About this file

This is a technical specifications document for the Livermore Amador Valley Transit Authority (LAVTA) Cloud-Based Transit Signal Priority (TSP) Solution project, involving the Cities of Livermore, Dublin, and Pleasanton, California. The project scope includes furnishing, installing, integrating, and testing new traffic signal controllers, controller cards, firmware, and NTCIP 1211-compliant TSP modules at 67 designated signalized intersections across the three jurisdictions. Work also includes removing existing queue-jump equipment such as blank-out signs, bus signal heads, and static signs, while preserving existing GPS/radio equipment and cabling for future Emergency Vehicle Preemption (EVP) use. The contractor is responsible for acquiring all necessary building and encroachment permits from each city, obtaining business licenses, providing construction surveys in accordance with California Department of Transportation standards, and coordinating with LAVTA to ensure uninterrupted bus and vehicular operations. Construction activities are restricted to 9:00 a.m. to 3:00 p.m., Monday through Friday, unless otherwise approved in writing by LAVTA. The contractor must submit a detailed construction schedule at least 10 working days prior to mobilization that includes planned cabinet access dates and times, traffic signal modifications, and temporary traffic control measures.

All new traffic signal controllers must be Commander Advanced Transportation Controllers by Cubic Transportation Systems or approved equivalents, running Scout software version 85.5 or later and conforming to NTCIP 1202 v03 and NTCIP 1211 v02 standards. The contractor bears all costs associated with equipment procurement, proper transport, installation, configuration, and integration, with payment for construction surveys, as-built documentation, permits, and temporary traffic control planning included in other bid items with no separate compensation. The contractor provides a three-year warranty from the date of Substantial Completion covering all TSP-related components, including repairs or replacements for defects in materials and workmanship, excluding damage from events outside the contractor's control, normal wear and tear, improper operation, or unauthorized modifications. Liquidated damages of $3,600 per calendar day are assessed for delays exceeding the contract time. All work must comply with the 2025 Caltrans Standard Specifications and Plans, City of Dublin, Pleasanton, and Livermore standard specifications and details, with special provisions taking precedence over conflicting language in the technical specifications.

LAVTA Cloud-Based TSP Solution - Technical Specifications

The Technical Specifications consist of the 2025 Caltrans Standard Specifications and as modified by the following special provisions.

The Standard Specifications can be downloaded at:

https://dot.ca.gov/programs/design/2025-ccs-standard-plans-and-standard-specifications

The work embraced herein shall be done in accordance with the Contract Documents: the bid book, these special provisions, the project plans, the California Department of Transportation Standard Specifications dated 2025 (as revised) and Standard Plans dated 2025,, the City of Dublin Standard Plans (available at https://www.dublin.ca.gov/341/Standard-Plans), the City of Pleasanton Standard Specifications and Details (available at https://www.cityofpleasantonca.gov/assets/our-government/public-works/engineering/standard-details-2024.pdf) and the City of Livermore Standard Specifications and Details (available at https://www.livermoreca.gov/departments/community-development/engineering/standard-specifications-details/-folder-2080).

Each special provision begins with a revision clause that describes or introduces a revision to the Standard Specifications. A reference to a Standard Specification heading is only made when modifying the section and is not a comprehensive listing of the sections which apply to the project. All sections apply to the project. Sections which are not deleted, added, or modified by the special provisions remain as written. Any modification to a section does not change the rest of the section.

Any paragraph added or deleted by a revision clause does not change the paragraph numbering of the Standard Specifications for any other reference to a paragraph of the Standard Specifications.

Any reference to a State Agency or officer shall be interpreted as if the corresponding LAVTA agency officer acting under this contract were so specified.

Any reference to contact information for the State shall be interpreted as if the corresponding LAVTA contact information were so specified. Should there be any question as to what the corresponding information would be, contact LAVTA for determination.

The General Conditions & Instructions to Bidders and Special Provisions take precedent over any conflicting language in the Technical Specifications.
