This is a Request for Information (RFI) issued by the City of Cincinnati, Ohio, to assess enterprise resource planning (ERP) and human capital management (HCM) system solutions. The RFI seeks vendor information regarding capabilities, functionality, implementation timelines, and costs for ten functional areas: General Ledger and Financial Reporting, Budgeting (Operating, Personnel, and Capital), Accounts Payable, Accounts Receivable and Cash Receipts, Procurement, Fixed Assets, Human Resources and Personnel Management, Payroll, Time and Attendance for General Government, and Advanced Scheduling for Public Safety. The City, with assistance from Berry Dunn McNeil & Parker LLC, is evaluating whether system efficiencies can be achieved to replace its current CGI Advantage financial suite and Vendor Self-Service platform and its PeopleSoft HR modules. Responses must be submitted as MS Excel workbooks through the City's Bonfire portal by 12:00 p.m. ET on Tuesday, April 23, 2026. The City anticipates hosting informal vendor outreach sessions during the week of April 27, 2026, with selected vendors receiving advance notification. This RFI is intended for information gathering only and does not constitute a commitment to award a contract. Written inquiries regarding the RFI must be submitted through the Bonfire portal by 6:00 p.m. ET on April 15, 2026.
The City requests cost estimates for Software-as-a-Service (SaaS) deployment broken down by software licensing and subscription fees, professional services, hardware, travel expenses, interface development, data conversion, other costs, recurring SaaS fees, and optional services. The City operates with a total approved FY2026 budget of $2.067 billion and serves a population of 314,915 with approximately 7,660 employees (6,560 FTEs). Current operational metrics include 255 funds, 1,199 accounts, 18,387 active vendors, 70,000+ annual invoice submissions, approximately 7,473 W-2 statements annually, and biweekly payroll processing. The City maintains 70 purchase cards in use and processes approximately 2,100 retirements over a two-year period. Financial module users number approximately 312, while Human Capital Management module users total 6,770. The City is governed by Ohio Public Records Laws, and all responses may be subject to disclosure. Vendors must clearly identify any trade secret or confidential proprietary material, with respondents given five business days to pursue legal remedies against disclosure following City notification of public records requests.
