About this file
This Addendum No. 1 document provides official vendor responses to questions submitted for RFI 036-DW-0426, issued by the School Board of Polk County, Florida on March 31, 2026, for Custodial & Grounds Management Services. The RFI seeks vendor input on service models, technologies, staffing approaches, and cost structures for comprehensive custodial and grounds management across District facilities comprising approximately 17,500,000 total cleanable square footage across 167 school sites and 2,500 total buildings, including non-school facilities such as administrative buildings, transportation facilities, and warehouses. Current cleaning operations are primarily conducted on night shift with some day shift tasks. The District is divided into 4 custodial zones and 1 grounds zone. Site visits are not part of the RFI process; however, if the District proceeds with a subsequent Request for Proposals (RFP), site visits may be conducted. The RFI response deadline was April 14, 2026, at 3:00 PM, with a question deadline of March 27, 2026, at 3:00 PM. This RFI is for planning and market research purposes only and will not result in a contract award; information gathered will inform a subsequent competitive solicitation.
The current service model includes 6 contract employees and approximately 1,000 district employees performing custodial and grounds services, with some sites employing hybrid roles for both functions. The District prefers one company to provide both custodial and grounds services. Current custodial staff are not represented by a union, and established wage schedules are available through the District's website. The District currently maintains APPA Level 3 standards, characterized as casual inattention with cleaned surfaces but lower consistency. No set budget has been established for this RFI, and no specific contract award date or start date is projected. The District is exploring available service model options and is not releasing detailed operational, staffing, financial, or contractual information regarding the current incumbent or existing contract terms. All responses are subject to Florida Statutes Chapter 119 and School Board Policy 6324 (Cone of Silence).
