About this file
This statement of work outlines groundwater and gas monitoring services required at two contaminated sites on the Ottawa National Forest in Michigan. The contractor will conduct quarterly sampling at the Robins Pond DDT burial site with 7 monitoring wells and the Duncan Landfill site with 14 monitoring wells and 7 methane gas vents. For each site, the contractor must measure groundwater levels, record field parameters, collect samples from each well without purging, and send samples to a certified lab for analysis of volatile organic compounds, semi-volatile organic compounds, pesticides, metals and landfill leachate parameters. The contractor must also measure methane levels at the Duncan Landfill vents and outside the property boundary. After the fourth quarterly event, the contractor will prepare a draft and final report summarizing all sampling data. The related federal contract opportunity is solicitation number 12444523Q0083 from the Department of Agriculture Forest Service for these groundwater and gas monitoring services at the Ottawa National Forest sites.

Statement of Work Groundwater at the Robins Pond DDT Burial Site And Groundwater and Gas Monitoring at the Duncan Landfill Ottawa National Forest
This Statement of Work provides an outline of the work needed by the United States Department of Agriculture Forest Service at the Robins Pond DDT Burial Site and the Duncan Landfill on the Ottawa National Forest, Michigan. The work will include collecting water samples and sending to a certified laboratory for chemical analysis, gas monitoring at the vents to the landfill and report writing. The work is grouped in four separate overall events roughly corresponding to and separated by calendar quarters and will be subject to weather. The flexibility of the sampling schedule will be negotiated with the COR to avoid months with lots of snow, making the site inaccessible.
Location and Site information Robbins Pond is located in the Ottawa National Forest near Paulding, Ontonagon County, Michigan, in the upper peninsula of the state. The site is located off a one-lane, undeveloped U.S. Department of Agriculture Forest Service (USFS) road 5230, south of Sleepy Hollow Road. It is in the W ½ of the NW ¼ of Section 17, Township 46 North, Range 39 West. The site is in a small, abandoned sand pit approximately ½ acres. The Robbins Pond site has 7 groundwater monitoring wells.
The Duncan Township Landfill is located in the Ottawa National Forest, approximately 5 miles east of Kenton, Houghton County, Michigan, in the Upper Peninsula of the state. The site is approximately 3 ½ acres and is situated approximately 800 feet south of Highway M28, at the end of Forest Service Road 2007. The landfill is in the NW ¼ of the SE ¼ of Section 3, Township 47 North, Range 36 West. The Duncan Landfill site has 14 groundwater monitoring wells and 7 methane gas monitoring points.
ROLES/RESPONSIBILITIES OF GOVERNMENT OFFICIALS AND CONTRACTOR PERSONNEL
Prior to commencement of work, the Contracting Officer or Contracting Officer Representative (COR) will arrange a meeting or conference call with the Contractor to discuss the contract terms and work performance requirements. A work progress schedule shall be developed at this meeting.
Before work starts, preferably at the pre-work conference, the Contractor shall designate, in writing, a person to act for him/her in his absence. The Contractor or the designated representative shall be available (either in person or immediately by phone) whenever work is in progress.
In the absence of the Contractor, the authorized representative shall take actions required to keep the job in progress under the terms of the contract. The presence of the Contractor’s representative or COR on the job shall not relieve the Contractor of responsibility for satisfactory performance.
GOVERNMENT FURNISHED MATERIALS
1) Maps and Directions in electronic format (if necessary, upon request)
2) Previous Sampling and Analysis Plans for Duncan Landfill and Robins Pond
3) GIS site shapefiles
SPECIFIC TASKS
The Contractor shall plan/prepare for the sampling events and arrange for required laboratory analysis. All field equipment and supplies necessary for sampling and transport of samples to the lab are the responsibility of the Contractor. The Contractor shall not initiate any other tasks not specifically identified in this SOW. Prior to each round of sampling, the contractor shall give the Forest Service a minimum of two weeks’ notice prior to starting sampling work. Contractor shall mobilize to the Robins Pond Site and Duncan Landfill Site for each sampling event outlined below (Tasks 1a/1b – 4a/4b) and collect samples as designated in Table 1.

Task 1a – 1st Quarter Groundwater Monitoring at Robins Pond DDT Drum Burial Site
During the first quarter sampling event, the contractor shall initially measure and record groundwater elevation in each of the wells, then purge the well as if sampling were taking place, recording temperature, pH, and dissolved oxygen. Allow an approximate 2-hour recharge time. A second set of water levels will be measured after recharge. Groundwater samples will be collected without a second round of purging from all wells at the site (unless the well is dry) and sent to a lab certified by the State of Michigan. All sampling and handling procedures shall follow SW-846 methods. Proper sample preservation and hold times must be adhered to. The following USEPA lists of constituents will be monitored for:
1) Target Compound List for VOCs
2) Target Compound List for SVOCs
3) Target Compound List for Pesticides
A level 3 laboratory data package shall be obtained from the laboratory which includes the analytical raw data and copies of the chains of custody. After analysis is completed, samples are to be disposed of by the laboratory.
