About this file
This is a Notice of Intent to Award a Sole Source Contract issued by the South Florida Regional Transportation Authority (SFRTA) to Transdev Rail, Inc. for the AT&T Fiber Upgrade Project involving the installation of communications equipment. The project encompasses the upgrade of fiber optic communications infrastructure to support SFRTA's operational and safety requirements across its rail transit system. The sole source procurement approach was selected based on Transdev Rail, Inc.'s existing expertise, established relationship with SFRTA, and technical qualifications specific to the communications equipment installation requirements. The contract represents a specialized service delivery engagement focused on modernizing SFRTA's communications capabilities to enhance system reliability and operational efficiency.
The notice of intent to award serves as formal notification to potential interested parties of SFRTA's decision to proceed with contract award to Transdev Rail, Inc. without competitive bidding. This procurement mechanism is utilized when the contracting agency determines that only one vendor possesses the requisite qualifications, capabilities, or existing system integration knowledge necessary to successfully execute the project. The sole source justification for this engagement reflects Transdev Rail, Inc.'s demonstrated competency in rail communications systems and the technical continuity benefits associated with selecting an incumbent or highly specialized contractor for infrastructure upgrade work.

This description of contractual services intended for award of a sole source is posted in accordance with section 287.057(3)(c), Florida Statutes, and will remain posted for a period of at least fifteen
(15) business days.
Commodity or Service Required:
AT&T Fiber Upgrade Project Installation of Communications Equipment
Description:
The AT&T ASE Fiber Upgrade Project requires installation of communications equipment, power systems, grounding systems, and associated house wiring within active railroad signal houses located throughout the South Florida Rail Corridor (SFRC). These facilities support the continuous operation of signal, communications, dispatching, grade crossing warning, and Positive Train Control (PTC) infrastructure used to safely control the movement of trains on active railroad tracks.
Intended Sole Source:
Transdev Rail, Inc.
Estimated Dollar Amount:
$650,000.00
Justification for Sole Source Acquisition:
The Work required under this project must be performed within energized signal houses that contain operational railroad systems supporting in-service passenger and freight operations. The installation activities include modifications to existing house power distribution, grounding systems, communications interfaces, equipment racks, and associated wiring that directly coexist with safety-critical railroad infrastructure.
Transdev Rail, Inc. is the Authority's current signal and communications maintenance contractor dating back to 2015. They possess unparalleled institutional knowledge of the rail corridor’s mailto:beckerb@sfrta.fl.gov existing wayside architecture, equipment configurations, wiring practices, power distribution arrangements, grounding systems, maintenance records, testing procedures, and site-specific operating conditions. Through its ongoing maintenance responsibilities, Transdev maintains detailed familiarity with each signal house included within the project limits and is responsible for preserving the operational integrity of the infrastructure throughout the construction process. They also hold sole responsibility of troubleshooting and restoring service following signal and communication system failures on the SFRC.
Because the Work must be performed within active facilities supporting live train operations and requires direct integration with infrastructure currently maintained by Transdev, SFRTA has determined that Transdev is uniquely qualified to perform this Work while maintaining operational continuity and minimizing risks to safety-critical railroad systems. No other contractor possesses the same combination of system-specific knowledge, maintenance responsibility, operational familiarity, and immediate access to the existing infrastructure necessary to safely execute this work without introducing operational and safety risks.
Recommended Procurement Approach:
For the reasons stated above, SFRTA intends to award, utilizing the Sole Source procurement method, a contract with Transdev Rail, Inc. for the AT&T Fiber Upgrade Project Installation of Communications Equipment.
Notification of Federal Participation:
A portion of this project is funded by a grant from the Federal Transit Administration (FTA). Any resultant Agreement shall be subject to all federal requirements, rules and regulations.
THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES; AND NO SOLICITATION
IS AVAILABLE.
