The firm will assess the existing power system including Main Distribution Panel (MDP), Panels, Sub- Panels that currently service for, and sensing by a Licensed Fire Protection Engineer that will seek full compliance to the applicable NFPA codes and standards.

C2. GENERAL:

GPO is seeking the services of a qualified firm to conduct a study and prepare an Industrial assessment document for the current electrical panels of GPO buildings. The purpose is to determine if the existing electrical panels are up to the codes and standards. If not, the firm will provide a report outlining all the issues including their professional recommendations for the upgrade, and a comprehensive cost estimate to bring all Main Distribution Panel (MDP,) Lighting Panel (LP,) and other Electrical Panels (EP) that belong to GPO’s existing power system in compliance with the applicable NFPA codes and standards.

C3. GENERAL SCOPE OF WORK:

The potential firm shall provide all necessary services to identify all life safety deficiencies in all four GPO buildings. A licensed Electrical Engineer is required to review and confirm the contractor’s results and reports.

The Contractor shall perform an overall assessment of the electrical panels of GPO buildings in accordance with the latest editions of the National Fire Protection Association. A licensed electrical engineer shall supervise all aspects of this work, to ensure compliance with National Electrical Code (NFPA70) and all standards referenced by NFPA. A major component of this work is intended to identify all old electrical panels (EP), Main Distribution Panels (MDP) in preparation for the electrical panels’ upgrade /replacement project. GPO does not have accurate as-built drawings for all existing EPs and MDPs. GPO Facility Management Engineering (GPO FME) will make all available drawings available on “flash drives” at GPO walk-through meetings.

The following tasks are to be conducted:

1) Thoroughly review all available drawings provided by GPO.

2) Investigation of Existing Conditions: provide a comprehensive field investigation of the existing electrical panels installed on GPO’s buildings (A, B, C, D) and associated equipment and significant electrical loads including motor control center of chillers, fire pumps, HVAC equipment, IT server rooms, and other sensitive electronic equipment/controllers, etc... According to GPO Engineering survey, there are around 350 all kind electrical panels total in our four (4) buildings. GPO will only pick electrical panels located in Basement, First, and Second floor of building C for the inspection / assessment request. The assessment report shall be based on the listing of panels that are in abovementioned areas. The building floor plan indicating panel locations shall be provided.

b. Study and Adjust Building Main Breaker Ground Fault Interrupters to proper sensitivity to allow load panel issues to be addressed by the local breaker and not always at the main breakers of the Main Distribution Panel (MDP).

c. Study and verify/design proper Ground Fault Protection in all custodial closets and restroom. Design new GFI breakers in load panels and upgrade labeling as needed.

d. Generate a Total Cost Estimate for each part (transformer, switchgear, electrical panels, motor control center, feeder, etc.) Prioritize each item due to risk of electrical systems business interruptions/ catastrophic events, safety concerns, and to provide reliable continuance of functional operations for the next 25-30 years.

e. Provide Proposal to provide necessary information for the repair of the existing electrical panels or if needed for each part of the existing power distribution system listed above with identified cost-effective solutions/action items once the studies are completed.

7) Generate the following Reports:

a. Provide a Draft Report of findings and recommendations for review and comment by GPO.
