About this file

This is a Standard Construction Specification Document and Project Manual for the City of Fort Worth Parks & Recreation Department's Pecan Valley Golf Course Bridge Replacement project (CPN# 105401). The project scope includes demolition and replacement of a 150-foot span pedestrian bridge, installation of 275 square yards of concrete sidewalk, and landscape improvements. Electronic bids are due September 3, 2026, at 2:00 PM CST via the Bonfire Procurement Portal, with public bid opening and reading scheduled immediately thereafter. A prebid conference will be held on-site at Pecan Valley Golf Course on August 18, 2026, at 2:00 PM. Questions regarding bidding documents must be submitted electronically through the Procurement Portal by 2:00 PM on the Friday prior to bid opening. The contract completion time is 274 days from when contract time commences, with liquidated damages provisions for delay. City Council authorization is required for contract award, which will occur within 90 days of bid opening. The successful bidder must execute the contract and return all required documents, including bonds and certificates of insurance, within 14 days of receiving the Notice of Award.

Bidders must obtain prequalification from the City of Fort Worth prior to bid submission, with prequalification applications due at least seven calendar days before the bid opening date. A bid bond in the amount of five percent of the maximum bid price is required with each submission. The City has established a 30 percent Small Business goal for contracts valued at $100,000 or greater, requiring bidders to meet or exceed this goal through self-performance and/or certified Small Business subcontracting participation within Tarrant, Denton, Wise, Parker, and Johnson counties. Contractors must perform work valued at not less than 35 percent of the contract value with their own organization unless otherwise approved by the City. Performance bonds, payment bonds, and maintenance bonds are required. The City reserves the right to reject any or all bids and will award the contract to the lowest responsible and responsive bidder. Nonresident bidders (those whose principal place of business is outside Texas) must comply with Texas Government Code Chapter 2252, which requires their bids to be lower than the lowest Texas resident bid by a specific margin.
