 1: FedBiz outlines CLIN 0001 and 0002 as 2080 hours per position. Will you accept quotes reflecting 1920 hours per position based on what DOL and SCA normally stipulates as a work year? 2080 hours normally included 80 hours for holidays and 80 hours for vacation (2080 – 160 = 1920).

RESPONSE 1: Quotes are expected to reflect 2080 hours per position.

QUESTION 2: To confirm, only the 4 requirements outlined are what is expected in a vendor’s response, i.e. statement of explanation, three references, business size, and affirm the PWS and

QASP was read? There is no Technical, Management, Past Performance or Price proposals are required? If so, will instructions be provided?

RESPONSE 2: The requirements mentioned above are what the “apparent awardee should have readily available”. It is not what is expected in a vendor’s response. Please see “Provisions for

Evaluation” in the solicitation.

QUESTION 3: This requirement is for a Base Year (12 months) only?

RESPONSE 3: The period of performance is not to exceed 1 year from contract award date.

QUESTION 4: Can you provide the location, by labor category of each position to ensure the correct SCA labor rate is used by county (locality)? Also, how long has each incumbent employee been on this contract to determine accurate indirect rates, specifically for vacation?

RESPONSE 4: See Attachment A

QUESTION 5: Are Register Nurse I (Occupation Code 12311), Licensed Practical Nurse I

(Occupation Code 12071), and Administrative Assistant (Occupation Code 01020) to be used for pricing purposes? We have seen RN II, LPN II, and Medical Records Technician used predominately in other states, we just want to ensure incumbents do not lose compensation on their current hourly salaries.

RESPONSE 5: See Attachment A

QUESTION 6: What is the current contract number under which this service is being performed?

RESPONSE 6: W912JV-15-P-2149

QUESTION 7: For the Case Managers (2), where will their primary locations be and how often will they travel to other sites?

RESPONSE 7: See Attachment A. Travel – Per section 8 of the PWS travel will only be in the event that it is needed to support a large scale mobilization or demobilization. Any contractor support required at locations other than the locations noted in Attachment A shall be approved by the Contracting Officer in advance.

QUESTION 8: For all incumbent personnel, please provide vacation eligibility (2 weeks, 3 weeks, etc) for 2016 under Wage Determination No.: 2005-2441.

RESPONSE 8: See Attachment A. Due to locality Wage Determination No.: 2005-2436 is also applicable.

QUESTION 9: In the fourth paragraph of the opening description (not numbered), it is stated that the “Contract will be awarded to the contractor whom provides a quote that conforms to the terms and conditions of this combined synopsis / solicitation and meets all the requirements outlined in the performance work statement, provides the lowest price (CLINS 0001-0003) and is determined responsible IAW FAR Subpart 9.104-1.” However, under “Provision for

Evaluation” it is stated that “Award will be made to the responsible contractor (see FAR Part 9) whose quote or offer meets the technical requirements and represents the best value on an "all or nothing" basis. In accordance with FAR Subpart 13.106-1, the Government will consider the following for award in no particular order: Price; Technical acceptability”, as well as “Evaluation will be in accordance with FAR Subpart 13.106-2 and utilize trade off of price for performance at the Contracting Officer's discretion.” We are unclear if the evaluation process is lowest price technically acceptable or best value (FAR Subpart 13.106-2). Can you please clarify the evaluation process?

RESPONSE 9: As stated in the solicitation the Government will consider price, technical acceptability and past performance in no particular order. The contractor must provide evidence of understanding the requirement through either a written quote that addresses PWS requirements or through demonstrated Past Performance on recent and relevant contracts with same or similar scope, giving priority to most recent performances for the Oregon National

Guard. *If the offeror has not previously performed similar contract services for the Oregon

National Guard, the offeror shall provide references for similar services performed, to include contract number, and point of contact information. The offeror must demonstrate in the response the capability to meet the contract requirements through past experience at similar events, either as the prime or major subcontractor, or by identification of key personnel that have past experience in similar events. FAR 13.106-2 allows the contracting officer broad discretion in evaluation procedures.

QUESTION 10: Are companies permitted to submit more than one quote according to included provision 52.121-1, Instructions to Offerors – Commercial, paragraph (e)?

RESPONSE 10: Yes. Offerors are permitted to submit more than one quote.

QUESTION 12: In paragraph 8 of the PWS, the place of performance lists four locations. Is it the government’s intent that all four locations are staffed with personnel on a full time basis?

RESPONSE 12: See Attachment A.

QUESTION 13: Since preference is being given to past performance directly with the

ORARNG, will the Government accept personal past performance from an individual?

RESPONSE 13: The contractor must provide evidence of understanding the requirement through either a written quote that addresses PWS requirements or through demonstrated Past

Performance on recent and relevant contracts with same or similar scope, giving priority to most recent performances for the Oregon National Guard. *If the offeror has not previously performed similar contract services for the Oregon National Guard, the offeror shall provide references for similar services performed, to include contract number, and point of contact information. It is recommended contractors provide evidence which will best support a favorable evaluation to include references, contract numbers and point of contact information.

QUESTION 14: Would the Government please clarify if any of the contract employees are to be located at Salem, Oregon; Medford, Oregon; Bend, Oregon and La Grande, Oregon, or are they all located at the ORARNG Office of the State Surgeon?

RESPONSE 14: See Attachment A.

QUESTION 15: If travel is required to support these four locations, will the Government be providing a separate line of accounting for travel, or is the offeror expected to include travel in

CLIN 0001 and 0002?

RESPONSE 15: Per section 8 of the PWS travel will only be in the event that it is needed to support a large scale mobilization or demobilization. Any contractor support required at locations other than the locations noted in Attachment A shall be approved by the Contracting

Officer in advance. The contract will be modified in the event that travel is required.

QUESTION 16: If the offeror is expected to include a travel estimate, would the Government please provide a historical estimate of how much travel is involved and whether any travel requires overnight stays?

RESPONSE 16: Per section 8 of the PWS travel will only be in the event that it is needed to support a large scale mobilization or demobilization. Any contractor support required at locations other than the locations noted in Attachment A shall be approved by the Contracting

Officer in advance.

QUESTION 17: Is there a page limit or specified format for the Quote?

RESPONSE 17: There is no page limit or specified format.
