Justification and Approval (J&A) for Other Than Full and Open Competition
FOR OFFICIAL USE ONLY
March 2018 FOR OFFICIAL USE ONLY Page 2 of 5
I. Contracting Activity.
United States Air Force
AFSC OL:H/PZIMA
6038 Aspen Ave, Bldg 1298 Hill AFB, UT 84056-5805 Contracting Officer: Brian Goodrich
II. Nature and/or description of the action being processed.
A. Upon approval to use other than full and open competition procedures, the Air Force will award a new five (5) year Blanket Purchase Agreement (BPA), in accordance with FAR 13.303, to procure the following product: The requirement is to provide the Ogden Air Logistics Complex (OO-ALC) at Hill Air Force Base (AFB) with eStrip GPX Type VII starch-g-acrylic blast media, a proprietary blend of blast media. The requirement is also for the contractor to recycle used Type VII blast media. Type VII blast media is used to strip paint from various airframes and ground support equipment and is considered a commercial acquisition.
The BPA will be awarded to:
Midvale Industries, Inc.
6310 Knox Industrial Dr Saint Louis, MO 63139 Cage Code: 0B347
B. This acquisition will utilize a Firm Fixed Price (FFP) arrangement for an amount not to exceed
C. The estimated award date is April 2020. The total period of performance (PoP) will be five (5) years from date of award.
D. Type J&A: Individual
III. Description of supplies/services required to meet agency needs.
A. The supply required is eStrip GPX Type VII starch-g-acrylic blast media. Type VII blast media is used to strip paint and corrosion from various airframes and ground support equipment maintained by the OO-ALC. eStrip GPX Type VII starch-g-acrylic blast media conforms to Military Specifications (Mil-Specs) as directed by Technical Orders within the Qualified Products List (QPL) established and approved by the Air Force Research Laboratory (AFRL). The Mil-Specs define the performance and manufacturing characteristics of the products required. This acquisition requires the use of Type VII blast media that meets the requirements of Mil-85891A Amendment 2. The acquisition also requires the contractor to pick-up, ship, and recycle used Type VII blast media. In order for a contractor to recycle used blast media they must have a recycling program that has been approved by Hill AFB Environmental Office.
B. It is estimated that over 5 years 360,000 pounds of eStrip GPX Type VII starch-g-acrylic blast media will be needed which equates to roughly in product and recycling costs. The total dollar limitation of the 5 year BPA will accordingly be set at Due to the inventory space limitations of the OO-ALC, the media must be purchased as needed with a just-in-time type delivery. The contractor will be required to deliver the media within 5 business days of when each order is issued. Below is a breakdown of the estimated quantities required and dollar amounts for each year.
Year Quantity Blast Media Recycling Total Estimated Amount Estimated PoP
Year 1 72,000 lbs Apr 2020 - Apr 2021
Year 2 74,200 lbs Apr 2021 - Apr 2022
Year 3 76,400 lbs Apr 2022 - Apr 2023
March 2018 FOR OFFICIAL USE ONLY Page 3 of 5
Year 4 79,000 lbs Apr 2023 - Apr 2024
Year 5 81,100 lbs Apr 2024 - Apr 2025
Total 382,700 lbs Apr 2020 - Apr 2025
C. This requirement will be funded with 4930 Depot Maintenance Activity Group (DMAG) working capital funds.
Funding will be provided from the requiring organization of the OO-ALC with each order that is issued.
D. Approval request is for more than one year. There are no feasible actions that can be taken to promote competition during the period of the acquisition as described in Section V of this document.
IV. Statutory authority permitting other than full and open competition.
A. 10 USC 2304(c)(1), as implemented by FAR 6.301-1(a)(2) - Only one responsible source and no other supplies or services will satisfy agency requirements.
V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).
A. The Air Force Research Laboratory (AFRL) establishes the Qualified Products List (QPL) by certifying blast media offered by companies meet the required Mil-Spec for each Type of blast media (including Types II, III V, VII and VIII blast media). The only company approved by the AFRL and listed on the QPL for meeting Mil-85891A Amendment 2 for Type VII blast media is Archer Daniels Midland Company. Archer Daniels Midland Company produces a proprietary blend of Type VII blast media called eStrip GPX Type VII starch-g-acrylic blast media. However, Archer Daniels Midland Company does not sell eStrip GPX Type VII starch-g-acrylic blast media directly, they utilize various distributors throughout the United States. Midvale Industries, Inc. is Archer Daniels Midland Company's exclusive authorized distributor of eStrip GPX Type VII starch-g-acrylic blast media for the region that encompasses Hill Air Force Base.
B. Due to the lack of other sources of Type VII blast media that conform to Mil-85891A Amendment 2, have been approved by the AFRL and listed on the QPL, and the lack of adequate substitute that meets these same requirements, Midvale Industries Inc is the only source of Archer Daniel Midland Company's eStrip GPX Type VII starch-g-acrylic blast media that will satisfy the agency's requirement for Type VII blast media.
C. In order for a contractor to recycle used blast media they must have a recycling program that has been approved by Hill AFB Environmental Office. Midvale Industries Inc is the only vendor with a recycling program approved by the Hill AFB Environmental Office. The Hill AFB Environmental Office will only evaluate the recycling program(s) of potential vendors. The program manager reached out to all vendors listed on the QPL and none of them were willing to recycle another vendor's media. Since Midvale Industries is the only vendor capable of providing Type VII media to Hill AFB, there are no additional recycling programs to be evaluated by Hill AFB Environmental Office.
VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.
A. The program manager reached out to eight (8) vendors listed on the QPL for various Types of blast media. However, it wasn't until vendors responded to the Sources Sought Synopsis (FA8224-19-R_Blast_Media, posted on FBO from 18 Dec 2018 to 22 Jan 2019) that a clear determination could be made on which types of blast media each vendor was capable of providing. Only five (5) vendors responded to the sources sought synopsis. All five (5) indicated which blast media types they were capable of providing, but only Midvale Industries Inc indicated they were capable of providing Type VII blast media (Archer Daniel Midland Company's eStrip GPX Type VII starch-g-acrylic blast media). The other four (4) respondents were capable of providing other Types of blast media, but not Type VII blast media. Archer Daniel Midland Company, the manufacturer of eStrip GPX Type VII starch-g-acrylic blast media, was then contacted to identify any additional distributors of their Type VII blast media. S.L. FUSCO Inc. was identified. S.L. Fusco Inc. was contacted and they indicated they are unable to distribute eStrip GPX Type VII starch-g-acrylic blast media to this region because

Midvale Industries Inc is Archer Daniel Midland Company's exclusive distributor for the region. Based on these efforts made to find potential sources of Type VII blast media, Midvale Industries Inc is the only source of Type VII blast media that is approved by the AFRL and included on the QPL.
B. In the future, the Government intends to continue market research to determine whether additional vendors or sources become interested in manufacturing Type VII blast media and becoming an AFRL approved vendor.
C. This requirement will be synopsized on http://www.FedBizOpps.gov as a notice of proposed contract action IAW FAR
5.201. The expected synopsis posting date is 18 February 2020.
D. Other Actions: None
E. Qualifying Country Sources: None
VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
A. Price reasonableness will be established in accordance with FAR 13.106-3. As Type VII Starch-g-Acrylic blast media is a commercial item it's price will be affected by factors such as speed of delivery, limitations of seller's liability, quantity ordered, length of the performance period and specific performance requirements. The contracting officer will ensure the BPA terms, conditions, and prices are commensurate with the Government's needs.
VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
A. Market research was conducted to identify potential sources of all blast media types, including Type VII blast media.
This market research was conducted via Internet searches, phone outreach by the program manager to vendors listed on the QPL, and Sources Sought Synopsis posted to FEDBizOpps (FBO). The program manager reached out to eight (8) vendors on the QPL, however, it wasn't until vendors responded to the Sources Sought Synopsis that a clear determination could be made on which types of blast media each vendor was capable of providing. Only five (5) vendors responded to the sources sought synopsis posted on FBO. All five (5) indicated which blast media types they were capable of providing. Only Midvale Industries Inc indicated they were capable of providing Type VII blast media.
The other four (4) respondents were not capable of providing Type VII blast media. Archer Daniel Midland Company, the manufacturer of Type VII Starch-g-Acrylic blast media, was then contacted to identify any additional distributors of Type VII Starch-g-Acrylic blast media. Archer Daniel Midland Company, identified S.L. FUSCO Inc. and they were contacted.
However, S.L. FUSCO Inc, indicated they are unable to distribute Type VII Starch-g-Acrylic blast media to this region because Midvale Industries Inc is Archer Daniel Midland Company's exclusive distributor for the region.
B. Market research has identified Midvale Industries Inc as the only source capable of providing Type VII blast media, which is Type VII Starch-g-Acrylic blast media.
IX. Any other facts supporting the use of Other Than Full and Open Competition.
