About this file

This document is a justification and approval for other than full and open competition for a federal contract award. The Army Contracting Command - Watervliet Arsenal awarded a firm fixed price contract to Entrust Manufacturing Technologies, Inc. for the purchase of one new 39-foot rifling machine. The machine will be used to increase production of 105mm and 155mm cannon tubes at the arsenal. Due to urgent demand for rifled cannons to support military operations, expediting the procurement process from the standard 815 days to 642 days was necessary. As the incumbent contractor and only manufacturer that could meet delivery requirements, Entrust was selected on a sole-source basis for $7,474,400. The justification cites urgent need and Entrust's ability to prioritize delivery ahead of other projects. No other sources were considered capable of fulfilling requirements within the necessary timeframe.

DEPARTMENT OF THE ARMY

JUSTIFICATION AND APPROVAL FOR OTHER THAN FULL AND

OPEN COMPETITION

1. Contracting Activity: Army Contracting Command – Watervliet Arsenal (ACC-

WVA) is the contracting activity for this action.

2. Description of Action: This action is for a new firm fixed price (FFP) type contract with Entrust Manufacturing Technologies, INC, (UNISIG) of Menomonee Falls, Wisconsin, for the purchase of a rifling machine UNISIG Model R200-12M Series, for 105mm and 155mm cannons. Contract number W911PT23P0165 was awarded on 29 August 2023. Foreign Military Sales (FMS)

3. Description of Supplies/Services: This procurement is for one (1) new rifling machine with all of the features and accessories defined in the Equipment Engineering Specification 04-23-3416. The UNISIG Rifling Machine will be used in the production of 105mm and 155mm cannon tubes. The total award amount is $7,474,400.00.

4. Authority Cited: The statutory authority permitting other than full and open competition is 10 USC 3204(a)(2), as authorized by FAR 6.302-2, “Unusual and Compelling Urgency.”

5. Reason for Authority Cited: As described in FAR 6.302-2, procurement by other than full and open competition is necessary to expedite this requirement. Per the Statement of Urgency from the Watervliet Arsenal (WVA) Program Management Division, One of the most critical items in the production process of cannon tubes is the rifling process, which is currently in need of a new machine to increase production.

Currently WVA is short on rifled cannons to meet urgent

. Due to the increased operational tempo and rates of fire, WVA must expedite production and manpower to produce cannon systems as quickly as possible. To mitigate both short- and long-term risk, contracts for all items, specifically items that will increase throughput such as additional rifling machines, must be urgently placed. If WVA is not provided with the additional rifling machine, production will not meet demand, impacting critical functions at WVA with aging assets.

Under normal procurement procedures using full and open competition, the standard Procurement Acquisition Lead Time (PALT) for this type of material would be 150 days. It would then take 665 days for delivery, based on previous procurements, totaling 815 days. That does not include any pre-award survey that would be required from any contractor who has not produced this item which would increase the lead time. Awarding to UNISIG under urgency decreased the PALT to 82 days. UNISIG can supply the machine in 560days, totaling 642 days and decreasing the timeline by 173 days. UNISIG was able to expedite the delivery by rearranging their manufacturing schedule, making this machine priority over several other projects they are working on for WVA and Benet Labs. Additionally, WVA employee’s are already trained to use the Rifler because there are several currently used at WVA. This would save an additional 2-4 weeks based on prior purchases.

6. Efforts to Obtain Competition:

a) Effective Competition: Competition will be restricted to UNISIG in this instance as they are a proven manufacturer that can provide a rifling machine on an expedited basis, based on previous procurements and market research. UNISIG has been awarded the last two (2) procurements for Guided Bore machines for the WVA, with the most recent being sole sourced. Due to the urgency of this requirement, a synopsis and publication in the System for Award Management (SAM) will be waived in accordance with FAR 5.202(a)(2).

b) Subcontracting Competition: UNISIG is a small business therefore a subcontracting plan is not needed.

7. Actions to Increase Competition: Due to the urgency and demand for these rifled cannons, no competitive procurement will be issued at this time. The Government has determined that this contract does not exceed the time necessary to meet the immediate urgent requirement for this product, as delivery will occur during the timeline given to execute the weapon system manufacturing.

The current requirement is for one rifling machine from UNISIG under the authority cited in paragraph four above, with manufacturing starting as soon as next month.

CMO Control Number: 2024-013

8. Market Research: Market research was conducted by WVA Equipment Specialist on 21 December 2022. The market research techniques used are personal knowledge of the supply and general knowledge acquired in the workplace, and based on previous rifling machines and similar machines already purchased and in production recently here at WVA. As a result, it was determined that one manufacturer capable of providing the Rifler that meets the spec.

9. Interested Sources: No other sources have expressed interest.
