19GY2020Q0011 Questions and Answers

A. The email provided in the solicitation, GeorgetownGSOProcurementDL@state.gov, is restricted to authenticated senders. Is there a means by which @ses-gs.com based emails can become authenticated to send email to the referenced email address? I don’t know of any restriction.

B. The solicitation states response are due July 6, 2020. Is email an acceptable way to submit responses to the solicitation? No, please submit by post to the address in the 1449.

C. The solicitation also states pricing should be provided in Guyanan dollars. Will the USG accept quotes in US Dollars. No, please quote in Guyanese dollars.

D. The solicitation mentions a site survey on June 12, 2020. Given there were only eight (8) days from the June 4 date on the solicitation to the June 12 site survey, is the USG’s expectation that only local providers will respond to this solicitation? Yes, we are not aware of anyone capable of providing this service except for Guyanese companies.

E. Is there a defined, finite period within which the USG will accept questions regarding the solicitation? This information is included in the solicitation documents.

F. Earlier there was mention on beta.sam.gov that the USG will also issue a solicitation for satellite-based internet services to the US Embassy in Georgetown, Guyana. Can you provide the expected release date of the solicitation for satellite-based internet service? No, we have no plans to utilize satellite-based internet service.

G. Thank you for your response. I do have a few follow up questions regarding solicitation Number 19GY2020Q0011 Internet Services (US Embassy Georgetown, Guyana). The solicitation and your email states offerors “must be an internet service provider within Guyana or a licensed reseller with local representation.”. Yes, that is correct. You would need to be a licensed provider of internet services in the country of Guyana.

H. Question: do potential bidders need to be licensed by the government of Guyana, the US Government, or is licensure by the original equipment or service provider acceptable? In order to be compliant with the solicitation requirements, you would need to be a licensed provider of internet services in the country of Guyana. The embassy is not seeking satellite-based internet solutions.

Question: The solicitation states the USG will pay for service in Guyana dollars. Is that firm or can the awarded contactor request payment in US dollars? Guyanese dollars

Question: Are there any local (Guyana) regulatory requirements that could prohibit a US registered company licensed to resell? We cannot answer for the Guyanese Government other than to say all vendors must be licensed/compliant with Guyanese regulations.
