Brand Name Justification
Western Area Power Administration
FAR 13.106-1(b)(1), Simplified Acquisitions
PR #22WA144806
1. Identification of the agency and the contracting office.
Western Area Power Administration, Sierra Nevada Region
114 Parkshore Drive, Folsom, CA 95630
2. Description of supply or service required to meet the agency’s needs.
Five (5) each of the Viavi Solutions Inc. TB5800 Configurator that includes part numbers TB-5882-
PUALL, E4146QUAD-PM-PC and FBP-SD101.
3. The rationale or circumstances for limiting competition.
The field technicians are trained and experienced in using the existing Viavi Solutions TB5800
Configurator. The TB5800 Configurators are handheld and ergonomically designed for testing in a short period of time. The manufacturer’s equipment is fully compatible and interchangeable with our current equipment purchased in the past and has performed well in the past with easy operability.
The TB5800 are currently in use throughout the WAPA footprint. The meters run head-to-head tests that communicate with existing WAPA owned TB5800. Continuing to purchase these units allow the technicians from local or other areas to work seamlessly on complicated testing procedures.
Adding a different manufacture would only increase the level of needed training and require WAPA to purchase more proprietary software and testing units to replace the current TB5800s.
The new test equipment uses the same software as the old equipment. New data files can be easily imported into the program and merged with older test files to produce test records in the same format for ease of data analysis.
This is an emerging WAPA-wide standard for network configuration and testing. EEC technicians currently use this product in other WAPA regions for testing networks and maintaining network test records. This tool has greatly reduced the time it takes for technicians to properly test networks and supports interfacing with the most common network test sets, providing standardization in both testing and reporting for a variety of network brands and models.
The equipment is fully interchangeable and fully compatible with our other TB5800 Configurator test equipment. This includes using the same software as the current TB5800 Configurator so that new data files can be easily imported into the existing software data sets for producing test records and analyzing asset health.
4. A description of the Market Research (MR) conducted and the results or a statement of the reason MR was not conducted.
Market Research was conducted with Viavi Solutions products over the past several years to obtain a solution that is very efficient and reliable. The Viavi TB5800 Configurators have been working satisfactorily for the WAPA/SNR environment.
Viavi Solutions was contacted for a rough cost of the equipment determined to be appropriate for the need. No other market research was completed because we require the specific brand and model for reasons described above.
5. Price estimate, including all options, if applicable.
Estimated PR value is $131,792 for QTY 5 of each of the following part numbers:
TB-5882-PUALL $17,095.50
E4146GUAD-PM-PC $6,970
FBP-SD101 $1,650
There is also a material cost surcharge of $3,214.44
