About this file
This justification document approves a sole source procurement of Axis security cameras and accessories from the Army Contracting Command at Redstone Arsenal. The procurement includes 252 Axis video surveillance cameras to replace end of life units, as well as installation kits, memory cards, tools, mounts and other accessories. The justification cites the John S. McCain National Defense Authorization Act prohibiting certain chipsets, and notes Axis is the only brand certified as compliant that is also compatible with the existing video security system. Only the contracting office's IT staff are certified to work on and maintain Axis cameras. The approval is granted pursuant to the statutory authority of 41 U.S.C. 1901 as implemented by FAR 13.501.

2. Description of Action:
This is for a new requirement This will be a firm fixed price contract This Funding will Army Working Capital
3. Description of Supplies/Services: Program/Equipment: Purchase of a total of 252 AXIS video surveillance cameras for replacement of units that have reached end of life.
In addition, the purchase will include 2 installation kits, 150 SD memory cards, 6 screwdrivers, 10 camera mounts, 25 conduit black boxes, 25 junction box plates, 61 surge protectors, 100 injectors, 32 mounting kits, 62 pendant mounting kits, 19 corner mounting kits, 6 extender kits, 4 mounting brackets , 4 zoon bispectrality cameras and 32 camera housings.
4. Authority Cited: 41 United States Code 1901 as implemented in Federal Acquisition Regulation 13.501(a)(1)(ii), sole source (including brand name) under the authority of the simplified procedures for certain commercial items.
5. Reason for Authority Cited: The purchase of Axis cameras is required due to new building security requirements, staffing shortages, aging equipment and IT best practices. If the depot were to purchase another vendor’s product there is a high probability that they would be prohibited by H.R.5515 - John S. McCain National Defense Authorization Act prohibiting the purchase of equipment containing certain chip sets. Currently, Axis is the only brand certified as meeting HR.5515 requirements that is also compatible with the video security system in place at the depot. CCAD IT’s network team currently has two personnel that are certified to work and provide maintenance on Axis cameras. Due to Cisco ending firmware and security updates for their cameras, the depot has begun to phase them out by replacing them with Axis cameras.
6. Efforts to Obtain Competition: For FAR Part 13 actions, the public display and synopsis requirements of FAR 5.101 and FAR 5.203 apply and will be followed. Quotes will be accepted from all distributors capable of furnishing the Axis model cameras.
7. Actions to Increase Competition: This action is for the one time purchase of these cameras. Market research will be performed for all future actions to determine any other manufacturer’s products will be compatible with the Governments security system.
8. Market Research: Market research conducted by both the Security Division and the IT networking team. Extensive market research identified six (6) sources capable of

furnishing the required supplies that are compliance with House Resolution 5515 (H.R.5515) - John S. McCain National Defense Authorization Act prohibiting the purchase of equipment containing certain chip sets. This market research was conducted for the purpose of identifying capable products in the marketplace, determining estimated costs, and delivery lead time associated with the purchase of the security cameras and associated equipment.
