FAA sUAS ASR Siting Charlotte, North Carolina and Richmond, Virginia Woolpert was contracted by the FAA through the TSSC vehicle to support AJW terminal engineers performing a 3D siting of future Airport Surveillance Radar (ASR) infrastructure to be installed at Charlotte Douglas International Airport (CLT) and Richmond International Airport (RIC). Traditional approaches included inefficient and unsafe methods of visually collecting digital photography while suspended in a bucket or from a helicopter. Woolpert proposed and performed 360-degree, high-resolution panoramic photography from a sUAS, from the precise 3D location for which the ASR was designed.
The imagery was processed using photogrammetric techniques to develop an orthorectified image projected in a 360-degree ring around the focal point, versus rectifying imagery on the surface of the earth. The ortho image provided a high-resolution, spatially accurate image enabling accurate obstruction analysis and measurement of features on the horizon. The values of the FAA mission included access to more accurate and resolute data than ever utilized previously, mitigation of field staff safety risks, and cost savings of the estimated 11 man-days.

The program began stakeholder engagements across the organization’s key departments, at FLL and HWO. The information and feedback resulted in a Concept of Operations (CONOPs) drafted to provide procedures for project planning, communications, technology and safety equipment requirements, and FAA coordination.
The most critical component of the first phase of the integration program was unlocking the permissions to operate UAS in the controlled airspaces of FLL and HWO. Woolpert coordinated with local ATC, BCAD, TSA, and ATO Eastern Service Center to successfully establish geographic zones with strict altitude limitations under and FAA LAANC Airspace Authorization for 12-month duration. With the close collaboration with BCAD, Woolpert's pilot-in-command (PIC) successfully completed UAS missions (on-airport) for construction monitoring, traffic analysis, bridge inspection, topographic mapping, and obstruction analysis. The missions conducted under Woolpert’s Airspace Authorization provided the foundation for BCAD to expand their own UAS program in capability, technology, and efficiency.

There are four significant research questions to support the development of tools and methods, and considerations for using sUAS in this application:
1) What commercially available sensor type(s), platform(s), software, and firmware are best to support sUAS FOD detection? 2) What method of real-time notification of identified FOD is most effective and deployable for sUAS missions? 3) What current, or emerging technologies support FOD detection conforming to regulations to detect and manage FOD? 4) What modifications are needed in training, IT systems, and procedures to support human-in-the-loop (HITL) decision-making to optimize the sUAS FOD detection capabilities?
The purpose of the research is to answer the four research questions by investigating sUAS-based FOD detection on airport surfaces.
