About this file
This Scope of Work document outlines a consultant assignment for Ipas Nepal, in partnership with Visible Impact and Nepal Applied Mathematics and Informatics Institute for research (NAAMII), to revise and update an existing Messenger-based chatbot designed to provide digital accompaniment for individuals navigating their abortion journey. The primary deliverable is the development of comprehensive content on safe abortion services for first trimester and at or after 13 weeks procedures, including information on abortion types, medications, certified health facilities, helpline services, and myth-busting resources. The consultant will structure content across three distinct abortion journey phases: pre-abortion decision-making and options, during-abortion personalized guidance and pain management, and post-abortion care including symptom monitoring and contraception information. The assignment encompasses literature review and policy analysis, revision of knowledge bank content, integration of 100-150 frequently asked questions, technological updates to the web-based and messenger chatbot platforms, development of a user-friendly interface in Nepali, and two years of annual maintenance. The project timeline requires completion by December 2026, with deliverables including an inception report, final report with framework and source code, backend orientation, and user guides for administrators and beneficiaries.
The scope includes critical technological components such as integration of privacy protections, data security measures, explicit consent processes, data deletion features, and minimal personal data requirements for registration. Additional technical requirements encompass audio and video integration, a gestational calculator, referral pathways, a performance indicator dashboard, network time protocol synchronization using approved sources, and data breach notification protocols. The consultant will facilitate field testing, conduct periodic coordination meetings with Ipas Nepal and relevant government agencies including the Focal Working Directorate (FWD) and NHEICC for content approval, and ultimately transfer hosting and licensing to NHEICC. No specific pricing information, set-asides, incumbent details, or funding sources are identified in this scope of work document.
