About this file

This document is an Invitation to Bid (ITB 066) for aviation fuel procurement by the Ohio Department of Transportation (ODOT) for the Don Scott Airport. The solicitation is exclusively for ODOT and does not include quantities for any political subdivisions, with direct communication channels established through Deborah Sauer in the Fiscal Office and Burl Cole, the Aviation Maintenance Superintendent.

The contract will be for two years, beginning on the date of award and ending June 30, 2026, with the option to renew for two additional two-year terms. ODOT anticipates annual purchases of 50,000 gallons of 100LL Aviation Gasoline and 60,000 gallons of Jet A Turbine Fuel, both meeting specific ASTM specifications. The award will be made to the lowest responsible bidder submitting the lowest gallon differential, with pricing to include all federal taxes and transportation charges. The vendor's pricing must maintain a competitive relationship with the Ohio market area, with the gallon differential remaining firm for the contract term except for government-regulated changes. Delivery will be made in full transport truck lots to the Don Scott Airport, with specific requirements for truck cleanliness, fuel sampling, and dedicated product transport.
