Source Selection Information – See FAR 2.101 and 3.104 installation is estimated to be . Once ordered, the mats will take approximately five (5) months from production to installation. Delivery and installation are anticipated by end of May 2023.

Describe in detail why only this source can furnish the requirements to the exclusion of other sources.

(what specific characteristics of the supplies or services limit the availability to a sole source (e.g., unique features, function of the item, etc.)?)

Resilite Classic mats are found to provide the safest surface for impact and injury protection. Every student at the USNA will be on the mats for their Physical Education (PE) classes during their freshman and junior years.

The classic mats meet or exceed the required ASTM 355 impact test, of which measures the impact attenuation of surface systems and materials, specifically the peak impact acceleration (impact shock). The closed-cell rubber nitrile foam core is the longest-lasting foam available in the commercial marketplace and one of the most shock-absorbing foams for its thickness. The requested mats are treated with Microban, an antimicrobial ingredient that resists the growth of bacteria and fungi, which protects the users from infections. The requested mats are painted on both sides which extends the life-cycle of the mats. In addition, the new Resilite Classic mats are required to work in coordination with the remaining Resilite product currently installed.

The supplies or services must be compatible in all aspects (form, fit and function) with existing systems presently installed/performing. Describe the equipment/function you have now and how the new item/service must coordinate, connect, or interface with the existing system.

The existing mats remaining onsite are a Resilite product and the new mats must work in coordination with the existing product. The Lejeune Hall wrestling room is uniquely shaped and therefore each mat must be produced in the manufacturer’s warehouse and installed, cut and shrunk to size in the Lejeune Hall wrestling room during the custom installation. The replacement mats must be compatible in form, size, color and durability to match the existing mats that will remain as is.

These are "direct replacement" parts/components for existing equipment.

As stated previously, the requested new Resilite Classic mats are a direct replacement of the Resilite Classic mats currently installed. In order for the new mats to work in coordination with the existing mats, the new Resilite mats must be customized to fit the exact spaces of the mats being replaced, which will require custom production from the manufacturer, Resilite Sports Products, Inc. In addition, the color and images must be exact replicas of the existing mats and once the mats are delivered, they must be cut and shrunk onsite to fit correctly.
