About this file

This is a Request to Qualify (RTQ) solicitation packet issued by Miami-Dade County's Strategic Procurement Department to establish a prequalified vendor pool for construction chemicals and protective coatings. The solicitation seeks to create Pool No. RTQ-01954, which will provide construction chemicals and related products (Group A) and industrial maintenance, textured, waterproof, and protective coatings (Group B) to multiple county departments on an as-needed basis. Group A products include adhesives for concrete, epoxies, sealants, epoxy-based protective coatings, admixtures, curing hardening agents, mortars/grouting, and general construction chemicals. Group B products encompass industrial applications, textured and elastomeric coatings, waterproofing, and protective coatings. The solicitation was originally issued December 8, 2021, with a submission deadline of January 7, 2022, and is being recommended for a five-year extension subject to Board of County Commissioners approval. The notice of intent to extend was issued October 15, 2026. Placement in the pool is not a contract but an acknowledgment that vendors meet specified qualifications; prequalified vendors will be invited to participate in future spot market competitions through Invitation to Quote (ITQ) or Work Order Proposal Request (WOPR) processes as needed.

Vendors must meet prequalification requirements including maintaining an equipped office with telephone and email staffed Monday through Friday from 8:00 AM to 5:00 PM, demonstrating recent experience through three references (at least one commercial or government account and at least one from outside Miami-Dade County), and selecting specific product types to offer. Insurance is not required for prequalification. No pricing is requested at this prequalification stage; pricing will be established during future spot market competitions. The County reserves the right to add or delete vendors from the pool as needed and may request additional information to assess vendor responsibility. Spot market solicitations may include provisions such as Small Business Enterprise measures, warranty requirements, liquidated damages, living wage, and insurance requirements. For federally funded projects, certain county clauses do not apply, including local preference, office of the inspector general fees, SBE measures, veteran business enterprise preference, and the first source hiring referral program. The Miami-Dade Public Housing and Community Development Department, which accesses this pool and is federally funded, will have additional exemptions and will require HUD-specific forms and clauses for non-construction contracts.
