DOL OFFICE OF JOB CORPS NATIONAL STAFF COMPENSATION REPORT
General Information. Job Corps Regional Offices will supply this report to organizations that request RFP's for the issuance of new Center Operations Contracts. The purpose of the report is to provide consistent information to all offerors concerning the Department of Labor's expectations concerning the compensation rates it deems to be reasonably competitive for most of the staff positions that are found at a Job Corps center. If an offeror has what it believes is more accurate information about locally competitive compensation rates or has what it believes is a more effective and productive approach to staff compensation, there is no requirement that it use the information provided in this report. However, the offeror should in these cases be prepared to explain the basis for the staff compensation levels that are reflected in its proposal.
Position Titles. The position titles that are covered by this report are found in the "position_titles" sheet. Each position title has been assigned to one of 10 different pay groups. Pay group 1 contains the lowest compensated positions and pay group 10 consists of the highest compensated position (Center Director).
Pay Group Compensation Rates. The compensation rates for each pay group are provided on the "center_table" sheet. Information is provided separately for the first contract year and the second contract year. For both of the two base years, the "center_table" sheet provides a "Midpoint for Use in Budgeting" for each pay group. This information includes both an annual salary amount and an annual benefits amount plus a total. For budgeting purposes, reference should be made to the total of salary plus benefits. Offerors have wide discretion in terms of how total compensation breaks down into salary versus benefits. In this regard, the Department's expectations concerning staff compensation levels focus on the total package of salary plus benefits and is not necessarily concerned with the split between salary and benefits.
Low/High Salary Ranges. For each one of the 10 pay groups, both a low end and a high end are displayed as background information only. The Department's compensation expert recommendeds that the low end salary levels would be appropriate for inexperienced new hires or appointees and that the high end salary levels would be appropriate for fully experienced and highly qualified top performers. The display of the low/high ranges is to reinforce the point that formulation of center budgets using compensation mid-points in no way implies all staff members in a particular position should receive the same salary.
Adaptation of the Report to a Specific RFP. Regional Offices must adapt the report to a specific RFP by entering relevant information in three cells on the "center_table" sheet. These are the green-shaded cells labelled: a) Name of Center Under Procurement; b) Geographic Adjustment Factor; and c) Planned Start Date of New Contract. The geographic adjustment factors for all centers are provided in the "geo_adjustmt_factors" sheet; so it is a simple matter to look up the factor that applies to the center that is under procurement. Also note that the entry for new contract start date is used to calculate the inflationary increase that must be applied to the original salary table that was provided effective 01/01/2006
