About this file
This sole source justification document and related federal contract opportunity describe a contract awarded by the Federal Emergency Management Agency. The contract is for American Sign Language and Communication Access Real-time Transcription services in support of Federally Declared Disaster DR-4753-RI in Rhode Island. The justification cites that Partners Interpreting was the only licensed and approved vendor identified by the Rhode Island Commission for the Deaf and Hard of Hearing that could meet the technical requirements and had an active SAM registration at time of award. FEMA determined the pricing from Partners Interpreting of an unknown amount to be fair and reasonable based on comparison to an independent government cost estimate and historical data. The contract was awarded on February 5, 2024 under solicitation number 70FBR124P0000018.
