About this file

This document is a submission instructions file for the Texas Department of Criminal Justice (TDCJ) related to a solicitation for the procurement of steel leg irons through a purchase order arrangement. The file provides procedural guidance for respondents participating in the bidding process. Respondents must submit bids electronically through the Euna Procurement (Bonfire) portal at https://tdcj.bonfirehub.com, with all submissions required to be uploaded, submitted, and finalized before the posted due date. The document emphasizes that vendors should allow at least one business day for file uploads due to potential processing delays. Questions or requests for additional information regarding solicitation specifications must be submitted through the electronic bid system by dates specified in the solicitation. All amendments to the solicitation will be issued as public notices through the electronic bid system, and it is the respondent's responsibility to monitor for and obtain any applicable amendments.

Once a respondent completes their submission and receives a "Submission Complete" status notification from Euna Procurement, they are advised to verify that correct content has been provided by accessing their account again. After the close date passes, no opportunity exists to modify submitted documents. The document explicitly states that all responses must be successfully submitted before the due date and time, with final submissions becoming final, conclusive, and irrevocable at that point; no amendments or corrections are permitted after the deadline. Respondents may withdraw and resubmit responses prior to the due date. Technical support for the Bonfire portal is available through email at support.bonfire@eunasolutions.com or via the Euna Procurements Vendor Knowledgebase.

Submission Instructions and Information

1. Submissions must be submitted electronically via the Euna Procurement (Bonfire) portal.

Respondents must register at https://tdcj.bonfirehub.com to access the portal, which supports Microsoft Edge, Google Chrome, and Mozilla Firefox with JavaScript and cookies enabled.

Submissions must be uploaded, submitted, and finalized before the posted due date. Uploading large files may take time, depending on the size and internet speed, so it is strongly recommended that vendors allow at least one business day to complete the process.

2. Any requests or questions for additional information pertaining to the solicitation specifications shall be submitted through the electronic bid system. Requests or questions must be submitted by dates indicated on the solicitation.

3. All amendments will be issued via Public Notice on the electronic bid system. It is the respondent's responsibility to obtain any amendment that pertains to a solicitation. Please check regularly for any posted amendments.

4. If a respondent requests to withdraw a response, the respondent may resubmit, or submit a new response, up until the advertised due date and time. All responses in the possession of the TDCJ at the due date and time shall be deemed final, conclusive, and irrevocable, and no proposal shall be subject to amendment or correction after the due date and time for submission.

It is recommended that once you have completed your final submission and received a notice status of Submission Complete from Euna Procurement, you access your account again and review the documents to verify that the correct content has been provided.
