About this file
This is a Market Survey issued by the Defense Logistics Agency (DLA) Maritime-Mechanicsburg for a potential 5-year Indefinite Delivery Indefinite Quantity (IDIQ) contract. The survey is soliciting information from potential suppliers regarding a TEST, FLASH POINT item (NSN: 6625 014726783, PN: FLNAV/ENDH8), with PETROLAB LLC (CAGE 0DRR8) currently identified as the approved company. DLA is specifically seeking alternate products that possess the same form, fit, and function and are functionally compatible with all existing components of the weapons system. Respondents must return completed surveys by the closing date specified in the Sources Sought Notice to Contract Specialist Giovanna Poppleton at Giovanna.poppleton@dla.mil.
The survey requests detailed information across multiple categories including product availability, commercial item classification, pricing, delivery capabilities, company structure, and cost/pricing data capabilities for contracts exceeding $750,000. Key inquiries address whether the item is catalog/price listed, acceptable quantity ranges, normal delivery timelines, FOB terms preferences, inventory maintenance, minimum order quantities, and willingness to accept option years with Economic Price Adjustment clauses tied to Producer Price Index. Additional sections require commercial item substantiation through evidence of sales to commercial accounts, warranty information, price lists, catalogs, or web links demonstrating commercial availability. The survey also addresses manufacturing capabilities, dominant materials composition, parent company relationships, and subcontractor structures relevant to cost or pricing data requirements.
